CALL TO CRDER The regular meeting of the Arden Hills Parks and Recreation
Ccmission was called to order at 7:35 P.M. by Chairman David
Sand. Chairman Sand welcomed Dale Hicks and introduced him to the committee.
ROLL CALL, Present: Chair Sand, Mark Cabin, Mark Magers, Don Messerly,
David Moberg, Alan Montgomery, and Megan Ricke. Absent: Mary
Gillies, Keith Enrooth. Also Present: Wynridge Residence; Bob Vissers - 1258
Wynridge Dr. - 636-8196; Kurt Stein - 1244 Wynridge Dr. - 636-9540; Perry Mills -
1288 Wynridge Dr. - 636-3410; Chatham resident; James Nichols - 3715 Chatham Court,
Dale Hicks, Council Liaison, Cynthia Severtson, and John Buckley.
APPROVAL CIF Minutes of the September 24, 1991, meeting. Minutes were
M3NUTES approved as mailed.
REVIEW 1992 Parks Director Buckley welcomed the Wynridge residence. Buckley
TRAIL reviewed the total present and future trail plans with the
IMPROVEMENTS committee and residents. Items covered were: Ramsey County
present and future trails, Arden Hills trails, natural surface
trails, asphalt trails, increase in trail usage due to paving, and reason for paving
trail connecting Cumming and Floral.
Citizen concerns are: Identify location of 50 foot trail easement in relation to
Liver Snap and residential properties, identify where paved trail would be located
on easement, reason for moving trail off Liver Snap property, loss of privacy and
possible increase in trail usage, placement of natural barrier (trees/shrubs) along
• the northern boundary separating trail easement from residential properties, how
will the trail improvement be financed, need for identifying trail access corridor
off Wynridge Drive cul-de-sac - trail users are cutting through private property.
Some of the residents could not be at this meeting because of Thanksgiving plans.
C=littee will invite residents to their January 28, 1992, meeting to continue the
trail discussion.
CHATHAM committee members received letters dating, September 11, 1991,
RESIDENT, from Dick Cieminski , Arden Hills Cominity Service Officer and
JAMS NICKS October 2, 1991, from James Nichols with the November agenda to
prepare to discuss Mr. Nichols' request to purchase public open
space Prey.
Mr. Nichols stated that he was misled by Ban Con Developers on the size of his lot
purchased in 1978. Over the years, he has planted trees, sodded and seeded and
placed utility sheds and garden on Chatham open space property. He would like to
resolve this situation by purchasing property from the City.
The Committee expressed their sympathy with Mr. Nichols' situation but would not
reocamiend selling park property; it is the purchaser's responsibility to know the
dimensions of property being purchased (buyer beware) , this proposed purchase does
not benefit the public, this proposed purchase would set a precedence for other
similar requests, and this proposed purchase would eliminate access to open space
property from lot on Chatham Avenue.
Chairman Sand moved and seconded by Megan Ricke for the Ccumittee to recommend
Council deny Mr. Nichols' request to purchase open space property. Motion carried
6 yes, 1 no.

. Chairman Sand moved and seconded by Mark Labine to give Mr. Nichols until Spring to
repair the vegetation in the open space, remove his utility shed, and fencing around
the garden. Motion carried.
COUNCIL REPORT Councilmember Dale Hicks reported. City's Truth in Taxation
Hearing was held on November 18. There will be no increase in
taxes in 1992. Therefore, a small group of citizens attended the meeting. The
citizens expressed no major concerns relating to 1992 taxes.
The Mayor and Council are discussing potential City use of the new Training Center
with Army Reserve Officials. Little progress has been made regarding use of the
Center.
PROGRAM REPCRT Cynthia Severtson reported she is continuing efforts to develop
programs for Chippewa Middle School. The school is somewhat reluctant but great
strides have been made. She will continue her efforts in obtaining programs at
Chippewa Middle School.
Ice skating lessons start in January. Session have been added due to the increase
in numbers last season.
A number of ski trips and various other trips have been planned for children during
vacation days frcgn school. See the brochure for details.
The Winter Brochure is out and will be delivered this week.
. I am running a few programs at St. Odelia this winter. The principal is very
pleased we are offering after school programs for their students.
Please feel free to call Cindy if you have ccunents or questions on any programs.
Ccomittee members expressed interest in developing a Parks and
NEW BUSINESS Recreation Department Mission Statement. Buckley presented
Mission Statements from the Plymouth, Roseville, Maplewood, Inver
Clove Heights, and New Brighton Parks and Recreation Departments.
Arden Hills Parks and Recreation Department goals and objectives were also presented
to the Cc mnittee. Committee members are asked to review the statements and be
prepared to write a Mission Statement at their January meeting.
Buckley stated there will be no Ccarnmittee meeting in December. He thanks the
members for serving on the C.caimLittee in 1991 and urged them to continue serving on
the CamYnittee in 1992. Ccmi.ttee members will be contacted by phone to poll their
interest in 1992.

