Adjourn *** Please Call Cindy or Lynette if you are unable to attend this meeting*** • MINUTES • CITY OF ARDEN HILLS, MN PARKS AND RECREATION COMMISSION TUESDAY, SEPTEMBER 30, 1997 7:00 P.M. AT THE ARMY RESERVE CENTER CALL TO ORDER Chair Lynette Kreidler called the meeting to order at 7:00 p.m. ROLL CALL Present were Chair Kreidler, Dorothy McClung, Anita Larson, Lou Speggen, Cindy Walsh; Parks and Recreation Director and Susan Keim; Council Liaison Absent were Megan Ricke, Jim Johnson, and Don Messerly APPROVE MINUTES Anita Larson made a motion to approve the August 26, 1997 minutes. The motion was seconded by Dorothy McClung and passed unanimously. • COUNCIL REPORT Council member Keim reported that there has been vandalism activity around Mounds View High School again. The City is working with the class president and student council members to prevent future vandalism. The City will be contracting with BRW for engineering services for 1998. There have been a number of problems with MSA/Howard R. Green so we will no longer be using their services. There was a joint City meeting with Shoreview,North Oaks, and Arden Hills about fire service. Since all of these cities currently use the Lake Johanna Fire Department, the intent is to work together to get the best service possible. REVIEW PARK TOUR COMMENTS The Commission had a discussion about the condition of the park areas that were toured. Comments and suggestions from these tours will be incorporated into the long range plan. The discussion then focused on what were priority improvements. • LONG RANGE BUDGET AND SPENDING PLAN DISCUSSION At this time the top four park improvement priorities are: l. To improve the condition of Arden Manor (further discussion will provide more details about what amenities to improve). 2. Examine the possibility of constructing an additional soccer field at one of the parks--Ingerson seems to be the most likely location. 3. There has been a request from the residents who live in the Benton Way neighborhood to place a play structure in Crepeau Park. There is a possibility that there is room to place a structure on the edge of the park. 4. Improvements to Freeway and Lindeys Parks. The resident meeting will provide more direction on the desires of the residents around the park. The Commission also identified the top 5 trail segments to be improved: 1. County Road F (Hamline to Lexington) 2. New Brighton Road 3. Old Highway 10 4. County Road E2 5. Cleveland Discussion followed that these are County roads. It is essential that we work with the • County on when they intend to improve these roads. It makes the more sense to do trail construction at the same time that the streets is reconstructed. Some of the streets are in good condition and may not be reconstructed in the near future. We should plan trail construction accordingly. The Commission plans to spend the November meeting further prioritizing these projects. The October meeting will be spent discussing the Tony Schmidt Park Redevelopment and meeting with the residents around Freeway and Lindeys Parks. TONY SCHMIDT PARK TASK FORCE SELECTION The Commission representatives will be Jim Johnson and Gregg Larson from the Planning Commission. Mr. Larson will come to the Parks and Recreation meetings when appropriate to update the Parks and Recreation Commission. The Commission will discuss the concerns for the park at their October meeting so that Jim and Gregg can bring this information to the Task Force meeting. The Commission members and I will be available on Tuesday, October 28, from 7:30-8:30 p.m., at the Arden Hills U.S. Army Reserve Center. The Army Reserve Center is located at the corner of Lexington Avenue and Highway 96. There will be signs posted as you enter the building to direct you to the meeting room. The Parks and Recreation Commission and staff have discussed several possible • improvements to the park areas including: 1. New play structure equipment. 2. Change in play structure location. 3. Expanded basketball court. 4. Paving the hockey rink for roller hockey use during the spring, summer, and fall. The Parks and Recreation Commission has made an attempt to invite all residents who we think may be interested in attending. Walsh, Parks and Recreation Director SUBJECT: September Meeting Report on Agenda Items Park Tour Comments I have included comments from the park tours at the June and August meetings. Members were supposed to visit Cummings, Perry, and Royal Hills on their own. Any comments or suggestions regarding facility or field improvements at these locations should discussed. Long Range Budget/Park Fund Spending Plan Commission members should prioritize the improvements. I will also be prioritizing potential improvements throughout the park system. Keep in mind the trail plan and plans for future trail development need to be included in the Park Fund spending plan. The City's Park Fund currently has approximately $450,000. The proposed