Petersen, Program Supervisor SUBJECT: March Meeting Agenda Report Hazelnut Playground Proposals Cindy will have three proposals for the commission to look at on March 25. The three proposals are from Earl F. Andersen, Minnesota Wisconsin Playground and Miracle Recreation of Minnesota. I have enclosed some photos of the existing area/playground structure at Hazelnut. If you get a chance before the meeting, try and stop by Hazelnut Park to look at the current area and play structure. Although it may be difficult with the snow, this will give you a good idea of the area we are looking at for the new play structure. After the meeting with the residents, Cindy would like to reconvene with the commission to put together our final thoughts/ ideas for the play structure. In order to stay on schedule, Cindy would like to be able to order the playground equipment by the first week in April. • MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMISSION TUESDAY, FEBRUARY 25, 1997 7:00 P.M. - 9:00 P.M. 1)'?44*tr ARMY RESERVE CENTE R R LEXINGTON AVENUE AND HIGHWAY 96 CALL TO ORDER Lynette Kreidler called the meeting to order at 7:01 p.m. ROLL CALL Present were Chair Lynette Kreidler, Megan Ricke, Don Messerly, Dorothy McClung, Anita Larson, Mary Robinson, Jim Johnson, Council Liaison; Susan Keim, and Tracy Petersen; Program Supervisor. Absent were Cindy Walsh; Parks & Recreation Director& Louis Speggen. APPROVE MINUTES • Minutes recorded by Tracy Petersen. Megan Ricke made a motion to approve the January 21, 1997 Minutes, Mary Robinson seconded the motion. Lynette Kreidler introduced Jim Johnson as a new member of our commission. Everyone welcomed Jim to our commission. COUNCIL REPORT Susan Keim provided the following Council report: • Ramsey County is finalizing plans for Highway 96 reconstruction between Highway 10 and Old Highway 8. This portion is scheduled to be completed in 1998. The current south bound lane on Highway 96 will most likely become the Round Lake frontage road. About seven(7) manufactured homes in the Arden Manor Trailer park will have to be relocated. Ramsey County is offering the persons who have to move their units money for a down payment on a house or for an upgrade to a new trailer. • Assessment Roll for 1997 Street Improvements was approved. • 0 A slurry coat mixture will be tried on trails this year for resurfacing. • Minor issues relating to the Ogren Townhomes are arising again, and the Council is having to address those issues. • Welsh Properties will be breaking round on • p g g March 4 on the Round Lake property. HAZELNUT PARK RESIDENT MEETING RECAP The Commission thought the meeting went well and that is was well attended. Most agreed that the residents surrounding Hazelnut Park were excited about having the three (3) access paths upgraded. The Commission questioned if the upgrades could be done in 1997. With regards to the playstructure, the commission felt that we should definitely invite back any interested residents to another meeting on this issue. Everyone agreed that it is important to get their input and feedback on what they would like to see for the playstructure. Tracy will check on timelines for when this needs to take place. TCAAP PARK PROPERTY DISCUSSION After much debate and discussion, this issue was tabled until more detailed information is available to work with. 1997 DAY IN THE PARK Ms. Petersen indicated that the 1997 Day in the Park will be held on Saturday, June 7 at • City Hall. Activities will mainly be held at City Hall with some activities along the trail and at Royal Hills. Ms. Petersen indicated that commission members will be needed that day to help with the soccer demo, Parks and Recreation table, scavenger hunt, and other activities. More information will be available at the next meeting. DEPARTMENT REPORT Ms. Petersen indicated that the 1996/1997 rink season went well. She also made note of the 1996 program participation numbers that were enclosed. Overall the Recreation Department had a successful year. Tracy mentioned that the Egg Hunt will be held on Saturday, March 29 at Cummings Park. FUTURE MEETING DATES The next meeting will be held on Tuesday, March 25, 1997. Program 9. Adjourn ** Please call Tracy or Lynette if you are unable to attend. CITY OF ARDEN HILLS MEMORANDUM DATE: February 19, 1997 TO: Parks and Recreation Commission FROM: Tracy K. Petersen, Program Supervisor SUBJECT: February Meeting Agenda Report Resident Meeting Review Cindy has asked that the commission members review/ discuss the recent Hazelnut Park resident meeting that was held on January 21, 1997. I will have available the comments/questions that the residents asked at that meeting for any reference the commission may need. With regards to the playground, the commission may want to invite those interested residents back to our March meeting for further discussion on the playstructure. TCAAP Park Property Discussion At this time, the large park in the TCAAP property is planned to be a four city complex. I have enclosed a copy of the proposed facilities for this area from 1988/1989. I have also enclosed a list of the current athletic associations in our area that have facilility needs. There is also a smaller area near Hwy 96 and Lexington Avenue for a City Park. This park would service the needs of Arden Hills. The commission needs to revisit this plan to see if any of the needs have changed. Please bring your ideas, comments and thoughts about the Arden Hills facility as well as the joint facility to the meeting. The City would like to have a master plan in place by year-end. 1997 Day in the Park The 1997 Day in the Park has been set for Saturday, June 7, 1997 from 11 a.m - 2 p.m. Tentatively, the day will consist of activities at City Hall (kid's band, facepainting, games, etc.) from 11 a.m.- 2 p.m. The scavenger hunt and activity along the trail would begin at 12:30 p.m. Activities at Royal Hills Park would run from 1-2 p.m. (possible activities: soccer clinic, tennis demonstration, basketball free throw contest, etc.) The commission will be brainstorming additional ideas at the meeting. The City Council has again budgeted $1.000.00 for this year's event. Program Report I have enclosed Program Participation numbers for 1996. Overall, it was a very successful year. •