The Parks and Recreation Committee will be planning the improvement of
the trail connecting CLumnings park and Floral Park at their November
meeting on:
Tuesday, November 26, 1991, 7:30 p.m.
Arden Hills City Hall
Arden Hills residents are invited to attend this meeting and participate
in the trail improvement discussion.
This past summer, trails were constructed in Arden Hills Cummings,
Floral, and Hazelnut Parks. These trails were heavily used by
individuals of all ages this summr and fall.

Dear Mr. Nichols:
It has been brought to my attention that you or family members
have been operating motorized, all-terrain motor vehicles behind t
1r � your house on City Park property. The complaint also states that
in the Winter time your snowmobiles are being operated in the
same area.
I inspected the Park property behind your house and found a sub-
stantial portion of it that has been cleared of natural foliage
and a wide, packed down path which appears to be used regularly
for ATV's and snowmobiles. g
City Ordinance 4-50 (F) (1) and 4-50 (G) prohibits the operation ;
of snowmobiles and motorized recreation vehicles within City
parks unles specifically designated for such activities . The
Park property behind your house is not designated .for such use.
City Ordinance 4-51 prohibits destruction of soil, trees, shrubs,
turf, i .e . natural foliage etc. unless written permission has
been obtained from the Arden Hills Parks Director. No such per-
mission has been granted to you by our Parks Director.
Further complaints of this nature will be enforced.
I've discussed this matter with our Parks Director and the por-
tion of the Park property which has been damaged will have to be
tilled and replanted.
This information will be forwarded to our City Administrator for
review to decide who will be responsible for costs to repair the
damage to Park terrain .

DEAR SIR,
On Sept 19 1991 I received a letter from David Kriesel stating that my shed
and garden is on County property. Mr Kriesel also enclosed a plot map that
indicates that he is correct.
In the fall of 1978 we were looking for a place to build a new home. We went
out to the Chatham area and talked to the realitor for Ban Con Homes. I
told him that we were looking for a large lot. The realitor showed me the lot
• that l eventually bought. The realitor and Iwalked off the perimeter of the
lot and he told me that it was the biggest one they had. See enclosed plot
map, showing the size of lot I was told. With that in mind, I bought the lot
and built on it. After the house was built Ban Con graded the entire area
that I was told was mine. The area that was gra ed was cut out of the weeds
and tall grass. 0'� swndi
On the area in question I have planted four maple trees; I have put in a
total of over 30 yards of black dirt; and t have sodded and seeded. About
10 years ago I put up a small utility shed and a garden. I certainly would
not have done all of that on property that I did not feel was mine.
I feel that I am community orientated:
. .I have served as a cub scout leader for 3 years
. .I do volunteer work at Valentine Hills School. ie. I have talked to
at least 20 classes about safety. I have chaproned numberous outings.
I have assisted on a school project to groom some of the trails.
. .Every winter I dig the snow out from around fire hydrants.
. .When Valentine Hills was having a fund raiser for new playground
• equipment ($21 ,000 was the goal) I personally raised over $7,000
cash, and various door prizes.
I am only pointing this out to show that I like living in Arden Hills as
well as the people who live here and the school district.
If I knew that the size of the lot was not what I was told I probably
would not have built here.
I have no recourse with Ban Con Homes because they went out of business
about 8 years ago.
I would like to propose, because of the extenuating circumstances, that I
be permitted to buy the property in question 80'X155'X40'
I would also propose that I would not build anything on said property and
I would plant ten or twenty additional trees on that property to maintain
the 'wooded' appearance of the area.
