regarding the current pavement conditions, the proposed street maintenance plan and the
proposed PMP projects through 2030.
Background/Discussion
In May of 2021, through a contract with the City, IMS conducted a citywide pavement condition
automated survey of all City owned and operated streets. Through this process, each street is
surveyed by a consistent method of laser testing and a condition rating is calculated ranging from
100 (excellent) to 0 (Poor). The cities overall network PCI in May of 2021 was calculated at 63,
the typical PCI that indicates a healthy street network is 70. The full report can be reviewed in
Attachment A and the corresponding map in Attachment B.
Attachment C shows the PCI after the 2021 construction season. 2021 pavement construction
and activities included the 2021 PMP street and utility project, PW In-House Paving and the
2021 Sealcoat Project. After the 2021 construction season, the overall network PCI raised to
65.6.
Utilizing the information gathered from the automated survey and reviewing historical data, staff
is proposing the next PMP projects along with “desktop” cost estimates which can be seen in
Attachment D. The list of PMP projects include:

Attachment E shows the proposed 2022 Street Maintenance Plan which includes preservation
activities such as seal coat, fog seal, crack seal and large area patching. Most of this work is
covered through the JPA with Coon Rapids but the large area patching will be done by our
Public Works Maintenance Workers. This approach is different than from previous years where
Public Works focused their efforts on full width paving of street segments and will instead
perform significant large area patching (i.e. this will be in-lieu of a in-house paving project). The
benefit to large area patching is it localizes the repair where it is needed and extends the useful
life of the existing road that does not require rehabilitation. Using this approach enables repairs
to be applied to dozens of streets instead of just a select few, which results in the PCI raising at a
higher rate.

Through this plan, it is projected that the City’s streets could reach an overall network PCI of 70
at the end of the 2026 construction season.
Budget Impact
The proposed PMP projects will be programmed into the City’s Capital Improvement Plan (CIP),
the Public Works Director / City Engineer will work closely with the Finance Director.
All elements of the proposed 2022 Street Maintenance plan will be covered by the street
maintenance operating budget of $220,000.

1.0 EXECUTIVE SUMMARY
PROJECT SUMMARY
IMS Infrastructure Management Services, LLC (IMS) was contracted by City of Arden Hills to conduct a
comprehensive pavement condition assessment and pavement management analysis on approximately 30
miles of Arden Hills roadway network. IMS mobilized their Laser Road Surface Tester (RST) in May 2021
to conduct an objective pavement condition survey following ASTM D6433-11.
SUMMARY OF ANALYSIS
At the time of IMS inspection, t he Arden Hills network had an average Pavement Condition Index (PCI) of
63 with most of the network landing in the 70-85PCI range and a backlog of 13%. Figure 1 presents a
network overview of Arden Hills ’s pavement conditions.

2.0 PRINCIPLES OF PAVEMENT MANAGEMENT
The role of the street network as a factor in the citizens’ well-being cannot be overstated. In the simplest of
terms, roadways form the economic backbone of a community. They provide the means for goods to be
exchanged, commerce to flourish, and commercial enterprises to generate revenue. As such, they are an
investment to be maintained.
Preservation of existing roads and street systems has become a major activity for all levels of government.
Municipalities must consistently optimize and plan for the spending of their budgets ensuring that funds
designated to pavement maintenance and rehabilitation (M&R) are used as effectively as possible.
Municipalities must also identify the optimum level of long-term funding required to sustain the network at
a predetermined level of service considering the local conditions and constraints. The best method to obtain
the most optimal usage of available funds or to determine the required funding to achieve a predetermined
level of service is through the use of a pavement management system. An effective pavement management
system can assist agencies in developing long-term rehabilitation programs and budgets, assess the
effectiveness of maintenance activities and new technologies, and store historical data and images.
Pavement management is the process of planning, budgeting, designing, evaluating, and rehabilitating a
pavement network to preserve the existing roadway structure in a serviceable manner.

