Buckley, Parks Director SUBJECT: Cancellation of March 26 Meeting There will NOT be a Commission meeting on Tuesday, March 26. A brief on events: 1. Council will be approving the specifications for the tennis court at Ingerson and trail development at Cummings, Floral and Hazelnut. Proposed development schedule is: - secure bids by mid-April. - Secure Council approval for projects April 29 • - Start construction in May or June Commission will be able to review the bid results at the April meeting. 2 . Arbor Day - Saturday, May 4 . 3 . Spring Flower celebration, Saturday, May 18 . Looking for green thumbs to adopt a flower bed. 4 . Cindy is preparing the Spring program flier for distribution in April. NEXT PARR MEETING WILL BE TUESDAY APRIL 23 I would be happy to schedule a Saturday morning walk for commission members interested in walking the parks to determine the layout of the proposed pathways. JTB:mah attachment CITY OF ARDEN HILLS PARK AND RECREATION COMMISSION MEETING Call to Order MINUTES, FEBRUARY 26, 1991 The regular meeting of the Arden Hills Park and Recreation Commission was called to order at 7 : 35 P.M. by Chairman David Sand. Roll Call Present: Chairman David Sand, David Moberg, Mark Labine, Mark Magers, and Megan Ricke. Absent Keith Enrooth, Don Messerly, Carol Johnson, Mary Gillies, Pattie Green, and Alan Mongtomery. Also Present Mayor Tom Sather, Councilmember Nancy Hansen and Parks Director John Buckley. MINUTE APPROVAL Minutes of the January 22 meeting were approved as mailed. Ingerson Park Ingerson Park residents present included Improvements Harold Alexander, Marie Canfield, Mary Flor, Jocey Wilson. Janet Folsom, Mary Lou Keran, Keith Wilson and Chair Sand stated that discussion of the 1991 Ingerson proposed • improvements will take place and warmly welcomed the residents. Proposed improvements include: Picnic shelter - $4, 000 Single Tennis Court - $15, 000 Discuss west park access Sand stated that money for these improvements will come from the Park Fund. Revenue for this fund comes from park dedications and charitable gambling contributions. The Park Fund presently has a balance of $516,430. 75. Sand asked Park Director Buckley to review the improvements with the residents. Buckley briefly reviewed some of the history and goals of the park system; - park philosophy and goals were to secure and develop a park in each of the neighborhoods in the City. - Parks would be developed to provide "active" play areas (ballfields, play equipment, tennis and basketball courts and skating) . Natural passive areas would also be preserved in each of the park areas. - Buckley displayed the Ingerson Park master plan and explained where the shelter and tennis court would be constructed in the park. After the presentation, Buckley asked for citizen response. Page 2 February 26, 1991 Park Minutes . H. Alexander was satisfied with the present and proposed development of the park. He and his grandchildren use the park. K. Wilson lived on the park for years and has enjoyed the openness of the park. He has observed over the years park useage by children and adults. "It has the best sliding hill around. ,, M. Flor observed the park being used a lot by children sliding and playing on play structures. The basketball court is used by Young adults. Adults spend their lunch time in the park. She did not like the satelite outside her kitchen window in the parking lot. (Satelite was placed in park during summer playgrounds time) . J. Folsom walks frequently in the park. It is ok for people to "cut through" their property to get to the park. She would like a tennis court in the park. The residents did not object to the picnic shelter or tennis court. Buckley stated that there is no immediate solution to a western park access. A strong response from the neighborhood would help indicate the necessity for securing an additional entrance. OATH David Moberg completed his Oath of Office. COUNCIL REPORT Councilme mber Hansen reported: - Council will be doing some road improvements and seal coating this Spring. - A street assessment policy is being prepared to help finance these improvements. - Council and Dept. heads participated in a goal setting session. The outcome was to improve personnel policy system, work on equality in wages and study and resolve the water loss problem. The Co. Rd. D/Cleveland intersection is scheduled for upgrading this summer. Mayor Sather reported: Council is concerned about the image and knowledge citizens have regarding the City. Council and staff will be exploring more effective ways of telling the "Arden Hills Story" . • - Council is considering changes and improvements in the Popular Town Crier. Page Three, Feb. 26, 1991 Park Minutes Gateways to the City can be improved with flowers and attractive signing. 1991 PARK Buckley state that most of the proposed park and DEVELOPMENT trail developments will have to be contracted out this summer. He stressed the importance of taking advantage of a slow construction forecast b y early on specifications for bid, advertising for bids early andparati awardingof bids for early construction. Buckley reviewed the proposed trail development at Cummings, Floral, Hazelnut and Chatham Parks with the committee. Buckley recommended that the committee present the entire park and trail development to the Council for consideration. Priorities should be considered for the trail proposal. Also Present Mayor Tom Sather, Program Supervisor Cindy Severtson, Parks Director John Buckley, and guest Mark Labine. MINUTE APPROVAL Minutes of the November 27 meeting were approved as mailed. David Sand stated that he has served as committee chairman for the past four years and would be willing to step down if other members were interested in the Chair. There was no expression of interest in the Chair. COMMITTEE GOALS: Committee members were asked to introduce • themselves, tell where they live and work. They were also asked to tell their motivation for serving on the committee and share any short term or long term goals they would like the Parks Dept. to accomplish. OATH OF OFFICE: Mayor Sather gave the oaths of office to the members. COUNCIL REPORT: Mayor Sather expressed some goals and consider in 1991. direction he would like the committee to Committee structure (Parks & Rec. , Finance, Public