Walsh, Parks and Recreation Director CS SUBJECT: April Agenda Report Day in the Park I have included a flyer that lists all of the activities that have been planned for this year's Day in the Park Celebration on June 7. A smaller version of this flyer will appear in the utility bill mailing this month. Tracy and I will be asking the Commission members to help in different areas during the celebration. We will have more specific details at the May meeting. 1998 Park Fund Budget and 5 year Capital Plan Update I have enclosed a copy of the existing 5 year plan. The Commission should begin discussing the 1998 budget recommendations and expand the 5 year plan to include 2002. I will bring information on which playground structure is currently scheduled for 2002. Please keep in mind • that the Hazelnut shelter building is in very bad shape. I intend to recommend to the Commission that a new building be scheduled in 1998. That may mean that future trail segments may be delayed until 1999. Review of 1997 Park Maintenance Projects I will be providing the Commission with an update of which trail, basketball, and tennis court areas will be resurfaced and sealcoated this year. I have also budgeted for new hockey rink lights at Freeway Park. If there are projects or areas you would like to see improved in 1998, please give me your suggestions at the April or May meeting. Staff will begin the budget process in May. Tony Schmidt Park Update I have enclosed a copy of a letter from Denny Probst to Ramsey County Commissioner, Tony Bennett. Commissioner Bennett has told Mayor Probst that the beginning stages of planning for the Tony Schmidt Park redevelopment will occur in 1997. I will attempt to contact Greg Mack before the April meeting to verify this information. MINUTES • CITY OF ARDEN HILLS,MINNESOTA PARKS & RECREATION COMMISSION TUESDAY, MARCH 25, 1997 6:30 P.M. - 9:00 P.M. ARMY RESERVE CENTER LEXINGTON AVENUE AND HIGHWAY 96 CALL TO ORDER Lynette Kreidler called the meeting to order at 6:35 p.m. ROLL CALL Present were Chair Lynette Kreidler, Megan Ricke, Don Messerly, Dorothy McClung, Anita Larson, Mary Robinson, Jim Johnson, Cindy Walsh; Parks and Recreation Director, and Tracy Petersen; Program Supervisor. Absent were Council Liaison; Susan Keim& Louis Speggen. APPROVE MINUTES • Megan Ricke made a motion to approve the February 25, 1997, Minutes. Anita Larson seconded the motion. COUNCIL REPORT In Council Liaison Susan Keim's absence, Ms. Walsh informed the Commission that the Staff and Council had just finished their retreat. 1997 DAY IN THE PARK Ms. Petersen outlined the events that would take place for the 1997 event. They included the following: 13 John Menk - MN Thunder Pro Soccer Clinic 0 Clowns/Balloon Creatures 13 Splatter Sisters Concert 0 Scavenger Hunt 13 Concessions 0 Children's Games/Candy Hunt 13 Facepainting 0 USTA Tennis Demo 0 Caricatures 0 Basketball Free Show Shooting Contest • HAZELNUT PARK PLAYGROUND PROPOSALS • Ms. Walsh informed the Commission that all three 3 proposals meet our budget requirements.( ) p p g She indicated that she would like to save the original timbers from the current structure. This would help save on the cost. In brief the three (3) proposals were from the following manufacturers: Earl F. Andersen - This proposal contains two (2) totally separate structures; one for preschool age children and one for elementary age children. Swings on this proposal are separate. This proposal has proposed two (2) ADA accessibility access points to the structure. Note: The Commission suggested that toddler/baby swings be located closest to the playstructure so you would not have small kids crossing over the regular swings to get to their area. Game Time - This proposal contains one (1) structure with quite a bit of platform space. The swings and sand diggers are together on this proposal but are separated entirely from the playstructure. Ms. Walsh noted that the stainless steel slide from the current Hazelnut structure could be incorporated into this one. On a whole, the Commission felt this proposal was not as "hands on" and interactive as the other two (2) proposals. • Miracle -This proposal had two (2) options; both of them were proposed as one (1) unit with preschool age activities on one end of the structure. Once again, the Commission felt that the long rampways may not be the safest for the children. FUTURE MEETING DATES The next meeting will be held on Tuesday, April 22, 1997. We appreciated your availability and comments to Council. While your comments, and our questions and observations, involved a variety of issues,I'did want to touch base with you regarding our discussion of Tony Schmidt Park. As this park is of vital importance to the City of Arden Hills,we were encouraged to hear that it was also a priority with the Ramsey County Commissioners and Parks &Recreation staff. While not only the City's image is affected by the condition of the park, equipment and facilities, the high usage of this amenity should speak for itself in the importance our residents and constituents place on Tony Schmidt Park. We're very pleased to hear that $300,000 of funding has been made available for design work to begin in 1997. While the full project will not begin this year,we were encouraged by your comment that some construction will begin this fall,with the remaining planned improvements to be completed by 1999. We would like to encourage Mr. Mack to be in = . contact with the City's Parks&Recreation Director,Ms. Cindy Walsh,to coordinate this design process and construction activity. We would like to work cooperatively with the County in keeping our residents up-to-date on the construction, and the availability for use of the park. We were also excited to hear about the 1998 funding available for the trail system north of Lake Johanna. Again, we would ask that Greg Mack keep our Parks&Recreation Director informed of the progress and timetable on this trail system as well.
