PARK AND RECREATION COMMISSION MEETING
MINUTES, JUNE 26, 1990
Call to Order
The regular meeting of the Arden Hills Park and Recreation
Commission was called to order at 7 : 40 P.M. by Chair David Sand.
Roll Call
Present: David Sand, Pate roo,,, Mark Maqers, Don Messerly,
Dorothy McClung, and Alan Montgomery.
Absent /
Keith Enrooth and Tom Mulcahy,
Also Present
Guests: Carol Johnson, Jerry Gelao and Tony Vanelli, as well as
Council Tom Mahowald, Program Supervisor Cindy Severtson and
Parks Director John Buckley.
Approval of Minutes
Minutes of the April 24 meeting were approved as mailed.
Council Report Councilmember Mahowald reported:
- Flower beds are wonderful addition for community.
- Royal Oaks neighborhood is interested in installing
decorative street lighting to help illuminate the neighbor-
hood.
- City Hall Committee will be touring the city hall facilities
of New Brighton, Shoreview, White Bear Lake and Circle Pines.
- Council will be hiring a consultant to conduct a citizens
survey to cover residents reaction to the following survey
topics:
city services, street improvements, snowplowing, etc. , park
maintenance, program expectations, community center, new city
hall.
- Community Development Committe is being appointed to study
Round Lake development and Lexington Avenue redevelopment.
- The Arden Hills/Shoreview Rotary Club purchased and planted
12 flowering crab trees at Lindey's Triangle Park site on
Saturday, June 2 .
GATEWAY GARDENS The Gateway Gardens have been planted. Scouts
planted the flower beds at all the gateway
sites. County Road E sites were planted by businesses between
May 19 and Memorial Day.
• EAGLE SCOUT PROJECT Three Arden Hills teens are coordinating
Eagle Scout Community Service Projects with
the Parks Dept. this Summer. They are Aaron Boeckermann, Gateway
Flower Gardens; Scott Fergerson, Trail development/improvement;

and Dan Friermuth, Crepeau Park improvement.
• TORCH RUN The Parks Dept. is coordinating the City's
participation in the U. S. Olympic Festival
Torch Run. The torch run will be coming through Arden Hills on
July 4 from 11: 15 to 2 : 15. Highlight of the run through the
City will be crossing Lake Johanna in a 12-man Voyageur canoe.
AH CELEBRATION The Annual Arden Hills Celebration will be
Saturday, August 25 . Buckley and Severtson are
working with the Planning Committee to plan a full day of
activities.
SENATOR BOSCHWITZ Senator Rudy Boschwitz visited Arden Hills
TOUR on Saturday, June 30. He toured the sports
complex at the Arsenal site, industrial sites
at Round Lake and Lexington Avenue, and the flower gardens on
County Road E.
VALENTINE PLAY Buckley received three bid proposals for
EQUIPMENT completing the play structure at Valentine
Park. Miracle Equipment was selected to
furnish the play structure.
ADJOURN Meeting was adjourned at 9 : 10 PM
• GUESTS:
Ms. Johnson lives at 1595 Chatham Avenue. She will be
participating as a volunteer and runner for the Olympic Torch
Run on July 4 . She is also considering becoming a member of the
Parks Committee.
Jerry Gelao, 1911 Noble Road, expressed some concerns regarding
the Hazelnut Path resurfacing.

Park dedication and charitable gambling proceeds are dedicated to
the Park Fund. These monies can only be expended for park land
acquisition, park and trail development and salaries related to
. park development.

and to $2 , 000 1991 Proposed budget to reflect increased
engineering services requested from MSA.

