ARMY RESERVE CENTER LEXINGTON AVENUE AND HIGHWAY 96 CALL TO ORDER Chairperson, Megan Ricke called the meeting to order at 7:00 p.m. ROLL CALL Present were Chair Megan Ricke, Don Messerly, Dorothy McClung, Lynette Kreidler, Anita Larson, Mary Robinson, Council Liaison; Susan Keim, Cindy Walsh; Parks & Recreation Director, and Tracy Petersen; Program Supervisor. Louis Speggen was present for a brief period of time to inform the Committee that he would not be available to serve on the Committee over the next three (3) or four (4) months, due to personal conflicts. However, Mr. Speggen will remain on the Committee • and will be present when he can. APPROVE MINUTES Minutes recorded by Julie Tostenson. There was a change to the November 26, 1996 Minutes, the change is on Page 3, the sentence should read Arbys's/Sbarro Planning case was postponed instead of withdrawn. There was a Motion by Mary Robinson to approve the Minutes as amended and seconded by Don Messerly. COUNCIL REPORT Susan Keim stated that the Council adopted the 1997 budget. There was a Public Hearing for the 1997 Public Hearing Street Improvements, North Snelling Avenue and Hamline Avenue residents do not want their streets improved. The City under estimated the costs for the 1997 Street Improvements, even if North Snelling Avenue and Hamline Avenue may not be done in 1997. The street improvements should start at the end of May or the beginning of June and be completed by the end of September. The Council discussed the speed limit on McClung Drive. The Council is trying to look at the Assessment Policy. The Council is in the process of discussing the Committee's re- structuring. However, there will be no changes to the Parks and Recreation Committee. • 1 t There will be a Town Hall meeting on Saturday, January 25 at 9:00 a.m. at Bethel College. There will be booths setup with different information available to the residents, and a question and answer session. a RESIDENT MEETING (HAZELNUT PARK) TO DISCUSS TRAIL ACCESS AN PLAYSTRUCTURE Date and Time The meeting is set for Tuesday, January 21, 1997 at 7:30 p.m. at the Army Reserve Center. The Committee will meet at 7:00 p.m. Meeting Agenda The issues that will be discussed at the meeting are the access points to Jerrold Avenue, Katie Lane, Katie Court, and Edgewater Avenue. The access points are 10 feet wide. There have been requests by the residents to upgrade all three (3) areas. The Hazelnut Playstructure has been budgeted for$30,000. Give some examples of some equipment, show the residents the pictures of Perry Park playstructure. The Committee needs to determine if the playstructure should be ADA Accessible or meet the needs of the special needs children. If the Committee decides to go with the playstructure to meet the special needs children and not the ADA Accessible children, then the playstructure needs to have access points for the future to have ADA Accessibility incorporated into the structure. Notification to residents • The residents will have to be notified a week to a week and a half in advance of the January 21, 1997 meeting. The residents that will be notified will be; Jerrold Avenue. Edgewater Avenue, Katie Lane, Katie Court, and Glenpaul Avenue, New Brighton Road and Stowe Avenue. Ms. Walsh will also put a notice in the newspaper. Pictures and access of the current playstructure Ms. Walsh showed the Committee the pictures of the trail access areas and the current playstructure. There was some brief discussion of the pictures. PERRY PARK PROJECT COST SUMMARY Ms. Walsh presented the Committee with the project cost summary. The report is about 98% final. There are a few items that need to be finished this spring on the playstructure. PARK FUND REPORT The current Park Fund balance is $484,842.94, not including interest. There is still a payment of$75,000-$78,000 left to be made on the trail project. Ms. Walsh stated that she would give the Committee an update this summer. The trail project is just about completed, there are a few items left to do next spring, for example picking up the debris, 2 • J some seeding and sodding along some of the edges, and cleaning up a silt fence at a residents house along Briarknoll. There are also a few costs remaining to be paid for the Perry Park Playstructure. After all the payments have been received for the trail and the playstructre, Ms. Walsh estimated the fund balance to be approximately $450,000. This does not include the budgeted 1997 projects. 