As illustrated in Figure 2, typically, pavements start deteriorating rapidly once they hit a specific threshold.
A nominal investment in cheaper surface treatments at 40% lifespan is much more effective than deferring
maintenance until heavier overlays or possibly reconstruction is required just a few years later. Streets that
are repaired while in good condition will have an extended lifetime and will cost less over their lifetime than
those left to deteriorate to a poor condition. Without an adequate routine pavement maintenance program,
streets will require more frequent reconstruction, thereby costing millions of extra dollars.
The goal of the pavement management program is to develop policies and practices to delay the inevitable
total reconstruction for as long as practical through application of routine M&R strategies while pavements
are within the target zone of cost-effective pavement preservation. That is, as each roadway approaches
the steepest part of its deterioration curve, apply a surface treatment that extends the pavement life, at a
minimum cost, avoiding costly heavy overlays and reconstruction down the line. The key to a successful
pavement management program is to develop a reasonably accurate deterioration curve of the pavements,
and then identify the optimal timing and rehabilitation strategy. The outcome of this exercise is the long-
term cost savings and increase in network level pavement quality over time. Figure 3 illustrates the concept
of extending pavement life through the application of timely M&R activities.
A successful pavement management program requires periodic updates in pavement conditions,
deterioration models, and cost models, and evaluation of the effectiveness of M&R activities.

3.0 THE PAVEMENT MANAGEMENT PROCESS
3.1 IMS PAVEMENT MANAGEMENT PROCESS OVERVIEW
As shown in Figure 4 below, the IMS Laser Road Surface Tester was mobilized to Arden Hills to conduct
an objective survey and to collect pavement imagery, roadway geometry, longitudinal and transverse
profile, and surface distress data.
The collected pavement imagery, and surface distress data were analyzed following the ASTM D6433
Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys for assessment of
Pavement Condition Index (PCI). These measurements of pavement quality formed an overall 0 to 100 PCI
score, with 100 representing the best and 0 representing the worst pavement conditions. The pavement
longitudinal profile data was also analyzed based on ASTM E1926 to assess its roughness through
determination of the International Roughness Index (IRI).
To ensure the success of the implemented pavement management program, a pavement assessment and
analysis should be completed every few years to update the budget models and rehabilitation plans.

3.2 PAVEMENT CONDITION SURVEY
A specialized piece of survey equipment – referred to as the Laser Road Surface Tester (RST) – was used
to collect observations on the condition of the pavement surface, as well as to collect high -definition digital
imagery and spatial coordinate information. The RST is equipped with the second edition of 3D Laser Crack
Measurement System (LCMS-2) and provides a continuous scan of a 13-ft wide lane as shown in Figure
5. All collectors were driven in two directions and local roads were driven in one direction to provide a
representative sample of pavement conditions.

The data captured by the RST was analyzed to identify and classify pavement defects and determine
pavement condition indices following ASTM D6433 protocols. These following provides a description of
major distress types identified in the network.

Alligator Cracking – Quantified by
the severity of the failure and
number of square feet. As a load
associated distress, this distress has
a significant impact on the condition
score, even at low extents.
Wheel Path Rutting – Starting at a
minimum depth of ¼ inch, wheel
path ruts are quantified by their
depth and the number of square feet
encountered. Like alligator cracking,
low densities of rutting can have a
large impact on the final condition
score.
Longitudinal & Transverse Cracks
– Quantified by their length and
width. These cracks can be the
result of pavement shrinkage, or
construction issues.
Block Cracking – Quantified by
their width and number of square
feet, these cracks form by
interconnected longitudinal and
transverse cracks that divide the
pavement into approximately
rectangular pieces.

Patching – Quantified by the extent
and quality of patches. Even a good
quality patch is considered a surface
defect and affects the conditions.
Raveling – Loss of course
aggregate materials on the
pavement surface and is measured
by the severity and number of
square feet affected.
Bleeding – the presence of free
asphalt on the roadway surface
caused by too much asphalt in the
pavement or insufficient voids in the
matrix. The result is a pavement
surface with low skid resistance.
This distress is measured by the
amount and severity of the area.
Edge Cracking – Running parallel
to the road and usually within 1 to 2
feet of the outer edge of the
pavement, this distress is
accelerated by traffic loading and
weakened base conditions resulting
from poor drainage.

