CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, MARCH 16, 2021, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair John Van Valkenburg called the March 16, 2021 meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair John Van Valkenburg, Committee Members Paul Beggin, Dan Dietz, Terry Finlay, Marie Hinton, and Rich Straumann OTHERS PRESENT: Staff Liaison Joe Vaughan, Council Liaison David Grant ABSENT: Committee Members Jill Anderson, Micah Kiernan, Suzanne McGaugh, Tim Nelson, Harold Peterson and Kristine Poelzer Council Liaison Grant gave opening remarks noting that David Swearingen is the acting Director of Public Works and the engineering functions are being contracted out. Some of the members of PTRC have been going directly to Mr. Swearingen and making requests of his time. Mr. Swearingen works with Parks and Rec, but he is requesting that committee members bring concerns to Recreation Programmer Joe Vaughan who can report to David. Also, if the Committee has recommendations they should be given to the Chair who can forward them to staff. 1.APPROVAL OF AGENDA MOTION: The agenda was unanimously approved by the Committee. 2.APPROVAL OF MINUTES A.February 17, 2021 PTRC Minutes MOTION: The minutes were unanimously approved by the Committee. 3.UNFINISHED BUSINESS A.Snelling Avenue South Trail Update Staff Liaison Vaughan stated there were no updates from staff on this trail. DRAFT Parks, Trails & Recreation Committee Meeting Minutes March 16, 2021 Page 2 Council Liaison Grant noted the Lake Johanna Boulevard trail is being studied by Ramsey County and will need to run its course at the County level, so there is no update. Council received the letter from PTRC and other comments from residents. B. Mounds View High School Trail Update Council Liaison Grant said this section of trail from County Road E2 to Mounds View High School is having a feasibility study done and is scheduled to be presented to the Council in April. Staff Liaison Vaughan reported that the consulting firm has completed their field survey work and will begin the conceptual design plan in the coming week. Committee Member Beggin wondered if there would be cost estimates that come with the feasibility report. Council Liaison Grant said there will be approximate costs that would be used in funding requests. Committee Member Finlay asked if the consultant firm working on the Mounds View High School trail should also work on the Snelling Avenue South trail. Council Liaison Grant said the Snelling Avenue South trail is part of the road project scheduled for 2022. Chair Van Valkenburg added there will be a trail, the question is if it will be separate from the road or not, and it might also depend on what happens with the possible round-a-bout. Council Liaison Grant noted the road improvements are being done by Ramsey County, the round-a-bout would be City and County. They are trying to keep the road improvement and the round-a-bout separate so the road improvements move forward in 2022 irrespective of the round-a- bout. C. Lake Johanna Boulevard Trail Update Council Liaison Grant said this is a Ramsey County project so the City loses some control but there will be a city cost participation to go along with a possible trail. 4. NEW BUSINESS A. Spring/Summer Recreation Programs Staff Liaison Vaughan said staff presented some potential programs at the February 16 City Council Work Session. Council directed staff to move forward with the playground program, youth sports leagues, youth camps, and adult programs. Some programs weren’t approved including the Spring Egg Hunt and AARP Driver Safety Classes. The spring and summer recreation guide is being printed and mailed. All programs are online for registration. All programs must follow guidelines set by the Minnesota Department of Health regarding capacity Parks, Trails & Recreation Committee Meeting Minutes March 16, 2021 Page 3 limits, social distancing and masking. Feedback from residents has been positive, he’s received numerous phone calls and emails each day asking what programs will be available. Committee Member Beggin asked if they had instructors lined up for the programs. Staff Liaison Vaughan replied that applications are currently open. The main programs needing staff are the playground programs and some pre-school programs. Coaching is all volunteer, and some of the programs are contracted out with vendors such as fencing, drama camp and yoga. Committee Member Hinton felt staff did a great job coming up with a variety of programs while keeping within the guidelines. B. Ice Rink Participation 2020-2021 Staff Liaison Vaughan reported the City of Arden Hills had 4 ice rinks that were available for use during the winter months at Cummings, Freeway, Hazelnut and Perry Parks. The warming houses weren’t available but staff didn’t receive any negative feedback about that, nor did the rink attendants. Public Works staff did a great job of flooding the rinks and there were a lot of comments about how good the ice was. Freeway and Perry had fewer skaters this year than last, but there was no broomball. Overall there were very good numbers of participants this year. Committee Member Beggin said he saw the skating areas that neighborhood people had made on Lake Johanna. He wondered if there was something that would restrict the City from maintaining a rink on the lake. Staff Liaison Vaughan said he would look into it. In past years there was a rink at Valentine Park and he’s not sure why there isn’t