1997 PARK FUND PROJECTS AND BUDGET Mrs. Walsh provided the Committee with the 1997 Park Fund Project Budget. The Committee had a brief discussion. The following is a list of the 1997 Park Fund Projects budgeted for 1997: Gateway Flower Garden Projects $ 3200.00 Hazelnut Playstructure $30,000.00 Trails $42,665.00 Revenue Grants $50,191.50 Interest $25,750.00 Contributions $12,000.00 Park dedications $10,000.00 MISCELLANEOUS • The Committee discussed the Gateway e ay Flower Gardens for 1997 and it was the consensus of the Committee to leave the flower gardens the way they are for 1997. The Committee decided to wait and see what the County does with Highway 96 and what is done with the townhomes on County Road E2. In 1996 the Gateway Flower Garden will cost about $1,600 about half of what was budgeted for them. DEPARTMENT REPORTS Program Report Ms. Petersen stated that the ice rinks will be opening on December 23, 1996. The rinks are in good condition. The Breakfast with Santa was held on Saturday, December 14th and there was a good turnout. There were about 45-46 kids and adults that attended. Directors Report Ms. Walsh stated that she had done some estimates on installing a drinking fountain at Cummings Park. There is not a close water source to put a pipe under the cul-de-sac. The cost estimate for the piping is $10,000. The plumber would not advise placing a drinking fountain anywhere out of site, due to vandalism that would occur. The cost of a drinking fountain at Perry outside the building • would be about $600-$800. 3 1997 MEETING SCHEDULE It was the consensus of the Committee to continue with the fourth Tuesdays of the month for the Parks and Recreation meetings. NEXT MEETING Tuesday, January 21, 1997. The Committee meeting will be at 7:00 p.m. and the resident meeting will be at 7:30 p.m. ADJOURNMENT The meeting was adjourned at 8:40 p.m. *Per Council request, the Committee appointed Don Messerly to the future Highway 96 Task Force. • 4 CITY OF ARDEN HILLS • MEMORANDUM DATE: January 14, 1997 TO: Parks and Recreation Committee FROM: Cindy S. Walsh, Parks and Recreation Director C SUBJECT: January Meeting Report Resident Meetinz I have enclosed a copy of the letter and map that were sent to the residents. As we discussed, the agenda will be very informal. I would like to cover the following items: I. Trail Access Points - Jerrold Avenue - Edgewater Avenue - Katie Lane II. Hazelnut Play Structure • - I am hoping that we can find out what types of things they would like to have in the structure. It would be helpful to know if the majority of children are in the 2-5 year old range or elementary age. Also, we had discussed the desire to find out if anyone in the area had a special need. III. Arbor Day Plantings - We had several cottonwood trees taken down near the tennis court at Hazelnut Park last summer. There are a few more that will be taken down this summer. The trees had become a problem. The roots were growing into the tennis courts and the sanitary sewer nearby. I plan to plant some spruce trees as part of this year's Arbor Day celebration to replace them. I will ask the neighbors of Hazelnut Park if any one would like to volunteer to help plant. Arbor Day has not been officially set for 1997, but I am considering Saturday, April 26. Future Meetin"Dates Unless committee members have a problem with the 4th Tuesday, the meetings will be on February 25 and March 25. I will not be in attendance, but Tracy will be there as the staff representative. The committee should consider what items they would like to have on the agenda those months and notify Tracy. • CITY OF ARDEN HILLS 1450 WEST HIGHWAY 96 • P ARDEN HILLS, MN 55112-5794 January 7, 1997 Dear: I would like to invite you to discuss the possible improvement of three (3) trail access points along the Hazelnut Park bituminous trail. The City has 10 foot wide easements to the existing trail from the following cul-de-sacs: Katie Lane Jerrold Avenue Edgewater Avenue A map showing the access points is enclosed. The Parks and Recreation Committee and I will be available on Tuesday, January 21, 1997 from 7:30 - 8:30 p.m. to meet with you. The meeting will be held at the Arden Hills U.S. Army Reserve Center, which is located at the corner of Lexington Avenue and • Highway 96. There will be signs posted as you enter the building to direct you to the meeting room. We have received requests from a number of you to improve these areas from their existing state of grass or stepping stones to a bituminous surface. There is not money budgeted in 1997 for this project; however, we are interested in hearing your comments for future improvements. We would also like to hear any comments or suggestions you have regarding a new playstructure at Hazelnut Park. A structure is planned for 1997. Please feel free to invite other residents who may be interested in discussing either the trail access improvements or the playstructure.
