to order at 7:33 P.M. by Acting Ci�air Mark Labine.

Nancy Iran ar�d Roger Hickman reported that Mounds View Hick Tennis parents are
raising money for the construction of new tennis courts at MotuxLs View High. Reason
for new courts are: The High School presently has only four cx�urts. Other schools
will not play High School tennis matches at Mrxux3s View because of lack of courts
• for varsity matches ar�d courts are badly in need of repair. Present courts are laid
out east and west making play difficult due to the sun.
Option #1 8 courts $280,000
Option #2 7 courts $255,000
Fund Raising Progress to date:
- Light Brigade has pledged $92,500 in matching funds toward the
tennis project.
- School Board is favorable toward cc��letirig the project -
School District will provide some futxis toward the new oourt's.
Other local charities ar�d service clubs are beirx� asked to
support the project.
- Ms. Iran and Mr. Hicl�nan ask financial support frcan the Park
Depar-tme�zt.
$26,625 is allocated in 1993 for a single tennis court at Ingerson Park. 1"he Park
CbmTnittee would be interested in rrriing that this money be directed toward the
Nlourr�s View courts if: A joint powers agreement with the School District could
address the following concexns:
- Guarantee City use of courts during non-school use.
- School District responsible for maintenance of carts and lighting.
- School District responsible for enex�y cost.
Ricke moved, seconded by Kreidler that John Buckley negotiate a joint powers
agreement with the School District before the Committee makes a remotion to
the Council. Motion carried.

'The present Gateway flower gardens is the first step toward providing attractive
entrances into the City.
City Planner, Jahn Bengly ar�d corker, Bill Satxlers, met with the Park Committee
to discuss the possibility of creating a major gateway on the Ramada property east
of the motel parking lot on Lexington Avenue and County Road E. The motel is
required to retain 25% of their property for open space. Lhxler present on-iinance,
this 3/4 acre will not be eligible for building.
'The Committee discussed the potential gateway developanent and decided:
'The development of a mini park/gateway at Lexington ar�d
County Road E is pre-mature at this time. 'Ihe business ar�d iixh�strial
area north of the railroad tracks could have scene major changes
in the near future.
- Gateway developn�lt is lower on the priority list for develo�arent
fLuxluzg. Zhere is more need for trails and athletic facilities
(softball & soecex) , at this time.

Council approved the Mission Statement being published in the program

Council hired Dorothy Person to fill the City Administrator position

1993 BUDGET REVIEW
Buckley reviewed the 1992 Park Development and 1993 Bixiget proposal with the
Cca�anittee.

Backstop Hoods installed at Percy 1 and 4, Hazelnut, Floral,
ar�d Royal Hills parks.
- Security players's fences were installed at Floral, Ctmanings,
Perry 1 arrl 4.
- Paving trail from Ctimnnings park to Hamline Avenue.
Gateway flower beds acid County Road E flower beds were planted
and maintained.
- Buckley will be working with Mark Graham to study the drainage
problems at Valentine and Perry Park fields
- Benches are being installed on the City's trails.
Some minor grading will be c�canpleted on the trails this fall.

- Zhe Sir Playgrourxi program was held at 5 City parks; Arden Manor,
CunmLuzgs, Floral, Hazelnut and Perry parks. The 1992 program
enrollment increased by 49 participants over 1991.

Afternoon 99
Total 181 �ripared to 132 in 1991.
- Special events were held on Fridays and included the Penny Carnival.

- Fall Soccer league started September 12. This is a 2nd Year program
the response has been very favorable. Arden Hills has 106 participants
this year playing on 8 teams.
- This fall the Recreation Department will have the opportunity to use
a classrocgn and the cafeteria at the new Arden Hills U.S. Army Reserve
Center. The facility does have a number of restrictions thus, we will
be using it mainly on Wednesday and 'Thursday evenings only.
. - Please see the attached memo on Safety Camp. Should you have any
questions or conceals, please feel free to contact me.
PARK TRAIL REPC�2T:
A new multi color trail map will be printed in the near future. Zhe map will be
easy to read; Parks and trails will be readily identified.
BLS:
Light Brigade, St. Marys Church, St. Paul Turners, and Concordia Singing Society
(four charities operation out of Pot of Gold Bingo Hall) have contributed $1000 each
taaard the payment of the present Street B��zners arxi purchase of new seasonal
baruiea^s.
Mark Magers ar�d Lynette Kreidler volunteered to work with County Read E Business
representatives to select additional banners.