Works, Human Rights, Planning; have traditionally been an avenue for citizen participation in local government by providing recommendations to the Council. Creative ways of keeping the committees focused and productive should be explored. Community survey should be reviewed to identify citizen interest, recommendations, concerns, changes, etc. - Research and recommend a five year capital expenditure program for the Parks Dept. - Program services and recreational needs for all people. • - Create mass participation activities for City. Think big - don't hesitate to ask for anything. Page 2 January 22 , 1991 Park Minutes 1991 PARK & TRAIL Buckley reviewed the 1991 proposed park and . DEVELOPMENT trail development. A large majority of the development asphalt companies. Theeconomy indicates othat c o thiswillsbeoa lean spring for contractors. Early bid projects could attract variable bids. Schedule: - Submit 1991 development recommendation to Council - late February or early March - Prepare specifications - advertise for bids in March - Start construction in April or May The committee reviewed the trail development listing estimated cost proposed trail development. It would cost approximately $115 , 216 if all the listed trails were asphalted. Committee asked Buckley to provide individual master plans for Cummings, Floral, Hazelnut and Chatham Parks. Prepare an overlay of proposed trails to see if they would connect to Ramsey County short and long range trail development. Committee asked for input from Ingerson neighborhood at next Park meeting to discuss tennis court construction and securing west • access to Ingerson Park. PROGRAM REPORT: Severtson reviewed the 1990 Spring, Summer and Fall programs with the committee. 18 new program activities have been offered. Some of the new afterschool activities are: magic, cartoon drawing, storytelling/dramatics, acting, ceramics, candle makin adult/senior trip. 2 , 806 individuals have registered forcthose , activities, with $41, 730 user fees collected. Severtson mentioned that the class fees were increased by 25% for the Winter and Spring programs. There was some concern that increased fees will prevent some low income children and particularly families with multiple participants, from participating. It was suggested that a program fund be established to help subsidize lower income families. Public sites and open spaces. (a) Drainage channels. Where a proposed drainage channel shown in the city plan is located in whole or in part within a proposed subdivision, the subdivider shall dedicate adequate space for such purpose within the subdivision when the city council finds that the channel is reasonably necessary to the public health and welfare. (b) Parks and playgrounds. (1) Residential subdivisions. The subdivider of any tract of land which is to be developed for residential uses shall dedicate to the public for public use as parks, playgrounds, public open space, or storm water holding areas or ponds, that percentage of the tract to be subdivided which corresponds with the applicable density of the subdivision in the following schedule: Gross density Percentage 0 to 2 dwelling units per acre . . . . . . . . . Over 2 to 3 dwelling units per acre . 1 Over 3 to 4 dwelling units per acre . . . . 11 12 If the density of the proposed residential subdivision exceeds four (4) dwelling units per acre, the city council shall require the dedication of such percentage of the proposed subdivision as it deems reasonable and in the public interest, which percentage shall in no event be less than twelve (12) nor more than fifteen (15). (2) Commercial, industrial, and other developments, or planned unit developments providing a mixture of residential, commercial, industrial, and other uses. This subparagraph is specifically made applicable to all developments of land in the city for commercial, industrial, and other uses, or planned unit develop- ments thereof providing for a mixture of residential, commercial, industrial, or other uses, regardless of whether such developments are subdivisions within the context of this chapter or any of the other 1293 • § 22-9 ARDEN HILLS CO DE provisions of this chapter apply to such developments. The purpose and intent of this subparagraph is to assure the citizens of the city that additional open space, parks, playgrounds, and recreational facilities will be a concomitant of every sort of new develop- ment in the city, not just residential development, so that the city's present vast amount of privately owned open spaces with potential for development do not become exclusively filled with residential, industrial, commercial, and other uses; to secure for the residents of the city the social and physical advantages resulting from the provision of orderly park, re- creational and open space facilities; to insure that in fact such facilities will be provided; and to enhance, and improve the quality Preserve, environment of the city. q y of the physical In accordance with the purpose and intent of this subparagraph, the developer of any tract of land in the city which is to be developed for any of the uses enumerated in the first sentence of this subparagraph shall dedicate to the public for playgrounds Public use as parks, . , public open space, or storm water holding areas or ponds, such portion of his develop- ment tract, not to exceed fifteen (15) per cent thereof, as the city council deems to be reasonable and in the Public interest, taking into consideration the locale of the development tract and the accessibility and serviceability which the proposed area to be dedicated for such public uses will provide for existing and future residents of the city. (3) Delineation of area to be dedicated. The actual area to be dedicated for public use as parks Public open space, or storm water holding areas or ponds shall be delineated, in the case of a residential me subdivision under subparagraph (1) above, on the subdivider's preliminary plat as required by section 22-5(c)(8) hereof, and, in case of a development within the purview of subparagraph (2) above, on the developer's site plan in addition to those items 1294 • • SUBDIVISIONS § 22.9 required therein in the zoning ordinance, and any provisions amendatory thereof. A copy of such preliminary plat or