SUBJECT: Tom Maggi Letter
I have been having a series of interesting contacts with Mr.
Maggi this Summer.
Mr. Maggi first called on August 13 and complained about the
sand burrs at Hazelnut Park. Park worker Quigley was assigned
the task of removing the burrs the day we received the call .
Mr. Maggi 's first letter (August 27) was received on Wednesday,
August 29 . I phoned Mr. Maggi and discussed the problem. Fred
Bell went to Hazelnut to remove the burrs.
Mr. Maggi 's second letter was received September 11 . I
personally inspected the Hazelnut play structure area and found
• no sand burrs or weeds in the sand box. There was one small
patch of burrs outside the area that will be removed immediately.
Problem: Sand burrs mature at staggering times throughout the
Summer. This area has had intense maintenance by two parks
workers and Mr. Maggi . Still, some late maturing burrs pop up.
Chemically spraying the area may eliminate the weeds, however,
potential health problems could occur.
Conclusion: Mr. Maggi is correct in stating there were sand burrs
at Hazelnut. He is a very angry person .
Mr. Maggi is not correct in stating that his phone call and
letters were ignored. The Hazelnut play structure area received
major maintenance attention this Summer and Fall .

Arden Hills has several wonderful
parks. A special aspect is the
wonderfully designed play areas for the
yowtger children. ,
But designing and building them is
not enough if the city refuses to
maintain them properly. ,
Sampson.Park is now probably the
largest mud puddle'in the county
because the city dumped the numerous
trick loads of dirt from the newly-built
path area onto the grassy and shady play
areas previously used by yo u>gstes - .
Hazelnut Parks sandy play area is overrun
with sandbars and other noxious_weeds.
Phone calls and a letter to the parks-and
notion deprir- nernt get me assruanoes
but no action.
Pm fired of the children I take to the
parks not being able to use them safely.
I'm tired of being ignored by the people
who ure supposed to be maintaining
the parks.

In order to provide the City Council with current information
for decision-making, the Council decided to conduct a citizen
survey. Decision Resources, Inc. , has been appointed by the

SUBJECT: Tom Maggi Letter
I have been having a series of interesting contacts with Mr.
Maggi this Summer.
Mr. Maggi first called on August 13 and complained about the
sand burrs at Hazelnut Park. Park worker Quigley was assigned
the task of removing the burrs the day we received the call .
Mr. Maggi 's first letter (August 27) was received on Wednesday,
August 29 . I phoned Mr. Maggi and discussed the problem. Fred
Bell went to Hazelnut to remove the burrs .
Mr. Maggi ,s second letter was received September 11 . I
personally inspected the Hazelnut play structure area and found
no sand burrs or weeds in the sand box. There was one small
patch of burrs outside the area that will be removed immediately.
Problem: Sand burrs mature at staggering times throughout the
Summer. This area has had intense maintenance by two parks
workers and Mr. Maggi . Still, some late maturing burrs pop up.
Chemically spraying the area may eliminate the weeds, however,
potential health problems could occur.
Conclusion: Mr. Maggi is correct in stating there were sand burrs
at Hazelnut . He is a very angry person.
Mr. Maggi is not correct in stating that his phone call and
letters were ignored. The Hazelnut play structure area received
major maintenance attention this Summer and Fall .

Arden Hills has several wonderful
parks. A special aspect is the
wonderfully designed play areas for the
yowiger children. 1 4
But designing and building them is
not enough if the city refuses to
maintain them properly. -
Sampson Park is now probably the
largest mud puddle in the county
because the city dunped the numerous
truck loads of dirt from the newly-built
path area onto tl c grassy and shady play
areas previously used by y=ig='&
Hawlrnrt Palls sandy play area is overran
with sa xibu rs and other noxious_weeds.

Call to Order
The regular meeting of the Arden Hills Park and Recreation
Commission was called to order at 7 : 40 P.M. by Chair David Sand.

