Home My WebLink About10 October 2021Official 2020 Census Data Monitor Your Water Meter With “EyeOnWater” Looking for a way to monitor your water consumption and avoid surprise charges for a leaky toilet? EyeOnWater is a new online tool that will help residents with water monitoring and conservation. EyeOnWater allows customers to view and understand their water usage easily throughout the billing cycle with consumption graphs. It also provides the ability to track usage and establish alerts to detect high usage caused by a leaky toilet, sprinkler system, or something similar. Please note, the system was only recently installed so readings prior to August 2021 are not available. EyeOnWater can be accessed online or via a mobile app. For best results online, use the browsers Google Chrome, Firefox, Microsoft Edge or Safari. Signing Up •Visit eyeonwater.com/signup. •Enter your service or billing Postal Code and account number (all 9 digits with no dash), which can be found on your utility bill. •Enter your email and create a password. Note: Only one email address can be attached to an account. Priority will be given to property owners over tenants for access to the online tool. Help on using EyeOnWater can be found at helpeyeonwater.com. The results of the 2020 Census are in and Arden Hills has seen growth over the last 10 years. As of April 1, 2020, the city had 3,235 housing units; 3,114 households; and 9,939 people, with an average household size of 2.64 persons. In comparison to the 2010 Census, the city had 3,053 housing units; 2,957 households; and 9,552 people, with an average household size of 2.45 persons. That’s an increase of 387 people living in Arden Hills. Results also show growing diversity, with BIPOC (Black/Indigenous/People of color) residents making up 20.3% of the population in 2020 versus 11.3% in 2010. (See chart.) The Planning Commission reviews and makes recommendations concerning all land use applications, considers changes to the City’s Zoning Code, and periodically reviews and recommends updates to the Comprehensive Plan. Thank you for your help! Benchmarks - A Review of Recent Council Action Rake Those Leaves! Please rake leaves and debris out of storm gutters before winter moves in! Leaves left in gutters and on the streets decompose, and rain takes the extra nutrients into our lakes, rivers, and streams. That means algae blooms and other negative effects on water quality! Raking takes away this source of nutrients and will cut off the algae’s fuel for growth. Grass clippings contain nutrients as well, so if you are still mowing your lawn, you can catch or mulch those clippings. This fall remember to check street sewer grates and remove leaves and other debris that could lead to increased nutrients in our lakes and streams. September 13, 2021 Regular City Council Meeting All items were approved unanimously by a 5–0 vote unless otherwise noted. • Accepted resignation of accounting clerk and authorized recruitment for replacement. • Approved North Suburban Access Corporation (NineNorth) contract for professional and technical services. • Set preliminary levy at $4,472,680, an increase of $192,600 or 4.5% over 2021, and set the Truth-In-Taxation Public hearing date for December 13, 2021, 7:00 PM, Council Chambers. September 27, 2021 Regular City Council Meeting All items were approved unanimously by a 4–0 vote. (Councilmember Holden excused.) • Accepted a donation from the Arden Hills Foundation in the amount of $1,089 for hot coal receptacles and trash barrel lids in City Parks. • Approved, Convention and Tourism Bureau Agreement with Minnesota Metro North Tourism (DBA Twin Cities Gateway), effective January 1, 2022. • Approved appointment of David Swearingen to the position of Public Works Director/City Engineer; Mr. Swearingen, formerly the City’s Assistant Engineer, has been filling this role in an interim capacity. • Held a public hearing and approved a Planned Unit Development Amendment to allow Bethel University, the Applicant, flexibility to increase the allowable sign area for a multi-tenant freestanding sign at 2 Pine Tree Drive, adjacent to its Anderson Center campus. • Held a public hearing and approved amendments to the Arden Hills City Code to provide ordinance requirements for the keeping of chickens and for the associated accessory structures/uses (i.e. coop, pen, and exercise yard). Chicken Ordinance Changes The City Council voted to approve changes to its existing ordinance to relax the rules around keeping chickens. These changes follow multiple meetings and public hearings, a community engagement poll, and a recommendation from the Planning Commission. Residents interested in having chickens still need to comply with certain provisions, which can be found here: www.cityofardenhills. org/1036/Chicken-License These provisions include, but are not limited to, a maximum of three hens (no roosters), size requirements for a coop, pen and exercise yard, and obtaining the necessary zoning approvals and license. City Council Benchmarks Road Construction Updates 2021 PMP Street and Utility Improvement Project The 2021 PMP Street & Utility Improvement project is on schedule for completion this fall. All of the underground utility work has been completed, and all of the concrete curb has been installed throughout the neighborhood. The first layer of new asphalt pavement has been installed on all the streets now that Jerrold Avenue and Prior Avenue were paved in September. The Contractor, C&L Excavating, will be focusing their efforts on turf restoration and clean up work prior to paving the final layer of asphalt. All work is scheduled to be completed by the end of October. Snelling Avenue North Improvements Coming in 2022 Snelling Avenue North from County Road E to Trunk Highway 51 improvements include reclamation and resurfacing of Snelling Avenue North, Cummings Lane, and a short portion of Bussard Court immediately adjacent to Snelling Avenue. Utility repairs and improvements will also occur in the project area. A trail is also being considered for non-motorized users along this corridor. The project is currently in the design phase with engineering consultant Bolton & Menk. A public informational meeting will be held at City Hall in October, notices will be sent to the surrounding residents. Arden Oaks Street Improvements Coming in 2022 The Arden Oaks neighborhood is scheduled for improvements in 2022 that would include pavement rehabilitation, curb repair, and stormwater infrastructure improvements as needed. Considering the existing condition, deterioration factors, and geotechnical investigation, a full depth pavement reclamation is proposed for the streets within the project area. Lexington Avenue Reconstruct (County Project) Coming in 2022 Lexington Avenue will be reconstructed from County Road E to I-694 in the cities of Arden Hills and Shoreview in 2022. The reconstruction will include replacing aging and deteriorating pavement, replacing traffic signals, and improving pedestrian and bicycle facilities. A center median will also be added to increase safety for road users. Improvements will include water main, sanitary sewer, storm sewer, water treatment and traffic signals in the project area. This project is being planned in partnership with the cities of Arden Hills and Shoreview and the Minnesota Department of Transportation.