annuity spending • plan could potentially spend down the balance within a 5-7 year time period. The Commission may want to consider the various options for spending each year. It may be advantageous to have one or two members volunteer to come up with a couple of spending plans and present them to the other members to discuss. Tony Schmidt Park Redevelopment Task Force The City of Arden Hills has currently received nine applicants for the two Arden Hills resident spots on the Ramsey County task force. The Arden Hills Parks and Recreation Commission will be asked to elect two representatives. We can discuss this issue further at the meeting. Director's Report Tracy Petersen will not be able to attend the meeting because she will be attending the Healthy Youth Coalition Meeting that evening. I will update the Commission on the status of the park dedication fee associated with the Welsh development at the meeting. I am still in the process of discussing the issue with Welsh and the City Council. Rehbein Construction was the low bidder on the repair of the Cummings Park wash-out. The work should be completed near the beginning of October. • 1 have been working with the Cities of Shoreview,New Brighton, Mounds View and the Mounds View School District on a Facility Needs Assessment. I will update the Commission on the findings. Some of the items that have been identified should be included in our Park Fund improvement Plan. • Enclosed letter I have enclosed a copy of a letter to me from a Mounds View resident regarding the Ramsey County proposed trail along Highway 96. This person was responding to the article in the St. Paul Pioneer Press. His letter isn't very clear, but I think he agrees with the City's safety concerns along the trail route. Please call me if you have any questions before the meeting. • • MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMISSION TUESDAY, AUGUST 26, 1997 6:00 P.M. CITY HALL CALL TO ORDER Lynette Kreidler called the meeting to order at 6:00 p.m. ROLL CALL Present were Chair Lynette Kreidler, Megan Ricke, Don Messerly, Dorothy McClung, Anita Larson, Jim Johnson, Cindy Walsh; Parks and Recreation Director and Council Liaison; Susan Keim. Absent were Tracy Petersen; Program Supervisor, Mary Robinson and Lou Speggen. APPROVE MINUTES • Dorothy McClung made a motion to approve the June 24, 1997, Minutes which was seconded by Megan Ricke and passed unanimously. COUNCIL REPORT Councilmember Keim reported that the Gateway Business District is running into a few snags. They have found out that the soils are very poor. The excavating costs are higher than anticipated. This is delaying the building process. The land transfers have not been finalized. The building of 14th street is on hold. The City is in the process of reviewing proposals for engineering services. We may select a different engineering firm for future services. The City is upset by the plans that were drawn up for the Bethel sewer odor. The plans did not reflect the current conditions. The City is pending litigation with Midwest Asphalt for the construction of County Road F. HIGHWAY 96 CONSTRUCTION UPDATE The County seems unwilling to discuss options for the trail location along Highway 96. Apparently, they do not see the safety concerns that have been identified by the City as being legitimate. Staff and Council continue to work with County officials to develop a safe trail for all to use. • WELSH PARK DEDICATION FOR GATEWAY BUSINESS DISTRICT DEVELOPMENT Ms. Walsh will be recommending a trail easement or transfer of property for 20 feet along the • west side of the development. This will give the City some land to construct a trail outside of the U.S. Fish and Wildlife property where necessary. If the Council chooses to require a 10% park dedication from Welsh, there would be additional cash lieu of dedication. There is also an option of having Welsh construct a portion of the trail as a part of the fulfillment of their dedication. RESIDENT MEETING WITH PEOPLE FROM FREEWAY AND LINDEY'S AREA The Commission members agreed to invite residents from these park areas to the October meeting to discuss possible redevelopment options for both park areas. Thanks to the Romanian Orthodox Church, a new play structure will be installed at Freeway Park in 1998. At their September 30 meeting, the Commission will discuss which residents streets to invite to the meeting and what time to meet in October. The Commission then toured Floral, Valentine, and Arden Manor Parks. Comments from the tours follow on the next page. ADJOURNMENT The meeting adjourned at 6:45 p.m. for park tours. • Comments/thoughts from the Park Tours on June 24, 1997 • Hazelnut Park * Needs new shelter. * Soccer field is on Trinity Lutheran Church property. It is a nice addition to the park. The City should consider contacting the church to let them know we may be interested in purchasing the property abutting the park if they ever consider selling