one there any longer. City Council Liaison Grant said they’d have to have the city attorney check on it because if the City promoted it there would be a certain level of liability. He asked if anyone knew of other communities with rinks on a lake, sponsored by the city. Committee Member Beggin said the ice rink at Valentine Park was left out when the park was redone do to space and drainage. C. Trail Priority List Committee Member Straumann reviewed a priority trail list he compiled based on pedestrian safety concerns, projects that fit in with road reconstruction projects, projects when buildings are being built and trail development enhancements. The Mounds View High School trail and Lake Johanna Boulevard trail fit into pedestrian safety. Road reconstruction projects included the Snelling Avenue South trail and from Lake Valentine park to Highway 96 under I-694. Committee Member Straumann said under the category of new building projects, the senior housing project that is coming next to the Bethel University Anderson Center will be redoing/adding on to the trail, and Bethel will be repairing the trail system on their property. There may also be a trail involved with the new fire station. Also listed under possible new building projects is a trail along the south shore of Round Lake. Parks, Trails & Recreation Committee Meeting Minutes March 16, 2021 Page 4 Council Liaison Grant suggested the list that was emailed get renumbered as priorities one through eight. He also said they could submit a list of suggestion of where they’d like to see trees planted. Committee Member Straumann continued with possible trail development enhancements, which included the Crepeau Nature Preserve trail and Lake Johanna Boulevard from County Road E along the west side of Highway 51 to Glenhill Avenue. Committee Member Finlay requested a map be made of the trails. Committee Member Straumann said he’d like to propose buckthorn removal continue in Crepeau Nature Preserve, led by resident Sheldon Bruce. There are some benches that need maintenance, along trail and bridge improvements. He would like to see a clean-up day with Committee members and others, possibly in April or May. Council Liaison Grant mentioned a bench that he knows needs cleaning and possible relocation, and the Arden Hills Foundation could be approached about a bench. They recently funded four additional benches that will be placed in the spring. After discussion, it was decided that Chair Van Valkenburg would renumber the priority list and send to Committee Members for approval before it was presented to the City Council. It was also agreed the Committee Members will possibly join in a clean-up day in Crepeau Nature Preserve. 5. REPORTS Council Liaison Grant said the priority list will be helpful for the City Council and he looks forward to their final draft. Committee Member Beggin asked if they should get feedback from people in their own neighborhoods regarding the trails, the same questions could be asked by everyone and then brought back to the Committee for discussion. 6. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, April 20, 2021. APPROVAL OF AGENDA The agenda was unanimously approved by the Committee. 2. APPROVAL OF MINUTES A.March 16, 2021 PTRC Minutes The minutes will be approved at the next meeting. 3. UNFINISHED BUSINESS A.South Snelling Trail Update Interim Public Works Director Swearingen said the City Council will host a Public Hearing on April 26 to give residents the opportunity to share comments and concerns on the Snelling Avenue improvements and trail. The latest feasibility report can be found on the City website. B.Mounds View High School Trail Update Interim Public Works Director Swearingen reported that he would be meeting with the design consultant to discuss the concept plan. Progress has been made and efforts are being coordinated with Ramsey County for the segment along Old Highway 10. Ramsey County is planning to DRAFT Parks, Trails & Recreation Committee Meeting Minutes April 20, 2021 Page 2 repave Old Highway 10 from County Road E to Highway 96 in 2023. May 31 is the contracted date for shovel ready plans. C. Lake Johanna Boulevard Trail Update Interim Public Works Director Swearingen said the RFP for the corridor study is still out, proposals will be received by Ramsey County on April 29. Proposals will be scored mid-May and a design consultant will be chosen. Council Liaison Grant added that Ramsey County will have a financial participation for the City to contribute. Neither the County nor the City know what the final design will be or how much it will cost. Also, at the Council Work Session, Ramsey County affirmed that Lexington Avenue between County Road E and 694 is slated for 2022. Committee Member Kiernan said the Work Session discussion was positive. D. Trail Priority List Committee Member Hinton said the Chair Van Valkenburg and Committee Member Straumann had done a great job compiling the list and she thought it looked good. Council Liaison Grant requested that staff send the memos to the City Council for review. Committee Member Beggin noted the most likely near or long-term future projects seem to be the ones in cooperation with Ramsey County. Committee Member Straumann addressed item number 7. He said MnDOT will be meeting with Arden Hills and Roseville. MnDOT has suggested to Roseville that they put in a sidewalk from Lydia to Arcade. Roseville would like to go to Glenhill. The homeowner that has been moving a trail