Don N1e_sserly volunteered to narrate a video recognizing Arden Hills properties that
have attractive, creative landscaping. Don's son, CY�-is will assist by operating
the camera.

SUBJECT: safety Camp
I am very pleased to announce that the first Youth Safety Camp was a
huge success. I continue to receive phone calls praising the program.
The ca~np ended on A2:,just 19 with a barbecue and program for the 153
participants and their families. There were approximately 450-500
people who attended this closing program.
We received a $2,000 grant from the Minnesota Department of Health to
give free bike helmets to all participants. Participants also received
a packet of information on various safety issues to take home and
discuss with their parents.
Highlights from the two days of camp included: the Smoke House which
simulates being in a house on fire and forces those inside to find
alternate escape routes, John Dooley the weather man at KSTP 5 and his
presentation on weather safety, the canine demonstration and the arrival
of the helicopter carrying Smokey the Bear. Appearances were also made
by McGruff the Crime dog and Sparky the Fire dog.
The participants were divided into six groups. Each group was lead by a
volunteer from the Lake Johanna Fire Department, Minnesota Highway
Patrol or the Ramsey County Sheriff's Department.
The program was organized by Pam Kight from the Ramsey County Sheriff's
Dept. , Margaret DuCharme-Johnson,Alternative Transportation Coordinator
in Shoreview, and myself.
The attached page includes a list of presenters and sponsors.
Although extremely time consuming to organize, the camp is a very
worthwhile and fun event for the children. I am planning to make Safety
Camp an annual event in Arden Hills.

As you know, the City of Arden Hills has experienced both residential
and commercial growth resulting in space issues for several years. City
services have been based out of the same facilities from 1951, with a
n nor addition in 1977. The City Council approved on September 14,
1992, a referendum question to be placed on the November 3, 1992 General
Election ballot. The question put to voters will be whether to issue a
general obligation bond for construction of a Public Works facility.
You are cordially invited to attend an informational meeting on Tuesday,
September 22, 1992 at 7:30 pm in the Arden Hills City Council Chambers.
This meeting will provide more information to you on the proposal to
meet the space needs of Public Works and City Hall.

SUBJECT: June Monthly Meeting
There is no pressing business for comittee consideration, therefore,
the June 23, 1992 meeting has been cancelled. Next scheduled meeting
will be July 28, 1992.
Committee Report:
CUMMINGS TRAIL, has been conpleted without any problems. The trail looks
great. It is a major addition to the City's trail system.
COUNTY ROAD E BANNERS have been installed this week. They are very
attractive and add warmth and color to the "Downtown" area.
• FLOWER GARDENS have been planted and are beginning to come into full
bloom. Volunteers have been assigned to maintain the gardens for the
su mler.
PROGRAM REPORT
T-ball and softball seasons are in full swing this summer. There are
145 kindergarten, 1st & 2nd graders playing t-ball and 163 3rd-12th
graders playing softball. Of the 163, 25 of them are playing on girl's
fastpitch teams. This is the first year Arden Hills has offered
fastpitch. We have traveling teams made up of Shoreview and Arden Hills
girls in the 18 & under, 16 & under, and 14 & under catagories.
Sumner playgrounds have started this week, despite the poor weather.
The playground programs are held at Cummings, Floral, Hazelnut, Perry,
and Arden Manor Parks. There are 81 children, ages 4-6 participating in
the morning program and 84 children ages 7 & up in the afternoon
sessions. This makes for a total of 165 participants, which is up from
last years 132 participants.
Additional programs which have started this week and continue through
the summer include golf, tennis (youth, adult, & team) , ball skills,
soccer, and gymnastics. Swimming, keyboard, fishing, ceramics, and
acting will be held beginning in July.
Youth Safety Camp will be offered as a joint program with Shoreview and
Arden Hills Park & Rec. , Lake Johanna Fire Department, and Ramsey County
Sheriff's Department. The camp will be August 18 & 19, from 7:30 a.m. -
5:30 p.m. , for children ages 9-11 years old. A variety of safety

related issues will be covered including fire, weather, electrical
safety, water & boat safety, bicycle and helmet safety and much more.
We have received grants for this program and are able to keep the fee to
$18.00 per child which includes lunches, a t-shirt and a bike helmet.

excellent program you can enroll your children in!

The regular meeting of the Arden Hills Parks and Recreation Comission was called
to order at 7:37 P.M. by Chairman David Sand.