Pothole – Small bowl-shaped
depressions in the pavement surface
and measured by the severity and
the number of occurrences.
Distortion – Includes various
localized unevenness in the surface
of the pavement including bumps
and sags, depressions, swell,
corrugation or shoving.
Load Associated and Non-Load Associated Distress Deducts – Surface distresses may be categorized
into two classifications – load associated distresses (LAD) and non-load associated distresses (NLAD).
Load associated distresses are those that are directly related to traffic loading and structural capacity
including Alligator Cracking, Rutting, Patching, Distortion, Edge Cracking, and Potholes. Non -load
associated distresses are those that result from materials or environmental issues and include longitudinal
and transverse cracking, bleeding, and raveling. Generally, load associated distresses affect the overall
condition score more than non-load associated distresses.
Pavement Condition Index (PCI) – Following our field surveys, the cond ition data is imported to an IMS
pavement management spreadsheet for calculation of PCI following the ASTM D6433 standard. ASTM
D6433 also has algorithms within it to correct for multiple or overlapping distresses within a segment.
The 0 to 100 PCI range is commonly divided into various ranges using descriptive terms. Divisions between
the terms are not fixed but are meant to reflect common perceptions of pavement conditions. Figure 6 and
Table 1 detail a general description for each of these condition ranges with respect to remaining life and
typical rehabilitation actions.
International Roughness Index (IRI) - The captured longitudinal profile of the road was analyzed following
ASTM E1926 to determine the International Roughness Index (IRI). IRI values measure the roughness
(vertical displacement over a fixed interval reported in inches per mile) of a roadway pavement.
• IRI values less than 200 inches/mile indicate “smooth” pavement.
• IRI values between 200 and 400 inches/mile indicate a “marginally rough” pavement.
• IRI values greater than 400 inches/mile indicate “rough” pavement.

4.0 ARDEN HILLS INVENTORY AND PAVEMENT CONDITION SURVEY RESULTS
4.1 ARDEN HILLS NETWORK INVENTORY
The GIS file was reviewed to ensure that only the roadways managed by the City are included in the
database. The paved roadway network covers approximately 30 miles of Asphalt and Concrete Pavement.
As part of the scope of this assignment, the functional classification designations currently used by the City
were adopted for their use in the pavement analysis. The City currently consists of only one class, Locals.
Although there is no uniform standard for classifying pavement into functional classes, The Federal
Highway Administration (FHWA), American Public Works Association (APWA) and Institute of
Transportation Engineers (ITE) offer some broad guidelines on how to assign classifications that were
considered in this study.
1. Local (E) – These are the majority of the street segments typically consisting of all residential
roads.
Table 2 presents Arden Hills ’s network breakdown between different functional classes and surface ty pe
and
Figure 7 provides a color-coded map of the functional classes used for the analysis. An electronic version
of this map is appended to this report. Appendix A provides detailed inventory and condition data the Arden
Hills netowork.

4.2 ARDEN HILLS NETWORK CONDITION IMAGERY
The images presented below provide a sampling of the Arden Hills streets that fall into the various condition
categories with a discussion of potential rehabilitation strategies.
Poor (PCI = 25 to 40) – Last Opportunity for Surface Base Rehabilitation
Norma Avenue from Dawn Circle to Briarknoll Circle (GISID 1165, PCI = 25) – Rated as Poor, this
segment still has some remaining life before it becomes a critical reconstruction need. As evident in the
imagery, a fair amount of the segment has been patched, but the patched areas are surrounded with
alligator cracking. These areas should be dug out and structurally patched to attain the maximum life from
any potential rehabilitation efforts. This street is right on the edge of becoming a complete reconstruction
project. If left untreated, within a short period of time, a full reconstruction would be required.
On arterial roadways, Poor streets often require partial to full reconstruction – that is removal of the
pavement surface and base down to the subgrade and rebuilding from there. On local roadways, they
require removal of the pavement surface through grinding or excavation, base repairs, restoration of the
curb line and drainage, and then placement of a new surface.
In general, the service life of Poor streets is such that if deferred for too long, it would require a more costly
reconstruction. Streets rated as Poor are typically selected first for rehabilitation as they provide the greatest
cost/benefit to the City – that is the greatest increase in life per rehabilitation dollar spent.

