Adjourn *** Please Call Cindy or Lynette if you are unable to attend this meeting*** • MINUTES OUFF • CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMISSION TUESDAY, JUNE 24, 1997 6:00 P.M. CITY HALL CALL TO ORDER Lynette Kreidler called the meeting to order at 6:10 p.m. ROLL CALL Present were Chair Lynette Kreidler, Megan Ricke, Don Messerly, Dorothy McClung, Anita Larson, Jim Johnson, Cindy Walsh; Parks and Recreation Director and Tracy Petersen; Program Supervisor. Absent were Council Liaison; Susan Keim, Anita Larson, Mary Robinson and Lou Speggen. APPROVE MINUTES • Megan Ricke made a motion to approve the May 27, 1997, Minutes with the following change; page 2, under 1998 Park Fund Budget, the third sentence should read Megan Ricke made a motion which was seconded by Don Messerly and passed unanimously and Dorothy McClung seconded the motion with the amended change. COUNCIL REPORT Susan Keim was not present. HIGHWAY 96 TRAIL OPTIONS The Commission reviewed the options for constructing a trail along Highway 96: Ms. Walsh explained that Ramsey County rejected the alternative route proposed by Arden Hills. At this time, Ramsey County is planning to construct a trail along Highway 96 through the Highway 10 intersection and over 35W bridge. Commission members and staff expressed concerns regarding these two intersections, as well as the trail location along the frontage road by Round Lake. Building the trail as planned by Ramsey County creates an unsafe situation for trail users. Dorothy McClung made a motion and Megan Ricke seconded to strongly recommend to the Arden Hills City Council to urge Ramsey County to construct the trail as proposed by the Arden Hills staff as an alternate route rather than a trail located continually along Highway 96. • The motion passed 5-0. DRAFT The Commission perceives the alternate route is safer, and aesthetically more pleasing. If Ramsey County continues with the planned route, the Commission would like more details • regarding how pedestrians will get across 35W and the frontage road before 35W. DEPARTMENT REPORTS Director Ms. Walsh discussed the letter from Bernard and Mary Ortt requesting a new playstructure at Freeway Park in 1998. The Commission decided to consider moving the playstructure to 1998 and wanted to look at the area during the tour. FUTURE MEETING DATES The Commission will not meet in July. They will meet at 6:00 p.m. on August 26 to continue park tours. ADJOURNMENT The meeting adjourned at 7:00 for tours. • • Comments/thoughts from the Park Tours on June 24, 1997 • Hazelnut Park * Needs new shelter. * Soccer field is on Trinity Lutheran Church property. It is a nice addition to the park. The City should consider contacting the church to let them know we may be interested in purchasing the property abutting the park if they ever consider selling it. * The playground seems to be a nice addition and is heavily used. * Trail access easements are planned as a budgeted item for 1998. * Probably the site for the 1998 Day in the Park. Lindey's * Used for football and baseball games by area residents. * Possibly add ag-lime to the infield. * Possibly create a small parking lot on the back side of the park (currently no parking area). . * Possibly add a play structure to the north corner of the park property if the residents are interested. This structure would replace the one at Freeway. Freeway * Previously a neighborhood with mostly older people that now has several children and a day care. * Park does not receive much use other than during skating season, should find a way to add • amenities to make it more useable. * Residents have requested a new play structure. * Possibly expand the hard court basketball area if the play structure is moved to Lindeys. * May be possible to expand the hard court area if the play structure remains if the new structure is relocated to the north and the existing grass berm is leveled. *Possibly pave the hockey rink to make it useable year-round. At the same time, a small parking lot can be created. Arden Oaks * The play structure and swing set are in good shape. The play structure is scheduled to be replaced in 1999. * No immediate improvements need to be made. In eg rson * The park does not receive much use other than from people having picnics or shooting baskets. * It is used more in the winter for sliding. Cre eau * Only able to view most of the park by way of the grass hiking trails. * Doesn't get much use. * Possibly expand the trails, upgrade them to a bituminous surface. * Possibly add a play structure to the area off Benton Way. We have had a request from the 0 neighborhood for a play structure in their area.