from Glenhill to Old Snelling said he would continue to mow that section. Committee Member Straumann said there is funding for one bench in Crepeau Nature Preserve and he is working on funding for a second bench in memory of Don Messerly. He said the burdock has been removed, some buckthorn was chipped up and those chips were added to the trail. There will be more work done Saturday, May 8. The composite benches probably need to be power washed. Committee Member Straumann commented that item 9 was Rice Creek Commons and the Rice Creek Regional Trail, the trail along the AHATS fence is on hold until they grading is done for Rice Creek Commons. Also, last fall the National Guard put a new dirt trail around Sunfish Lake, it should be paved sometime this spring. He is hoping residents will have access to that trial someday. Staff Liaison Vaughan said he received a call from a Councilmember regarding a sidewalk connection on Cleveland Avenue North from Thom Drive to County Road E2. A resident was wondering if that was something the PTRC would like to explore putting that on the list. Committee Member Straumann said that was included on the list. Parks, Trails & Recreation Committee Meeting Minutes April 20, 2021 Page 3 Committee Member Straumann asked if the Trident senior housing project had a start date. Interim Public Works Director Swearingen replied that it did not, there were still some development agreement items to work out. Committee Member Beggin wondered if there would still be an exercise area proposed by Trident. Council Liaison Grant said the trail is still in the plan with about six different stations along the trail. The City and the developer are working out who will maintain the trail. The Committee unanimously approved that the priority list be presented to the City Council. E. Park Benches Update Interim Public Works Director Swearingen said there has been approval for four benches that were brought to Council in January. A fifth bench will be brought forward at an upcoming meeting. Quotes have been gathered, but delivery time in unknown. The goal is to install them this summer. Committee Member Beggin felt there was really good information about benches this year. He wondered who’s role is it to know if there is money for a memorial bench and who checks with the people that donated regarding placement and plaque; what steps are needed by the Committee or staff. Chair Van Valkenburg said the Arden Hills Foundation had been asked what funds were available. The Committee writes a thank you letter. Coordinating placement goes through Public Works. He felt the Foundation and the Committee should talk with the donors. Council Liaison Grant said the four benches were requested by the City Council. The Arden Hills Foundation Board voted to fund them. He is not aware of a personal or family designation related to those four benches. The City Council formally accepts the money from the Foundation at a Council meeting, the Foundation cuts a check to the City and the City buys the benches. The City determines where the benches should go. Committee Member Straumann noted the bench from State Farm will have a plaque added and the location has been determined in Crepeau Nature Preserve. He has pledges toward a memorial bench for Don Messerly totaling $210 at this time, they hope to also place that bench at Crepeau Nature Preserve. There may be more pledges for a bench for Chuck Michaelson also. Committee Member Dietz said his company has been donating money for Floral Park but it appears their balance isn’t showing. Chair Van Valkenburg thanked the committee member and his company and said he would check into the funds. Parks, Trails & Recreation Committee Meeting Minutes April 20, 2021 Page 4 F. Spring/Summer Recreation Programs Update Staff Liaison Vaughan said the City’s spring programs will begin this month. There are two programs for adults starting, yoga and tai chi. Youth tennis lessons are beginning in May. Seasonal staff is being hired. There aren’t as many participants as in pre-COVID years, but people are starting to register for programs. Committee Member Dietz added that the AARP driving classes are being offered online. 4. NEW BUSINESS A. Location for Tree Planting Staff Liaison Vaughan said at the last PTRC meeting there was discussion about where the committee would like to see trees planted. Donations were received from the Friends of the Parks and Trails for a tree to be planted in Valentine Park. Council Liaison Grant said some of the developments that have taken trees down and can’t replant on the property need to pay fees and the City can determine where to plant new trees. New Perspective has money that will be available and the committee can make recommendations to Council as to where they’d like to see trees planted. There will be a lot of trees that can be planted. Chair Van Valkenburg suggested that committee members check their local areas and make suggestions at the next meeting. Interim Public Works Director Swearingen said Google Earth might show bare spots in the city. B. Parks and Trails Survey Staff Liaison Vaughan commented that at the last meeting the idea was brought up of surveying residents about improvements they feel would be welcomed in the parks and trails. He wondered what other thoughts the committee had about a survey. Chair Van Valkenburg said to start they could ask residents as they are out and about. Committee Member Nelson felt they should do something more comprehensive, possibly