COUNCIL REPa2T:
• Councilman Hicks Reported:
Council is working with the regional transit board to establish a circular
bus route through the City of Arden Hills. The proposed bus route would
service Presbyterian Hanes, Northwestern and Bethel Colleges, Arden Hills
Townhouses and the Arden Hills business district.
The Council agreed to contract BRW Architects to proceed with Phase I of the
new City Hall and Maintenance facilities.
Councilmembers and Staff met with officials frcan the Army Reserve Training
Center and toured the center's Administrative building. The Army Reserve
stated that the center could be used by coma=ty groups, when usage does not
conflict with the Army's schedule.

goals ar�d objectives stated in the City's Park Cca�rehensive Park Plan. Motion

Park Dept. sponsored Arbor Day Celebrations on Friday, April 24, and Saturday, April
25. Eight youth groups participated by:
Cleaning up parks ar�d trails
Planting twelve 1 1/2 inch potted Ash trees
Planted over 450 seedlings
Activities took place in Ctim�nu-igs Park ar�d Trail, Floral Park, Perry Park, Crepeau
Park and Chatham Open Area.
Flower Gardens are scheduled to be planted on Saturday, May 16. The schedules are:
• 8:00 AM Breakfast for volunteers at N1cGla.ires.
9:00 AM Planting Instructions.
9:30 AM Planting of County Road E gardens ar�d Gateway gardens.
More volunteers are needed to plant aril care for Gateway beds.
Ccarnnission reviewed the street banner designs and was divided in selection of banner
design.
Rotary Clubs of Roseville, Arden Hills/Shoreview and New Brighton will be sponsoring
a Bike-a�Ihon to raise money for the DARE Drug Program.
The 1992 Bike-a-'Thor for DARE is a 17 mile ride for Roseville and Mounds View area
students (and througYi 8th grades) and their parents. The bike route will go through
Roseville, Shoreview, Arden Hills, and New Brighton. Several thousand youths acid
adults are expected to participate.
Chair David Sand introduced David Cathcart to the Cc�¢nission.
Mr. Cathcart stated that he is a landscape architectural student at the University
of NLinnesota. He is working on a design for "Future Floral Park" as part of his
rern�iremei7t for graduation. The Cca�uni.ssion invited N�'. Cathcart to review his
design at their next meeting.

Prior to the preparation of the Park and Open Space

veloped a series of goals and objectives to provide
direction for an area-wide program for providing
park and recreation facilities . These goals and
objectives also guided the development of the Park
and Open Space Plan ; a summary follows .
I . Maintain a system of parks and programs
deve ► oped in harmony with our natural
resources to perpetuate--an environment
acceptable for both life and living .
2 . Develop parks and facilities that would
provide a wide range of individual choices
of both active and passive recreational
outlets - for the young and old , for both
sexes , for the handi -capped and for the
gifted , and for all economic levels .
3 . Develop parks and facilities in harmony
• with the natural beauty and physiography
of the land reflecting full concern for
the humane and aesthetic values of the
envi ronment .
4 . Promote and aid in the preservation of
natural scenic areas , areas of historical
significance and resource-wildlife con-
servation areas .
5 . Encourage the utilization of joint or com-
bined sites to maximize the use of all
public lands , i . e . school -park sites , pub-
lic water retention basins-park sites .
6 . Utilize all available methods and programs

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof , Mayor Sather called
to order the regular City Council meeting at 7 : 30 p .m.
Present : Mayor Thomas Sather ; Councilmembers JoAnn Growe ,
Thomas Mahowald, Paul Malone . Absent : Dale Hicks . Also
present were : City Engineer , Mark Graham; Public Works
Superintendent , Dan Winkel ; Acting Clerk Administrator ,
Catherine Iago; Recording Secretary , Foster .
ADOPT AGENDA
Mayor Sather advised that Treasurer Frank Green was unable
to attend this evening and item 7A "Receive Finance Report
from City Treasurer" should be postponed to a later date .
Council concurred.
• MOTION : Malone moved, seconded by Mahowald , to adopt the March
30 , 1992 agenda with the exception of item 7A. Motion
carried unanimously ( 4-0 ) .

MOTION : Growe moved, seconded by Malone , to approve the minutes
of the March 30 , 1992 Regular Council Meeting as

PUBLIC COMMENTS
Acting Clerk Administrator Iago introduced the City ' s new
receptionist clerk/typist , Renee Kaulfuss , who joined City
staff April 6 , 1992 . Council welcomed her .

