PLEASE CALL CITY HALL AT 633-5676 IF YOU CANNOT ATTEND THIS MEETING a � ARDEN HILLS PARKS & RECREATION COMMITTEE JUNE 25, 1991 MINUTES CITY HALL CALL TO ORDER The regular meeting of the Arden Hills Park & Rec. Commission was called to order at 7 : 35 PM by Chair David Sand. Members present: Chair David Sand, Mark Magers, Don Messerly, David Moberg, Alan Montgomery and Megan Ricke. Absent: Mary Gillies, Carol Johnson, Mark Labine, Keith Enrooth & Pattie Green Also present: Cynthia Severtson and John Buckley APPROVE MIN. Minutes of the May 28 , 1991 minutes were approved as mailed. There was no Council report. PROGRAM RPT On June 29 , Cindy hosted a District Hershey Track Meet at Mounds View High. The meet was designed to promote physical fitness in youth ages 9-14 , and to introduce them to track and field events. • All first and second place winners had the opportunity to advance to the State competition. This meet was a huge success and was one of the largest in the state. Cindy has been invited to chaperon the five girls from Minnesota that advanced to the National Hershey Track Meet, which takes place Aug. 15-18 in Hershey, PA. This is an all expense paid trip. We also held our Penny Carnival on July 19 . (See attached photo from July 24 Bulletin. TRAILS Midwest Asphalt constructed 903 linear feet of asphalt trails for $64 , 266. 75. Trails constructed were: Cummings, $21, 500. 50, around perimeter of park, from Lexington Avenue to ballfields, and trail cul-de-sacs to picnic shelter. Floral, $22 , 053 , around perimeter of ballfield and play structure area, from Hamline to ballfields, complete trail from Norma Ave. , to athletic field. • Hazelnut, $17 , 045. 75, around perimeter of park Hazelnut, $17, 045. 75, around perimeter of park site, upper trail from drive to power line trail. Valentine Hills School, %3 , 667 . 50, trail from Valentine Hills School to Chatham cul-de-sac. Court overlays were completed at Floral, Freeway, Sampson and Valentine. Color coating was completed at Cummings (tennis and basketball courts) and Floral (basketball) . 5 YEAR PARR IMPROVEMENT PROPOSAL - SEE EXHIBIT B REVENUE FOR FUTURE PARR IMPROVEMENTS - SEE LONG RANGE PARK FUND PLAN MISC. /NEW BUSINESS - No new business. MINUTES • MAY 28, 1991, PUBLIC WORKS GARAGE CALL TO ORDER The regular meeting of the Arden Hills Park and Recreation Commission was called to order at 7 : 35 PM by Chairman David Sand. ROLL CALL Present: Chair Sand, Mary Gillies, Carol Johnson, Mark Labine, Mark Magers, Don Messerly, David Moberg, Alan Montgomery and Megan Ricke. Absent: Keith Enrooth, Pattie Green. Also present: Cynthia Severtson and John Buckley. APPROVE Minutes of the April 23 meeting were approved as MINUTES mailed. COUNCIL RPT. No Councilmember was present because of the Council meeting scheduled. 1991 PARK DEVELOPMENT The Council awarded the bid for park and trail improvements to Midwest Asphalt in the amount of $75, 541. 50 . The Midwest bid includes color coating Cummings tennis and basketball courts and Floral tennis courts. Overlay basketball courts at Floral, Freeway and Sampson parks. Perimeter trail construction at Cummings, Floral and Hazelnut, improve trail connecting Chatham cul-de-sac to Valentine Hills School, and the projects will start the week of June 3rd and be completed in three or four weeks. 5 YR PARK PLAN Buckley reviewed the 5 year park development plan with the Committee. The 1991 proposed development will be finalized in early summer when the 1992 dept. budget is developed. PARK DEVELOPMENT FINANCING TJ Swanson, City Accountant, developed some models of financing future park projects . Sources of revenue include interest from Park Fund, park dedications, charitable gambling contributions, grants and gifts. The models indicate that park development projects can be financed into the 20th century if park improvements are limited to $50K to $55K annually, the Park Fund balance is kept over $500, 000 so interest earned annually would be between $30K to $35K, park dedication income would be between $20K and $30K annually. Monies from charitable gambling or the General Fund would be needed to finance park • improvements when dedication funds are not received. May 28 , 1991 Park Minutes, Page Two . MAY 4 ARBOR DAY Six Scout groups and neighborhood groups participated in Arbor Day activities . Over 75 persons planted trees and seedlings in Floral , Cummings, Perry Park, LindeyIs Triangle, and the Chatham Open Space. MAY 18 FLOWER JUBILEE An enthusiastic group of boy scouts , girl scouts and adult volunteers enjoyed the free pancake breakfast at Howard Johnson ' s on Saturday, May 18 . After breakfast, the planters proceeded to plant flowers along County Road E at Howard Johnsons , Arden/Shoreview Animal Hospital, Hoigaards, Norwest Bank, MSI , and the Arden Hills Amoco . Flowers were also planted in the Gateway beds at Lexington/96 ; Lexington/Co. Rd. E; Hamline/Co. Rd. F; Lindey ' s ; Co. Rd. E2/Old 10; Co. Rd . D/Johanna Blvd. ; and Cleveland/G1enPaul. Over 3 , 500 flowers were planted that day. MISCELLANEOUS No miscellaneous new business was reported. PROGRAM RPT . SEVERTSON: The letter I received from Dorothy Gockowski is a nice example of adaptive recreation kids participating in our regular programs . Her son has Down ' s Syndrome and enjoyed the 3rd & 4th grade softball last summer and will participate again this summer. The track program this spring attracted a record number of 259 kids in Arden Hills . A total of 780 in the Mounds View School district . Unfortunately, the rainy spring caused us to cancel the district meet. The registration for summer programs has been favorable. The majority of the programs begin the week of June 17 . T-ball and softball for youth is a growing program.
