ARMY RESERVE CENTER CALL TO ORDER Chair Kreidler called the meeting to order at 7:02 p.m. ROLL CALL Present were Anita Larson, Mary Robinson, Lynette Kreidler, Rich Straumman, Dorothy McClung, Jim Johnson, Tracy Petersen; Program Supervisor, and Cindy Walsh; Parks and Recreation Director. Absent were Lou Speggen, Don Messerly, Megan Ricke, and Council Liaison; Susan Kelm. APPROVE MINUTES Minutes from February 24, 1998, were approved by Dorothy McClung and seconded by Anita Larson. The minutes were passed unanimously. CROSS-WALK STRIPING DISCUSSION Arnold Delger from the Public Safety Commission was present to discuss this issue. The Public Safety Commission, with advice from the Ramsey County Sheriff's Department, feels that signage/stationery traffic control devices are counter productive. The Public Safety Commission believes that the painting of crosswalks creates safety hazards and hazards to pedestrians. Mr. Delger stated that in order for an area to be considered for stripping, it must meet legal requirements, and there must be a request in writing sent to the Public Works Director by Staff, resident or member of the Ramsey County Sheriff's Department. The Parks Commission asked that areas that were previously stripped before last year's construction be re-stripped. TRAIL & PARK COMPREHENSIVE PLAN Kathy O'Connell, Consultant with McCoombs, Frank, Roos Associates, Inc. (MFRA), was present to discuss a draft of the Trail and Park Comprehensive Plan. Ms. O'Connell mentioned that overall, Arden Hills has the approximate number of neiID ghborhood parks that it should for a • 1 DRAFT city our size with a 1/4 - 1/2 mile radius between parks. She noted that when the TCAAP area is developed neighborhood parks should be planned to be 10-20 acres is size and spread 1/4 mile apart. A community park would be located next to City Hall. Trails would connect the entire • system and offer routes in and out of the community. Trails would all be separate from the roadway. The Comprehensive Plan also shows the railroad bridge in the TCAAP area as a future pedestrian bridge. Ms. O'Connell noted that the TCAAP area is purely conceptual. Other areas of the Comprehensive Plan that were discussed Comprehensive Plan will show the areas at Snelling Avenue/County Road E and the Royal Hills/Highway 10 area as future pedestrian crossings. The Comprehensive Plan also shows trails around both Bethel and Northwestern College as part of a possible public/private partnership. Ms.Walsh has had conversations with both colleges about connecting some of the trails throughout their campus to the City's trail system. The Parks and Recreation Commission did voice strong opinions about noting in all City documents about the County Road E bridge and the need for a safe pedestrian crossing. Ms. O'Connell noted that open space and park area will be a separate map. RENAMING LINDEY'S TRIANGLE The Parks and Recreation Commission members discussed this issue and felt that the park should not be named after a person. Dorothy McClung made a motion to rename Lindey's Triangle Arden Meadows and was seconded by Mary Robinson and was passed unanimously. • DEPARTMENT REPORTS A. PROGRAM 1. Egg Hunt will be held Saturday, April 11, at Cummings Park. 2. Vacation Day Events were held March 23-27. 3. The summer brochure is currently being worked on and will be distributed the week of April 20. 4. Preparing for the start of Adult Softball the week of April 27. B. DIRECTOR 1. Ms. Walsh has submitted a trail grant for the County Road F. 2. Ms. Walsh continues to meet with Mounds View, New Brighton, Shoreview, School District 621, and area Youth Athletic Association to discuss joint facility needs. Walsh, Parks and Recreation Director SUBJECT: April Agenda Report Review of Trail Comprehensive Plan I will have a revised copy of the proposed trail comprehensive plan at the meeting. The revised map will include the changes discussed by the Commission at last month's meeting. Park Fund Budget Planning The Park Fund currently has an approximate balance of$470,000. At a previous meeting, the Commission listed the following as the top park and trail improvement projects: Park Improvement Projects 1. Ingerson Park - development of a soccer field (or the addition of a soccer field somewhere in • the City). 2. Arden Manor Park - improving the hard court area when drainage is corrected 3. Crepeau Park - possibility of adding a play structure or improving trails 4. Freeway and Lindey's Park Redevelopment 5. Paving Hockey Rink Areas 6. New Shelter Buildings at Freeway and Hazelnut Parks Trail Segment Improvements 1. County Road F on East side of City 2. New Brighton Road 3. County Road E2 4. Old Highway 10 5. Cleveland Avenue - Is this a priority or are their others? 6. County Road E Bridge - adding a pedestrian crossing on one or both sides The Commission needs to prioritize the projects so that costs can be estimated. This is the next step in developing a plan for spending down the Park Fund. Proram and Director's Report Tracy Petersen and I will update you on activities and new events at the meeting. We will also be discussing the itinerary for the 1998 Day in the Park at Hazelnut Park. 0