site plan shall be referred to the parks and recreation committee for its scrutiny and report to the city council of its findings, conclusions, and recommendation, this referral being in addition to the referral to the planning commission required in both this chapter and the zoning ordinance. If the city council, after receiving the reports of both the parks and recreation committee and the planning commission, shall determine that such area is unsuitable for such purposes, it may require the subdivider or developer to relocate or rearrange such area or to make such changes or revisions in the proposed dedication as it deems necessary, reason- able, and in the interests of the health, safety, general welfare, and convenience of the city. (4) Cash in lieu of dedication. In lieu of the dedication of land required by either subparagraph (1) or (2) of this section, for the purposes enumerated therein, the city council may require the subdivider or developer to pay • to the city, as an equivalent contribution, an amount in cash equal to the product of the percentage of land required to be dedicated, determined pursuant to the provisions of subparagraphs 1 and 2 of this section, multiplied by the undeveloped land value of the tract to be so subdivided or developed. (5) Undeveloped land value defined. "Undeveloped land value" as used herein, shall be the market value of the subject land at the time of the application, and to be determined by the city council in its reasonable discretion. As a basis for its decision, the council may request an appraisal at the expense of the subdivider or developer which shall be in addition to the appraisal required under section 22-5(d)(7) hereof. Such additional appraisal shall be obtained, if the council deems it advisable, from an appraiser selected by the council. Thereafter the council, with the aid of 1295 • § 22-9 ARDEN HILLS CODE both appraisals, shall determine the "undeveloped land value" hereunder. (6) Restriction on use of cash contributions. All cash contributions received by the city pursuant to subparagraph (4) of this section shall be placed in a special fund and used only for the acquisition of land for parks, playgrounds, public open space, and storm water holding areas or ponds, development of existing park and playground sites, public open space, and storm water holding areas or ponds, and debt retirement in connection with land previously acquired for such public purposes. (7) Proposed park, playground, open space or storm water holding areas or ponds shown in comprehensive plan or parks plan. Where a proposed park, playground, public open space or storm water holding area or pond is located in whole or in part within a proposed subdivision or development, such area shall be designated as such upon the preliminary plat or site plan and may be required to be included in the • dedicated land of the subdivision or development required by subparagraphs (1) and (2) of this section. (a) No final plat shall be approved by the city council unless the owner or subdivider: (1) Shall have placed and installed survey monuments at all block corners, angle points, points of curves in streets and at intermediate points as shown on the final plat required by the city engineer; such monuments shall be cast iron; as approved by the county surveyor, and shall be set at each corner or angle on the outside boundary. Pipes or steel rods shall be placed at the corners of each lot and at each intersection of street centerlines. Section 22-9 . Public Use Dedications. ( a ) Streets, Utilities and Storm Water. The developer of a parcel of land shall dedicate to the public all streets, sewers, electric, gas, and water facilities; storm water drainage and holding ponds; and similar utilities and improvements, as reasonably required by the City Council , in order to integrate the proposed development with. the City' s current and anticipated utility systems . The area to be dedicated for public use shall be delineated on the Proposed plat or otherwise conveyed by easement to the City prior to the issuance of any development pewits. (b) Recreation and Conservation_. . Based upon a review of its Comprehensive Plan and utility systems, the City Council has determined that all development of property within -',-heCity will place a greater demand on the City' s need to acquire land for parks, playgrounds, trails, wetlands or open space if the City' s physical environment is to be preserved and enhanced. Therefore, in addition to the dedications required by Section 22-9 ( a) , the developer of a parcel of land shall dedicate to the public for use as parks, playgrounds, trails, wetlands or open space, a reasonable percentage of the tract to be developed. In determining the percentage of dedication, the City- Council shall take into cons i der 2tion the amount of open space, park, recreational or commons areas and rac; lities which the developer has designed into the proposed development for use by occupants of the development. Commission questioned the procedure for calculating fees in conjunction with minor subdivisions/lot splits. Filla stated the City has taken the average per lot dedication from recent residential developments and imposed those fees when required in conjunction with a minor subdivision. The Attorney stated the intent is to make the process more standardized and eliminate the lengthy negotiation process. Commission discussed the percentages listed on page 2, under Item (5) , and suggested the word lqlAximumll be deleted from the language; each situation would be reviewed and merit given for other site amenities offered by the developer. Commission questioned if it would be reasonable to require all dedication fees be Paid by the developer prior to issuance of a building permit. Filla and Bergly noted that other amities request all fees be paid in this manner and it would not be an unreasonable request. • Piotrowski moved, seconded by Winiecki, to recommend to Council approval of the proposed Public Use Dedication Ordinance, with the following amendments: eliminate the word "MaxiYmm',, under Section 22.-9. (1) , page 2 and under item (5) delete the time frame for payment of the fees and incorporate language which specifies fees must be paid in full prior to issuance of a building permit.
