Home My WebLink About03-27-1990 Meeting Minutes2 CITY OF ARDEN HILLS PARK AND RECREATION COMMISSION MEETING MINUTES, MARCH 27, 1990 • Call to Order The regular meeting of the Arden Hills Park and Recreation Commission was called to order at 7 : 40 P.M. by Parks Director Buckley. (Chair Sand had an "unplanned" family car malfunction at 7 : 15 P.M. Tuesday evening and could not be at the meeting) . Roll Call Present: Pattie Green, Mark Magers, Alan Montgomery, Tom Mulcahy and Don Messerly. Absent Keith Enrooth, David Sand, and Dorothy McClung. Also Present Council Tom Mahowald Program Supervisor Cindy Severtson and g P Y Parks Director John Buckley. Program Supervisor Introduction Buckley introduced Ms. Severtson to the Committee. She gave the members a brief history of her education and recreational experience. Mulcahy asked that the job description and job objectives for the Park Director and Program Supervisor be included with the March meeting minutes for committee review and input. • COUNCIL REPORT Councilmember Mahowald reported: - Council is very interested in expanding the program activities for the community. The new program position is the first City staff increase in over a decade. - Charitable gambling ordinance was adopted - all charities will pay 10% of net income on a quarterly schedule. - City Hall Committee has had two meetings. The Committee will research the options of remodeling the existing City Hall, building a new facility, and building a combination City Hall/Community Center. The City will be conducting a comprehensive City-wide survey to seek citizen input. 1990 PARK DEVELOPMENT - $234, 500 was budgeted in 1990 for Park development. This includes $175, 000 for development of the Arsenal athletic fields. The 1990 Park Development should be reduced to $59, 500. Buckley recommended that the new warming shelter be delayed at Hazelnut Park. The existing shelter could be remodeled (new siding, roof and windows) like the Freeway Park Shelter. Remodeling cost would be under $4, 500. The balance could be directed toward the community-wide beautification project. i March 27, 1990 Minutes, Page 2 The Committee reviewed the Pedestrian Trail Asphalt Priority Schedule. $25, 000 is budgeted for trail resurfacing. The resurfacing from Glenpaul to Stowe has greatly increased the use of the Hazelnut Trail. The Committee recommended that the Hazelnut Trail from Stowe to County Road E be resurfaced to complete the blacktopping of that entire trail. This trail serves as a major neighborhood link to County Road E and Johanna Beach. 1990 ARBOR DAY - The Annual Arbor Day activities (usually the last Saturday in April) will be held on Saturday, May 5, 1990, to correspond with the Arden Hills/Shoreview Clean-up Day. Scouts, 4-H clubs, and adults will be recruited to plant trees and seedlings in City parks and trails and to do some minor clean-up projects. BEAUTIFICATION PROJECT - Buckley recommended that the Park Committee and Park Department take an aggessive role in initiating and coordinating a City-wide beautification program. Emphasis would be placed in planting flowers throughout the City. The project could be planned in four phases: 1 Beautify the neighborhood parks by constructing flower beds at the entrance of all City park sites. 2 Beautify each neighborhood by organizing a Blooming Boulevard. Campaign and encourage all residents to plant flowers around their mail box poles. 3 Beautify the City gateways by constructing flower beds at City Hall, Hamline/96, Lexington/96, Lexington/Co. Rd. E. (on McGuire's property) , Co. Rd. E/Old Hwy. 10 (Lindey's Triangle, Co. Rd. E-2/Old Hwy. 10 (Chatham Open Space) , Hamline/Floral. Other possible sites: TH 51/Old Hwy. 10, Co. Rd. D/New Brighton Rd. , Co Rd. D/Cleveland. 4 Beautify Downtown Arden Hills by activating the Fall Festival and use the proceeds to finance the beautification of Co. Rd. E. Work with the Chamber of Commerce and the Co. Rd. E merchants to develop a plan for Co. Rd. E beautification. The Committee recommended that the neighborhood boulevard beautification campaign and City gateway sites be considered this year. Special efforts should be made to contact McGuire's Inn and MSI Insurance to encourage them to develop flower beds along Lexington and Co. Rd. E and along TH 51. BUSINESS - Buckley informed the Committee of the Valentine Hills PTO enrichment class project for the elementary students. The class survey and enrichment class interest was reviewed by the Committee. Four enrichment classes have been included in the Spring Program Flyer. ADAPTIVE RECREATION OPPORTUNITIES - Mounds View School District 621, Arden Hills, Mounds View, New Brighton and Shoreview Parks and Rec. Department are co-sponsoring Adaptive Recreation Activities for individuals with special needs. The activities include: Friday Night Live Social Club (teens/young adults) Saturday Fun and Play Social Club (elementary age) Bowling (fall, winter, spring) Swimming (winter and spring) Special Olympics Track (spring) Family fees do not cover the cost of these programs. Cost of supervision and instruction is high to meet the student/ instructor ratio to have a successful safe program. The Mounds View Light Brigade donated $3 , 200 at their March 5, 1990 Board meeting to help finance the programs. Inevitably band concerts, parents meetings or other obligations have fallen on our meeting nights. I have enjoyed our extremely efficient , business like meetings as well as the acquaintance of the committee members. I feel the committee has functioned very well in the role of council advisors. Several of our long term goals Have been accomplished; Hurrah for a full time helper for John. This resignation does not mean my interest has changed , I intend to continue to help the committee in any way possible and look forward to playing fields on the arsenal property in the near future !