an on- line survey. Chair Van Valkenburg thought the idea was good but a lot of work. He thought people generally tell the Council or committee members when they have ideas. Committee Member Beggin said he brought it up because he saw so many people on the trails during COVID and he thought people don’t really know that there is a parks, trails and recreation committee and that they could have input. Committee Member Anderson wondered if they could have the City post on the Facebook page asking for feedback and providing contact information, or in the newsletter. Parks, Trails & Recreation Committee Meeting Minutes April 20, 2021 Page 5 Interim Public Works Director Swearingen thought it was a great idea but creating the content of the survey is the most important place to start. They could have a general comment section in the survey but it’s best to direct them with specific questions. Committee Member Straumann suggested they consider making a trifold brochure with trail locations and updating the trail signs. C. Crepeau Nature Preserve Update Chair Van Valkenburg said Committee Member Straumann has organized the neighbors and the committee to work in the preserve. The next cleanup is scheduled for May 8. Committee Member Straumann said they would be distributing information to area residents, and possibly posting the flyer on the signs in the park. D. Summer PTRC Meeting Schedule Committee Member Straumann suggested instead of having a May meeting the committee members come to Crepeau Nature Center on May 8 to help with the cleanup. In June they could meet at the County Road I parking lot and do a walking tour of Building 189 and the Rice Creek Regional Trail. Chair Van Valkenburg asked if they should they have a meeting in May or should they do the activities suggested by Committee Member Straumann, possibly a committee picnic in July. He noted they usually don’t have a meeting in August. The committee unanimously voted to approve no meeting in May, but working at the Creapeau Nature Center on May 8, a tour of the Rice Creek Regional Trail in June, a picnic in July and no meeting in August. E. Park Maintenance and Improvement Updates for 2021 and 2022 Interim Public Works Director Swearingen said there is no park playground equipment replacement scheduled, just routine maintenance. There is some crack sealing on hard surfaces being done. They are also working on the Perry dog park, and monitoring the seeded grass growth. Staff Liaison Vaughan said he would send committee members the City website link to report park maintenance issues. F. Community Development Block Grant Funds Staff Liaison Vaughan commented that leading into 2022 they have a playground that will be replaced at Arden Manor Park. The City submitted and application through the Community Development Block Grant. County staff administering the funds supports the project and will be recommending to the board to fully fund the project. More planning will take place once funding is granted. REPORTS Council Liaison Grant reported that the development of an office warehouse located in the northeast quadrant of 694 and 35W had a development agreement approved by the City and it appears they will build. It will be approximately 350,000 square feet. The two senior housing projects are on track to be built, but lumber prices are causing some concern. The Brausen gas station development is moving quickly. There will be a Public Hearing at the upcoming Council meeting on the trail section on Snelling to County Road E. 6. NEXT MEETING The next PTRC Committee meeting scheduled for Tuesday, May 18, 2021 was cancelled. The Council discussed future works plans and provided direction to the PTRC. This was a preliminary meeting to discuss PTRC priorities, work plans and set the stage for a future joint meeting between the City Council and PTRC. See the minutes from this special work session, Attachment A, for the full conversation. Attachments Attachment A – 7-26-2021 Special Work Session Minutes Approved: August 23, 2021 CITY OF ARDEN HILLS, MINNESOTA CITY COUNCIL SPECIAL WORK SESSION JULY 26, 2021 5:00 P.M. - ARDEN HILLS CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Grant called to order the City Council Special Work Session at 5:00 p.m. Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, Dave McClung (attending remotely) and Steve Scott Absent: None Also present: City Administrator Dave Perrault; Interim Public Works Director David Swearingen; Senior Planner Jessica Jagoe; Recreation Programmer Joe Vaughan, City Clerk Julie Hanson; and PTRC Chair Jon Van Valkenburg (arrived at 5:05 p.m.) 1.AGENDA ITEMS A.PTRC Trail Priority/Work Plan Discussion Interim Public Works Director Swearingen stated the PTRC recently submitted its trail priority list to the City Council dated April 20, 2021; following a discussion the City Council requested a meeting with the PTRC Chair to discuss future PTRC work plans and direction from the City Council. This meeting will serve as a preliminary meeting with the PTRC Chair to discuss PTRC priorities, workplans, and set the stage for a future joint meeting between the City Council and the PTRC. Mayor Grant commented on the ten trails the PTRC selected. He noted this was a recommendation from the PTRC and may or may not match up with the City’s priorities at this time. He explained he saw the list as input from the PTRC. Councilmember Holden stated the order of the projects should be considered in order to align with the City’s