PARKS AND RECREATION COMMISSION
TUESDAY, SEPTEMBER 26, 1998
7:00 P.M.
1. Call to Order
Chair Kreidler called the meeting to order at 7:00 p.m.
Roll Call
Present were Lynette Kreidler, Jim Johnson, Dorothy McClung, Don Messerly, Megan Ricke,
Rich Straumann, Lou Speggen, Tracy Petersen, Susan Keim and Cindy Walsh.
Absent was Anita Larson.
2. Approve Minutes
Minutes from July 28, 1998, meeting were approved by Megan Ricke and seconded by Rich
Straumann. The minutes were passed unanimously.
3. Council Report
A. Council member Keim reported that NSP has an underground transmitter wire that needs
• to be replaced. NSP wants to replace it above ground around the TCAAP property and
Hamlin Avenue area. The city council is opposed to this and would like to see the
underground wire replaced as an underground wire. Ramsey County has already issued
NSP permits to go ahead with the project because it is on county right-of-way. The city
plans to file a complaint with the Public Utilities Commission.
B. Elections - Three candidates are running for the two open council positions. Susan Keim,
Gregg Larson and Lois Rem are the candidates.
C. FOX 29 is looking to locate an antennae in Arden Hills. The Army,National Guard,
Arden Hills and County have all said no to locating it on TCAAP property. FOX does
not want to go over to Shoreview because its competitors are located there.
4. Vaughan Park Dedication Exchange
Don Vaughan dedicated a 1.78 acre area by Round Lake to fulfill his park dedication
requirement. The property title for this piece was never transferred to the City. Staff originally
discussed exchanging the previously agreed upon land for an area that could be used as a trail
corridor. Now staff feels it makes more sense to acquire free title to a thirty-foot wide, 1,111
foot long trail corridor on the Vaughan property. Staff is proposing that the original property be
given back to Mr. Vaughan. A ten foot trail would be constructed to connect with the existing
0 trail east of Phase IV in the Gateway Business District.
5. Bethel College Ballfield Development
Bethel College is interested in building intermural soccer fields and a women's fast pitch field on
Old Highway 10, north of the railroad and east of Chatham. This would possibly be a joint
development with the City. The City has indicated that it is in need of additional soccer fields.
The City has completed a survey and wetland delineation of the site. Bethel has hired a
consultant to complete a preliminary design to reflect agreed upon programming elements. In
concept, Bethel would donate land to the City and would provide all maintenance for the park
facilities.
The Parks Commission may be asked (if project is feasible)to hold some neighborhood meetings
with residents to gain support for the project. It was mentioned that the commission should also
consider getting backing from the athletic associations and Ramsey County.
6, County Road F Trail (rant Update
City Council approved trail grant. Money for construction needs to be spent by April 2000. The
trail will be constructed on the north side of County Road F from Lexington Avenue west to
Hamline Avenue and continue north(on east side of road) to connect to existing trail. Ms. Walsh
mentioned that there will be some wetland issues and retaining walls will have to be used. The
City's portion of the trail will cost approximately $68,000 and this is a 1999 budgeted Park Fund
Proj ect.
7. Future Meeting Dates
The commission decided that it will meet October 27 and December 1. There will be no
November meeting.
8. Department Reports
Ms. Petersen reported on the following items:
a. Fall Soccer- approximately 220 youth were involved this fall.
b. Adult softball will end the first week in October.
C. Fall after school programs have begun at Valentine Hills, Island Lake and St. Odilia.
d. Two new basketball programs were held this fall: Preschool Basketball and Hoops
Hotshots.
The next meeting will be Tuesday, October 27, 1998.
The meeting was adjourned at 8:18 p.m.