Marginal (PCI = 40 to 50) – Progressively Thicker Overlays
Chatham Court from Chatham Avenue to North END (GISID 1303, PCI = 47) – Marginal streets have
distresses that tend to be localized and moderate in nature – that is they do not extend the full length of the
segment and can be readily dug out and repaired. This street segment highlights this characteristic as the
failed area does not quite extend the full length or width of the roadway and is still serviceable. Rutting and
patching, as well as longitudinal and transverse cracking are the primary cause of deterioration on this
segment.
Marginal streets that display high amounts of load associated distresses are selected as a priority for
rehabilitation as they provide the greatest cost/benefit to the City. If left untreated, Marginal streets with
high amounts of LADD would deteriorate to become partial reconstruction candidates. Marginal streets that
are failing due to materials issues or non-load associated failures may become suitable candidates for thick
overlays if deferred, without a significant cost increase.

Fair (PCI = 50 to 60) – Thin to Moderate Overlays
Arden View Drive from Royal Hills Drive to Arden Court (GISID 1463, PCI = 58) – Rated in the Fair
category, these streets require thin to moderate overlays for asphalt when they enter their need year
(generally within 2-3 points of the lower PCI in the defined range). Several distresses are present, but tend
to be more localized and moderate in severity, and non -load related (primarily longitudinal and transverse
and slight rutting).
Asphalt streets rated as Fair tend to receive a lower priority when developing a rehabilitation program. This
is because deferring a thin or moderate overlay until a thick overlay represents only a slight increase in
rehabilitation costs. The cost of deferral is relatively low when compared to deferring a thick overl ay to a
reconstruction with a two to threefold increase in cost.

Good (PCI = 60 to 70) – Surface Treatments to Thin Overlays
Nursery Hill Lane from Hamline Avenue to Hamline Avenue North (GISID 1112, PCI = 69) – Rated as
Good with the primary cause of deterioration the transverse and longitudinal cracking, as well as patching.
It also displays small amounts of load associated distresses that can easily be removed to restore the visual
appearance of the roadway. The existing cracks should be sealed and the pavement surface restored, with
a heavier surface treatment such as microsurfacing to fully waterproof the pavement and cover the crack
sealant. The occasional dig out and replacement may be required to correct localized deficiencies.
Alternatively, depending on the extent of the distressed areas, base strength and drainage, a thin overlay
may be applied.
Asphalt streets rated as Good are ideal candidates for thinner surface-based rehabilitations and local
repairs. Depending on the amount of localized failures, a thin edge mill and overlay, or possibly a surface
treatment, would be a suitable rehabilitation strategy for streets rated as Good. Streets that fall in the high
60 - low 70 PCI range provide the greatest opportunity for extending
pavement life at the lowest possible cost, thus applying the principles
of the perpetual life cycle approach to pavement maintenance. The
adjacent photo is a great example of a street segment (not a Arden
Hills Road) that displayed low LADD and thus, high structural
characteristics, and once the distressed areas were replaced, a slurry
seal was applied. The patching accounted for less than 5 to 10% of
the total area and resulted in a good looking, watertight final surface
at a much lower cost than an overlay with less disruption to the
neighborhood and curb line. The patches were paver laid and roller
compacted.

Very Good (PCI = 70 to 85) – Surface Treatments and Localized Rehabilitation
Ridgewood Road from City Limit to Glenhill Road (GISID 1466, PCI = 82) – Rated as Very Good, this
road displays minor amounts of transverse cracking. The surface is non-weathered, and the base is still
strong. This street is an example of a candidate for preventative maintenance and light weight surface
treatments to extend the life of a roadway.
Asphalt streets rated as Very Good generally need lightweight surface -based treatments such as surface
seals, slurries, chip seals or microsurfacing. Routine maintenance such as crack sealing and localized
repairs often precede surface treatments. The conc ept is to keep the cracks as waterproof as possible
through crack sealing and the application of a surface treatment. By keeping water out of the base layers,
the pavement life is extended without the need for thicker rehabilitations such as overlays or re construction.
Surface treatments can increase surface friction and visual appearance of the pavement surface but do not
add structure or increase smoothness.
Surface treatments may include:
• Double or single application of slurry seals (slurries are a sand and asphalt cement mix).
• Microsurfacing – asphalt cement and up to 3/8 sand aggregate.
• Chip seals and cape seals (Chip seal followed by a slurry).
Additional cost benefits of early intervention include:
• Less use of non-renewable resources through thinner rehabilitation strategies.
• Less intrusive rehabilitation and easier to maintain access during construction.
• Easier to maintain existing drainage patterns.