Minutes of the April 24 meeting were approved as mailed.
Council Report Councilmember Mahowald reported:
- Flower beds are wonderful addition for community.
- Royal Oaks neighborhood is interested in installing
• decorative street lighting to help illuminate the neighbor-
hood.
- City Hall Committee will be touring the city hall facilities
of New Brighton, Shoreview, White Bear Lake and Circle Pines.
- Council will be hiring a consultant to conduct a citizens
survey to cover residents reaction to the following survey
topics:
city services, street improvements, snowplowing, etc. , park
maintenance, program expectations, community center, new city
hall.
- Community Development Committe is being appointed to study
Round Lake development and Lexington Avenue redevelopment.
- The Arden Hills/Shoreview Rotary Club purchased and planted
12 flowering crab trees at Lindey's Triangle Park site on
Saturday, June 2 .
GATEWAY GARDENS The Gateway Gardens have been planted. Scouts
planted the flower beds at all the gateway
sites. County Road E sites were planted by businesses between
May 19 and Memorial Day.
EAGLE SCOUT PROJECT Three Arden Hills teens are coordinating
Eagle Scout Community Service Projects with
the Parks Dept. this Summer. They are Aaron Boeckermann, Gateway
Flower Gardens; Scott Fergerson, Trail development/improvement;

Terry Maurer and I met with neighborhood representatives Gary
Niemczyk, Jerry Gelao and Charles Chenowith on June 5 to discuss
the Arden Trail improvement proposal .
Items discussed were:
- width of pathway, 41, 61, or 8 ' width
- pathway surfacing, grass or Cass 5 versus asphalt
- option of placing pathway on New Brighton Road or Stowe Ave .
- motorized vehicle control
- concern over the intersection of Stowe and New Brighton Rd.
Little agreement was reached during the 1 112 hour friendly/
hostile discussion . The neighborhood representatives were
opposed to any improvements in the Arden Trail .
The Arden Trail does provide the L-esidents in southwest Arden
Hills a safe option of getting to Hazelnut Park, Sampson Park,
Lake Johanna beach, and small shopping centers on Cleveland
Avenue and County Road D, without traveling on busy, narrow
roads .
The trail also provides a connection to northern trails in
Ramsey County Open Space and in the Chatham neighborhood.
RECOMMENDATION:
Arden Trail improvement be completed this summer. (See attached
recommendation from Engineer Maurer) .
ACTION REQUIRED:
If Council concurs with the staff recommendation, they should
advise staff to authorize the contractor to proceed with the
improvements as proposed in the May 14 bid award.

RE: 1990 TRAIL IMPROVEMENTS
Dear Council Members:
On Tuesday, June 5, John Buckley and I met with three representatives of the
neighborhood surrounding the proposed 1990 trail improvements. These
proposed improvements are on the City property which follows the power line
between Stowe Avenue and County Road E east of New Brighton Road.
• Many items were discussed, including the following:
1. New Brighton Road Alignment
This idea would be very difficult to implement since the current right-
of-way is only 66 feet wide. In order to construct a trail and still
leave room for a future road improvement, an additional 5-10 feet of
right-of-way would need to be acquired. The cost of this would be much
more than the construction cost.
Also, with the amount and speed of traffic on New Brighton Road this
alignment does not afford the safety of the proposed alignment.
2. Narrowing of the Trail Width
Narrowing of the trail to a 6 foot width was discussed but was not
received favorably by the three neighborhood representatives. They
proposed an unreasonably narrow width, such as two feet. Six feet
would cause some problems for two way traffic and anything narrower
would be very difficult to maintain with normal equipment.
3. Motorized Vehicles
The neighborhood representatives expressed a concern about motorized
vehicles using the improved trail . An attempt could be made to
eliminate this by the placement of posts at each end and possibly some
signage. Beyond that, the problem will be one of enforcement.

4. Gravel Surface
Use of a surface material other than bituminous, such as limerock, was
raised by the neighborhood representatives. This would be very
difficult to maintain and would not promote the type of use the City is
intending for the trail .
In conclusion, the neighborhood' s desire to leave the area alone is in
direct conflict with the City' s desire to construct a portion of the overall
trail system. For this reason it appears very difficult, if not impossible,
to reach any type of compromise which will address both concerns. A follow-
up meeting was offered to the neighborhood representatives, but they felt it
would not accomplish anything and therefore declined.