DISCUSSION : WEST_
ROUND LAKE ROAD
City Engineer , Mark Graham said the feasibility report on
West Round Lake Road is complete wherein several options for
improvements to the roadway are examined , one option being
cold in-place recycling (CIR) . Two resolutions were
presented to Council for consideration : 1 ) Resolution 92-�25
to Accept The Feasibility Study and Order The Public Hearing
Far West Round Lake Road , and 2 ) Resolution 92-25 To Order
Preparation of Plans and Specs .
Councilmember Mahowald complimented Graham for a very
complete study . He questioned whether it would be possible
to continue to "cut and patch" West Round Lake Road until
there is a determination made as to future plans for the
street . Public Works Superintendent , Dan Winkel , reported
that the crew has been patching the road for some time and
continuing to do so would make the road usable for a couple
more years . Winkel expressed concern that each spring there
would be more road deterioration.
Councilmember Malone commented that since West Round Lake
Road is not a petitioned improvement , the City could not
successfully assess 100� of the cost of this project to the
abutting property owners . He suggested some creative
restructuring of financing be considered, which would stay
within the confines of the annual budget , but allow for
improvements to Tiller Lane , Dunlap , and West Round Lake
Road . Winkel supported Malone' s suggestion.
Mayor Sather asked Engineer Graham what he expects in terms
of bids this year . Graham responded that he expects
competitive bids , that perhaps it would be logical and
economical to do West Round Lake Road along with the other
projects already planned .
Mayor Sather said it may be wise to wait and see how the
Gateway business area develops and if development would
provide some assistance for improvement to West Round Lake
Road .
Council consensus was to definitely accomplish the Tiller
Lane project this year , but also to strive to improve Dunlap
and West Round Lake Road. Engineer Graham said the Tiller
Lane project is at a planning stage where it would need to
be handled as a separate project , but it may be possible to
plan Dunlap and West Round Lake Road together . He indicated
he may be able to complete the Dunlap feasibility study by
the first part of May if Council so desired .

SENIOR ACCOUNTING CLERK
Council. reviewed a performance evaluation and report from
Acting Clerk Administrator Iago recommending a salary
increase to $27 , 501 annually for Senior Accounting Clerk ,
Jane Lund .
MOTION: Malone moved, seconded by Growe , to approve a salary
increase for Senior Accounting Clerk , Jane Lund , to
$27 , 501 annually , as outlined in the 1992 Salary Plan,
Step 5 , effective on Ms . Lund ' s anniversary date .

FIRE SERVICES CONSOLIDATION
Councilmember Malone commented that he has some serious
concerns regarding the possibility of consolidating fire
protection service because he understands that in so doing
Arden Hills ' share of costs would actually be drastically
increased.
ARDEN PLACE DRAINAGE
Councilmember Malone asked Engineer Graham the status on
Arden Place drainage improvement . Graham said he has
ordered survey work on Arden Place to determine property
boundaries .

BANNERS, BUSINESS relating to the request for placement of banners to be
DIST. , CO. RD. E mounted on light standards in the County Road E Business
District. He explained the purpose of the signs is to
to "Downtown Arden Hills" by using a series of 20 identical
banners along the street. The banners would be 6 feet high by 2 feet wide. Bergly
advised the proposal would include a change of banner design twice during the
year, to ref lest a sturmler and winter theme.
Member Petersen stated his opposon to the banners, based on the fact that most
• banners he has seen in other communities are not well maintained.
Chair Probst indicated that part of the issue is to determine where the banners
are regulated in the Sign Ordinance. He offered his opinion that the banners may
fall within the public sign category and would not require formal approval, since
they are permitted under the existing regulations.
Member Winiecki suggested this type of signage be defined in the sign ordinance
as permitted in the "Business District"; further suggested regulations be
included which specify the area to be defined as the "Business District", and to
control the height, size and number of banners. She stated criteria for
maintenance of the banners also be included in the regulations.
Chair Probst supported the idea of the banners; indicated he does not wish to see
the use of the banners expatxled throughout the City, preferred they be limited
to County Road E.
Commission discussed the design of the banners and indicated they wished to
review the proposed design. It was suggested that representatives of the
Commission work with the business owners and Park Director to review the banner
design.
Commission also suggested that Ramsey County be contacted to discuss this matter,
since the banners are to be located along a County road.
Member Carlson questioned why the Parks department is involved in the banner
• promotion.
Planner Bergly stated the banners will be utilized in conjunction with the
"Flower Power" campaign aril Fall festival. He explained the banners may be
utilized and reviewed annually to determine if the City wishes to continue with
the program.