street improvement program. She explained she was not interested in pursuing Item #9 or #10. Councilmember Holmes believed it would be beneficial for the city to clarify this was not a trail priority list but rather was a recommended trail list to provide residents with greater clarity. Attachment A ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION – JULY 26, 2021 2 PTRC Chair Jon Van Valkenburg stated this may be a good idea for clarity purposes. He understood that the list was a recommendation and that none of the projects were guaranteed or funded. He explained that the PTRC had tried to coordinate trail recommendations with projects that were happening in the City. He understood that the PTRC was making recommendations and was a resource available for the City Council. He suggested a point person that was knowledgeable about the trails be considered. Councilmember Holden indicated she had some concern about the “point person”. She discussed how not all information was shared with the PTRC when it came to grants due to the fact the City did not want to miss out on opportunities and to keep projects from getting too competitive. Mayor Grant explained in the last 20 years while he has served on the Council, the City has only received a handful of grants from 2000 to 2015. However, in the last five years the City has been successful in receiving more grant funding from the State. Councilmember Holden reported the City Council was working hard to get more money for trails. She suggested that if the PTRC had a point person that this person be in communication with the City Council liaison. PTRC Chair Van Valkenburg stated he liked this recommendation. Councilmember Holden suggested the PTRC members have a point person to inspect existing trails to ensure they are being properly maintained. She recommended that the PTRC map out the buckthorn in the City’s parks as well. Mayor Grant supported this recommendation. He commented further on how the PTRC was completing park tours in order to track the condition of each park in the City. Councilmember Holden recommended the PTRC create a park amenity/equipment replacement plan as well. Councilmember Holmes stated she believed it made more sense for the PTRC to have a point person on the different parks in the City than on specific future trails that may or may not be completed. Further discussion ensued regarding the potential of having point people within the PTRC to get trails and projects done in the City’s parks. Councilmember Holden requested the language for Trail #8 be rewritten because wood chips had been placed on this trail. Mayor Grant commented on the condition of several bench throughout the park system that were in need of attention. Councilmember Holden recommended Trail #9 and #10 be removed from the priority list. She noted this was AHATS and TCAAP property and was not City owned land. ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION – JULY 26, 2021 3 PTRC Chair Van Valkenburg questioned if the Council wants the PTRC to reorganize the trail priority list. Councilmember Holmes explained it should be made clear this list was a recommendation and was not setting priorities for the City. Councilmember Holden encouraged the PTRC to focus on additional recreational activities that could be held in the community. PTRC Chair Van Valkenburg supported this recommendation. Councilmember Holden commented she would like the PTRC to consider taking an inventory of dead trees within the City’s parks when making their park tours. She indicated the City had tree replacement funds that could be used to replace dead and diseased trees. PTRC Chair Van Valkenburg recommended the PTRC come before the City Council on an annual basis as well to provide the Council with an update. Councilmember McClung stated he supported the City offering more recreation programming, whether this was the City conducting this on its own, or through partnerships. Councilmember Holden supported the City consider sponsoring movies in the park in the community. Interim Public Works Director Swearingen explained he would provide the Council and PTRC with a list of the work the ICWC crews would be completing. City Administrator Perrault suggested a joint meeting between staff, the City Council and the PTRC members to lay out Council expectations in early 2022. He reported a follow up meeting could then be held at the end of 2022. B. Chicken Ordinance Discussion Senior Planner Jagoe stated at the July 12, 2021 Special Work Session, the City Council reviewed the first draft ordinance for the keeping of chickens and provided staff with guidance on language to be modified or researched for inclusion in the ordinance. Council direction was to bring this matter back at an upcoming work session for further review. For this meeting, staff has prepared an updated draft ordinance with new language for review. Staff reviewed the proposed changes and requested comment from the Council on how to proceed. Councilmember Holden indicated her main concern was with the fact the chickens would be making noise at all times and could not be silenced like a barking dog. Mayor Grant discussed the Cottage Grove ordinance. ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION – JULY 26, 2021 4 Councilmember Holmes stated she supported the recommendations from the Municipal Chicken organization and suggested applicants be required to receive 100% support from all contiguous neighbors. She recommended the support/approval process being conducted by City staff. Councilmember Holden explained she would like the support/approval process being done by the applicant. Mayor Grant discussed Items 9 and 10. Councilmember Holmes stated she would like to give chicken owners somewhere between seven and ten days to remedy a problem. Mayor Grant commented he could support ten days. Councilmember Holden indicated she did not want residents turning abandoned chicken coops into sheds, if they were no longer keeping chickens. Councilmember Holmes stated it may be better to have all coops removed if a property owner was no longer keeping chickens instead of having the coops repurposed. She suggested property owners have the coops removed within 60 days. Mayor Grant supported this recommendation. Councilmember Holden asked how much would be charged for chicken keeping permits. Councilmember Holmes reported this fee has not been set. Senior Planner Jagoe explained the five cities surveyed charged a license fee between $30 and $50. She reported residents seeking to keep chickens would also need to apply for a zoning permit ($65) to build the chicken coop and possibly installation of fencing. Councilmember Scott supported the fee being set at $50. Councilmember Holden supported the fee being $10. Councilmember Holmes recommended the chicken fee be set at $30. She reported chicken keepers would be paying the City $30 every other year. Mayor Grant indicated he could support a $30 fee for chicken keeping. Councilmember McClung stated he could support a $30 to $40 fee. Councilmember Holmes questioned if the pen had to be removed if the coop was removed. The Council supported removal of the coop, run, and pen/exercise yard if a resident was no longer keeping chickens. ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION – JULY 26, 2021 5 Councilmember Holmes asked if a specific coop height should be set within the ordinance or that the language from the Municipal Chicken organization be used to ensure humans could stand up in the coop for maintenance and egg collection. The Council supported this recommendation. Councilmember Holmes questioned if the exercise yard had to be fenced. Senior Planner Jagoe reviewed the definition of an exercise yard within the Ordinance. Councilmember Holden suggested the City require chickens to be banded for identification purposes. Mayor Grant asked if a public hearing for this Ordinance would be held before the Planning Commission and City Council. Senior Planner Jagoe reported this Ordinance amendment would require a public hearing before the Planning Commission and City Council. City Administrator Perrault explained this matter would go before the Planning Commission in September. 2. COUNCIL COMMENTS AND STAFF UPDATES Councilmember McClung reported the Fire Board met last Wednesday where confidential matters were discussed regarding personnel along with the 2022 budget. Councilmember Holden questioned if the bench at Crepeau Park had been removed. Interim Public Works Director Swearingen stated it had not yet been removed. Mayor Grant discussed Council comments in general. We offered youth soccer, t-ball and baseball leagues, summer camps, the playground programs, tennis lessons, adult programs, and some special events. We offered two events this summer, Bark & Rec Day and the Penny Carnival. Attached are the recreation numbers for the summer of 2021 compared to the summer of 2019. This fall we are offering programs once again. Fall soccer and flag football are under way. Attached is the fall recreation guide for the full list of programs. The AARP has since made the decision to cancel all of their in person activities until January 1, 2022. Upon completion of one of these seminars, you will be entitled to a discount on your auto insurance premium. For the first time, one attends the 8-hour seminar. To retain the insurance premium discount, everyone should attend the 4-hour refresher seminar every 3 years. Please bring your current driver’s license with you. This set of movements requires that your stepping becomes steady over time. It continuously tests and improves your sense of physical and energetic balance through your legs and feet. As you develop the strength and energy in your legs, each move will naturally transfer into your core and arms, and then form a well-coordinated entire body movement. It is accessible mind-body practice for soothing stress and maximizing function. Hongyi Lan, PhD-Instructor, has practiced Tai Chi Chuan for more than 30 years. She first learned Yang Style Tai Chi Chuan and then learned Wu Style Tai Chi Chuan from Master Liang Shan. Hongyi believes Tai Chi/QiGong is an ideal mind–body exercise for everyone. Body Positive: Stop the adversarial relationship with your body! Learn how to adapt the poses from an experienced teacher who knows you and has seen enough to know that “alignment” can be overrated. Balance: Use it or lose it. Slow mindful movement is often more challenging than those fast Vinyasa flows Brain: Proprioception, cross-crawl, pranayama, savasana: if you’re not familiar with these terms, you may not be getting the “work-in” part of yoga. Breath: “Focus on the breath” is a familiar refrain, but most “big yoga” glosses over advanced breathing techniques. You’ll master the key ones to strengthen the diaphragm, improve posture, mood, and cognition. A small community of regulars and reciprocity with all YogaHotDish classes/locations will give you the confidence to truly transform.
