CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, MARCH 15, 2022, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Marie Hinton called the March 15, 2022 meeting of the Parks, Trails, and Recreation Committee to order at 6:32 p.m. MEMBERS PRESENT VIA ZOOM: Chair Marie Hinton, Committee Members Jill Anderson, Mark Kelliher, Kristine Poelzer, Tim Nelson, Dan Dietz, and Council Liaison Steve Scott OTHERS PRESENT: Staff Liaison Joe Vaughan, Public Works Director/City Engineer David Swearingen, and Assistant Public Works Director Lucas Miller ABSENT: Committee Members Paul Beggin, Micah Kiernan, Suzanne McGaugh, 1. APPROVAL OF AGENDA The agenda was approved by the Committee. 2. APPROVAL OF MINUTES A. February 15, 2022 PTRC Minutes The Committee approved the minutes. 3. UNFINISHED BUSINESS A. Trail Projects Update Public Works Director/City Engineer Swearingen said the assessment hearing for the Snelling Avenue North improvements project from Highway 51 to County Road E will be held on April 11. There will be a trail installed on the west side of Old Snelling. A feasibility study is being done for a proposed trail segment along Old Highway 10 from Lake Valentine Road to County Road 96. The City received a Safe Routes to School grant for the Mounds View High School trail improvements along Old Highway 10 from County Road E2 to Lake Valentine Road and west from Old Highway 10 to the high school in the amount of $450,000. Another $400,000 could be secured through bond requests. Discussion ensued regarding printed copies of trail maps for use by the committee members. Parks, Trails & Recreation Committee Meeting Minutes March 15, 2022 Page 2 B. 2022 Parks, Trails and Recreation Committee Work Plan Chair Hinton said the Committee would meet with the City Council on April 18. Public Works Director/City Engineer Swearingen stated they would have a PowerPoint presentation and an open discussion with the City Council. Work Sessions are public meetings so anyone can come, but they should have one person be the primary presenter. Chair Hinton explained that she added a calendar of items to discuss at upcoming meetings to the work plan. Committee Member Kelliher wondered if a more specific plan would come from meeting with the City Council or just general goals. Council Liaison Scott suggested the Committee discuss what kind of amenities they’d like to see when they do playground replacement at Arden Manor Park this summer. Public Works Director/City Engineer Swearingen added there are drain issues at Arden Manor Park that need to be resolved before they look at rebuilding amenities and they know how much space they will have. There will be public engagement as part of the process. Floral Park’s hardcourt will be rehabilitated at the same location but they will ask for input regarding striping of the court. Committee Member Kelliher asked if there were events that are already locked in and what are their responsibilities regarding generating ideas. Staff Liaison Vaughan said trail tours with residents and similar events have previously been discussed. Committee Member Dietz suggested listing sledding hills in the Facilities Guide. Committee Members stated which parks are closest to where they live. Chair Hinton discussed the calendar she created for 2022-2023. Discussion ensued regarding the road crossing on County Road E near NOW Bikes. 4. NEW BUSINESS A. New Member Appointment Chair Hinton acknowledged the City Council appointed Mark Kelliher to serve on the Parks, Trails and Recreation Committee and welcomed him to the group. Staff Liaison Vaughan administered the oath of office. Parks, Trails & Recreation Committee Meeting Minutes March 15, 2022 Page 3 Committee Member Kelliher said he is a long-time resident of Arden Hills and loves it because of the parks and trail system. He got a group together to work on eradicating buckthorn and is committed to improving the trails. He is also a Minnesota Naturalist, a designation issued from the DNR. He is an avid bicyclist, and volunteers at the U of M Raptor Center. Other Committee Members introduced themselves. 5. REPORTS Council Liaison Scott noted that the City Council accepted a $10,000 donation from the Spring Lake Park Lions Club, earmarked for general amenities for parks, trails and recreation. A $500 donation was also accepted from the Arden Hills Foundation for recreation scholarships. Staff Liaison Vaughan reported that the ice rinks operated from December 27 through the end of February. An increase was seen at each facility for a total of approximately 5,000 skaters for the season. Public Works did a great job flooding and maintaining the rinks. Public Works Director/City Engineer Swearingen said there are 8 seasonal jobs available for Public Works and also positions for Parks and Recreation and he would appreciate the committee’s help spreading the word. 6. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, April 19, 2022. Agenda Item 4-A MEMORANDUM DATE:April 19, 2022 TO:Parks, Trails and Recreation Committee FROM:Marie Hinton, PTRC Chair SUBJECT: Work Session Follow Up Background At the April 18 City Council Work Session, the City Council and PTRC held a joint meeting where they discussed the 2022 PTRC Work Plan. This item is on the agenda to provide time to discuss takeaways from the meeting. Attachments Attachment A – PTRC 2022 Work Plan 1 4/10/2022 Parks, Trails, and Recreation Committee (PTRC) 2022-23 Work Plan PTRC Purpose and Mission Parks, trails, recreation and natural resources in Arden Hills increase the desirability of the city as a place to live, work, play, enhance the health and well-being of citizens and guests, and improve the value of residents’ property. The Parks, Trails, and Recreation Committee (PTRC) represents the interests of Arden Hills citizens in leading the continuing development, expansion, and improvement of those resources. The PTRC recommends to the City Council actions that support those interests; monitors the use of and the improvements in parks, trails, and recreation; and collaborates with other City committees and commissions in improving parks and trails. Main Duties • Review and evaluate city parks, trails, and recreational services • Advise staff and City Council of ways to maintain and improve these amenities Meetings • Third Tuesday of the month at 6:30 p.m. Ongoing and as Needed 1. Recommend actions that advance the vision for parks, trails, and recreation. 