Excellent (PCI = 85 to 100)
Dawn Circle from East END to Norma Avenue (GISID 1164, PCI = 97) – Rated as Excellent, displaying
little to no surface distresses. The ride is smooth and the surface is non-weathered and the base is strong.
In a couple of years, this street segment would be an ideal candidate for routine maintenance activit ies
such as crack sealant rehabilitation.
In terms of pavement management efficiency, a program based on worst-first, that is starting at the lowest
rated street and working up towards the highest, does not achieve optimal expenditure of money.
Generally, under this scenario, agencies can not sufficiently fund pavement rehabilitation and lose ground
despite injecting large amounts of capital into the network.
The preferred basis of rehabilitation candidate selection is to examine the cost of deferral of a street,
against increased life expectancy.

4.3 ARDEN HILLS NETWORK CONDITION DISTRIBUTION
Figure 8 shows the distribution of pavement condition for the roadway network in Arden Hills. The average
PCI for the network is 63. While direct comparisons to other agencies are difficult due to variances in local
factors, Arden Hills is within the average when compared to other agencies recently surveyed by IMS, which
typically fall in the 60 to 65 range.

The following graph (Figure 9) plots the same pavement condition information, but instead of using the
actual PCI value, descriptive terms are used to classify the roadways.
• Sixteen percent (16%) of the network can be considered in Excellent condition and require only
routine maintenance.
• Twenty-six percent (26%) of the network falls into the Very Good classification. These are roads
that benefit most from preventative maintenance techniques such as microsurfacing, slurry seals
and localized panel repairs.
• Twelve percent (12%) of the streets are rated as Good and are candidates for lighter surface-based
rehabilitations such as thin overlays or slight panel replacements.
• Thirty-four percent (34%) of network can be considered Fair to Marginal condition representing
candidates for progressively thicker overlay-based rehabilitation or panel replacements. If left
untreated, they will decline rapidly into reconstruction candidates.
• The remaining thirteen percent (13%) of the network is rated as Poor or Very Poor, meaning these
roadways have failed or are past their optimal due point for overlay or surface-based rehabilitation
and may require progressively heavier or thicker forms of rehabilitation (such as extensive panel
replacement, surface reconstruction or deep patch and paving) or total reconstruction.

Council should provide direction on a potential future speed feedback sign on northbound
Highway 51.
Background
In 2021, City Council directed Staff to proceed with the installation of a speed feedback sign
along southbound Highway 51 in the area of the Snelling Ave and Glenhill Rd intersections.
Staff worked with MnDOT on acquiring a permit and was able to have a sign installed. A picture
of the new sign is below.
During this discussion, the possibility of a sign along northbound Highway 51 was also raised,
and Council requested it come back for discussion at a later date. Staff is seeking direction on
whether or not Council wants to pursue a sign along northbound Highway 51 and what location

they would prefer. Any sign installed will need to have approval from MnDOT, similar to the
first sign installed (MnDOT approval will likely take months). If Council wants Staff to move
forward, it should give a few preferred locations, and Staff can begin to work with MnDOT on
the permitting process. The Public Works Director will be present for any additional questions.

Budget Impact
If Council would like a new sign installed, it will only need to pay for the installation, a static
sign, and any applicable permit fees. Due to a pricing promotion on the first sign, the City
acquired two radar feedback signs when it purchased the first one, so we have another one in
inventory currently. The cost of the two radar feedback signs was $5,279.
Anticipated cost for a sign on northbound Highway 51:
-Installation cost: $2,500
-Static sign cost: $200
-Permit fees: $0 (none anticipated)

Background
At a recent City Council meeting, the City Council requested Staff bring forward a discussion on
a new resident guide. A few things Council will want to consider:
How much information and what type should be included?
-Previously, a Communications Coordinator had begun to compile information for a
potential new resident guide. That draft is attached, Council may want to review the
information and decide what it would like to include or not. Note, the information in this
draft is not up to date; any final product would be formatted and updated before
distributing.
-One page handout versus a larger packet
How will it be distributed?
-Mailed out monthly to new residents, sent with utility bills or keep copies at the front for
pickup?
Budget Impact
Any budget impacts will depend on the type of guide Council wants put together and how it is
distributed to residents.