it. * The playground seems to be a nice addition and is heavily used. * Trail access easements are planned as a budgeted item for 1998. * Probably the site for the 1998 Day in the Park. Lindev's * Used for football and baseball games by area residents. * Possibly add ag-lime to the infield. * Possibly create a small parking lot on the back side of the park (currently no parking area). * Possibly add a play structure to the north corner of the park property if the residents are interested. This structure would replace the one at Freeway. Freewav * Previously a neighborhood with mostly older people that now has several children and a day care. * Park does not receive much use other than during skating season, should find a way to add amenities to make it more useable. • * Residents have requested a new play structure. * Possibly expand the hard court basketball area if the play structure is moved to Lindeys. * May be possible to expand the hard court area if the play structure remains if the new structure is relocated to the north and the existing grass berm is leveled. *Possibly pave the hockey rink to make it useable year-round. At the same time, a small parking lot can be created. Arden Oaks * The play structure and swing set are in good shape. The play structure is scheduled to be replaced in 1999. * No immediate improvements need to be made. Ingerson * The park does not receive much use other than from people having picnics or shooting baskets. * It is used more in the winter for sliding. Crepeau * Only able to view most of the park by way of the grass hiking trails. * Doesn't get much use. * Possibly expand the trails, upgrade them to a bituminous surface. * Possibly add a play structure to the area off Benton Way. We have had a request from the • neighborhood for a play stricture in their area. Park Tours Continued.... Comments/thoughts from the Park Tours on August 26, 1997 • Floral Park * Temporary Fall soccer field possible if program needs the field * Trail area from Park to Briarknoll needs to be reconstructed so that it does not flood in the Spring and after heavy rains * Park is not as functional as it could be if redesigned; however, it does serve some passive recreation and picnic purposes Valentine Park (Get Ramsey County to patrol the area more during the summer months when the teenage kids hang out their) * add sideline and dugout fencing to protect kids from foul balls * center basketball hoop and add another hoop to the other side of the court * surface and paint basketball court * purchase a new swing area and surround with a border Arden Manor Park * keep trying to work with the owner and manager to correct the drainage problems at the park * take out tennis court and expand the basketball court * higher fence on both sides in back of the basketball hoop • * move play structure when new one is purchased to the area by the basketball court where it would be higher ground and not flood as easily * keep fence as is on north side so the new play structure is separated from the pond by the fence * new fence or fix fence along sideline of ballfield * add benches to ball field Royal Hills Park * add topsoil to entire ballfield site and reseed (done in fall so is playable next season) * fence/gate off entrance area * add sideline and dugout fence to protect players * possibly extend trail down the street side of the park * new fence along the outside of the park to stop balls from rolling into the wetland areas • �('''T' SEP 1997 Sept. 21, 1997 P To: Editor, St. Paul Pioneer Press cc: Cynthia Boyd, Staff Writer, St. Paul Pioneer Press Dennis Probst, Mayor, Arden Hills, City Hall --Cindy Walsh, Director of Parks & Recreation, Arden Hills Beverly Aplikowski, City Council member, Arden Hills Larry Holmberg, Ramsey Co. Dept. of Parks & Recreation Jim Tolass, Highway 96 Construction Project Manager Brian Fritsinger, City Administrator, Arden Hills Editor, The August 27 Metro section of the Pioneer Press reported Arden Hills ' safety concerns about the Ramsey County design for the west end of the Highway 96 walking and biking trail. There are six busy intersections in that last half mile, at Old 8, both 35W ramps and the frontage road, Old 10, and Highway 10. The city's arguments support making it easier to get around without a car, exactly the county's goal. The construction manager argues against the safety changes saying "the trail is not being built for recreation" but "to promote alternative types of transportation. " This is illogical . Biking for any purpose will be discouraged by dangerous conditions . The • alternate route suggested by Arden Hills is not as direct, but it connects directly to the excellent trail system in Long Lake Regional Park, and on west into Fridley. The expense and planning inconvenience will diminish in importance when a taxpayer or child dies biking to work or anywhere, using a trail which is "most useful if it' s the most direct. " Michael F.