2. Assist in identifying ongoing parks and trails maintenance/improvement priorities. 3. Recommend and review grant opportunities, sponsorships, and partnerships for parks and trails. 4. Assist, recommend, and monitor plans for parks, trails and recreation within Arden Hills at the appropriate time. 5. Be apprised by staff and Council when plans are budgeted for park, trails, and recreation. 6. Continue to work with Ramsey County on mutually beneficial trail/park projects and activities. 7. Monitor potential road improvements to encourage inclusion of pedestrian-friendly infrastructure whenever possible. 8. Look to enhance/add recreational opportunities in our parks. 9. Recommend future enhancements for the 5-year Capital Improvement Program each year. 10. Sponsor and organize Community events such as special events, garden clean-up day and other volunteer projects. 11. Prepare and submit semi-regular content for the City Newsletter, City Facebook page and City website. 2022 - 2023 Goals • Work with City Council to identify areas where the PTRC could provide recommendations, research or service to benefit the residents of Arden Hills. PTRC members have various areas of expertise including: volunteer coordination, recreation, grant writing, knowledge of plant species communications and event coordination. Attachment A 2 4/10/2022 • Ensure that Arden Hills residents and visitors of all ages and physical abilities have recreation opportunities. • Encourage Arden Hills residents to enjoy the beautiful parks and trails that Arden Hills has to offer. • Continue to become more of a working committee. • Actively seek opinions from residents on what they would like and report findings to the PTRC. • PTRC members volunteer to serve as point-person/champion for each park and each trail and recreation events. All members regularly visit the variety of parks and trails. The champion will visit her/his park(s) and trails(s) on a regular basis to look for safety needs, maintenance needs, etc. • Follow a calendar throughout the year to ensure that there is a good mix of topics covered at monthly PTRC meetings that become the foundation for next year’s work plan. • Conduct structured meetings so that City Council, staff, and residents of Arden Hills easily learn what was accomplished at meetings by reading minutes. The City Council will decide what to do with the money; however, they would like input from the PTRC. We will be discussing this donation at the April 18 joint work session. Agenda Item 4-D MEMORANDUM DATE:April 19, 2022 TO:Parks, Trails and Recreation Committee FROM:Marie Hinton, PTRC Chair SUBJECT: Scoops for Troops Background The annual Scoops for Troops event is returning to our area the last Sunday in May at the National Guard Readiness Center on Hamline Ave. It is a benefit to recognize and honor our area Gold Star families. All funds raised go to Tribute to the Troops Fallen Heroes Children’s Education Fun. This is not a City of Arden hills event, but it is a fantastic event and great opportunity to see portions of the Arden Hills Army Training Site (AHATS) not normally available to the public. There is a 5k run and 3k walk on trails around Sunfish Lake. Also, if you register by May 10, you are guaranteed a t-shirt. It would be great for PTRC members to attend this event. If you aren’t up for a walk or run, you can still take part in the ice cream social. Agenda Item 4-E MEMORANDUM DATE:April 19, 2022 TO:Parks, Trails and Recreation Committee FROM:Marie Hinton, PTRC Chair SUBJECT: Point Person/Champion Background A few outside organizations have contacted city staff, inquiring about volunteer opportunities. They are willing to do volunteer work monthly in the parks. These groups would like to set up volunteer events for this spring and summer. We would like to them up on their offer starting in May so that PTRC has a chance to discuss and then roll this out smoothly. We would like to connect these groups with a member(s) of the PTRC to make sure that items important to the PTRC are prioritized and orchestrated correctly. In the PTRC Work Plan and previous meetings, we have discussed assigning specific parks/trails/areas to specific members as point persons or champions of that park/trail/area. The point person would be responsible to monitor and report on developments in the park/trail/area they have adopted. Additional Tony Schmidt Regional Park Description: Located on Lake Johanna in Arden Hills but is managed and maintained by Ramsey County. Amenities: Swimming beach with beach building, gazebo with four benches, play field with backstop, accessible restrooms (pavilion, building near shelter and beach building) parking for 136 cars with 11 boat trailer slots, large playground near beach, small playground near pavilion, trails, boat launch, fishing pier, picnic tables. The Russell W. Johnson Nature Trail, Bethel University Description: This trail is owned and maintained by Bethel University, located around the perimeter of the Bethel University Campus on Pine Tree Drive. Part of Bethel University’s property is next to Crepeau Nature Preserve. The university allows the public to use their trails. Amenities: Trails. Lakes There are 6 lakes in Arden Hills: Round Lake, Little Johanna, Sunfish Lake, Karth Lake, Lake Johanna and Lake Valentine. Thank you to everyone who forwarded this information. I passed it on to Public Works Director David Swearingen. “I always appreciate the info so feel free to pass along anything you think could be useful! This is a funding source we are aware of, but in order to apply for these you need a completed feasibility study to submit with the application. As you know, currently Ramsey County is in the middle of a concept study for Lake Johanna Blvd, once that is complete (sometime early summer 2022) they will consider moving forward with a feasibility study (TBD for timeline).   Also, as I have mentioned Arden Hills is currently updating a feasibility study and performing  geotechnical work for a proposed trail along Old Hwy 10 from Lake Valentine Rd to CR-96.