SEWER AND WATER
Utilities operated and maintained by the City of Arden Hills include sanitary sewer services, stormwater
services, and water main services.

Garbage Haulers
Residents choose their residential garbage service provider from a list of city-licensed waste haulers. To

Recycling
Your residential curbside recycling provider is Republic Services. Recycling is a city-wide service. There is
no need to sign up—just wheel your recycling cart to the curb on the proper day and Republic Services
will do the rest. All of your recycling can go in one cart. It is a single-stream collection. Recycling should
not be bagged. Simply dump your recyclables into the cart.

PET LICENSES
Pets are required to be licensed. An annual license fee paid to the city allows the city to know which
homes have dogs, cats and other pets. This helps if your pet gets lost.
BUILDING PERMITS
Most home building and remodeling projects require a permit through the city before starting

Schools
Families in Arden Hills are served by two award-winning school districts (Mounds View and Roseville).
The city is home to two private universities, Bethel University, and University of Northwestern St. Paul.
Transportation
METRO MOBILITY
Metro Mobility is a door-to-door public transportation system for people with disabilities in the
Minneapolis-St. Paul area and many adjoining suburbs.
METRO TRANSIT
Make your commute to downtown Minneapolis or Saint Paul easier with Metro Transit. Visit Metro
Transit for additional park and ride lots near Arden Hills.
PERSONAL RIDE SERVICES
There are many ride services that will pick you up at your Arden Hills home or place of business,
including taxis, airport shuttles and taxi alternatives like Lyft or Uber.
SENIOR LINKAGE LINE
The Senior Linkage Line will get you connected to the services you need. Call for questions on
transportation, housing, home health care, housekeeping, hospice, caregiver support, legal assistance,
financial assistance, snow and lawn care, minor home repair and more.
TRANSIT LINK
Transit Link (formerly Dial-A-Ride) is a curb-to-curb minibus or van service that operates within certain
Twin Cities communities. It is a shared-ride service, which must be reserved in advance - usually at least
a day - and fares are generally under $3. Transit Link customers can transfer to a Metro Transit bus
without paying a separate fare. Ask the driver for a paratransit transfer. Please Note: Transit Link service
is neighborhood-based and not intended for commuters.
Parking Rules & Regulations
The following ordinances apply to parking on public streets and in residential driveways:
o No parking on city streets between 2:00 am and 6:00 am
o No parking on city streets after the accumulation of two or more inches of snow until plowing has
been completed
o No parking on city streets for more than six consecutive hours at any time
o In residential areas, no more than four cars are permitted to be parked on a driveway
Note: The city will issue temporary parking permits at no charge for circumstances where more than
four vehicles will be parked in a driveway, or when overnight on-street parking is necessary on a short-
term basis.

Elmer L. Andersen Memorial Trail
A portion of the trail system in Arden Hills is named after former Governor Elmer L. Andersen. This trail
segment extends northeast from the intersection of Cleveland and County Road D to the boundary of
Tony Schmidt Regional Park.

The City of Arden Hills has 14 beautiful parks that cover almost 102 acres, along with one regional park
and one county park.
The city's parks offer a wide range of facilities and activities.
Reservations for park facilities are taken on a first-come, first-serve basis. A fee is charged for reserving

RULES FOR ALL CITY PARKS
o The use of tobacco and alcoholic beverages is not permitted in any park.
o Park hours are open 30 minutes before sunrise and 30 minutes after sunset.
o Dogs must be on a leash and owners are required to clean up after their pets.
o The following is prohibited: Glass containers, golf playing and motorized vehicles on turf or trails.
Note: Tony Schmidt Regional Park is located in Arden Hills (3500 Lake Johanna Boulevard) but is
managed and maintained by Ramsey County. Lake Josephine County park is partially located in Arden

DOG PARKS
Two city parks have areas designated for dogs to run off-leash.
Perry Park has a year-round dog park area.
Hazelnut Park has a summer-only dog park area.
