. CALL TO CRDER:
The regular meeting of the Arden Hills Parks and Recreation Cco mission was called
to order at 7:37 P.M. by Chairman David Sand.
ROLL CALL.
Present: Chair Sand, Bill Guelker, Lynette Kreidler, Mark Labine, Mark Literski,
Mark Magers, Don Messerly, Alan Montgomery and Megan Ricke.
Absent: Mary Gillies, and David Moberg.
Also Present: Council Liaison, Dale Hicks; Program Supervisor, Cynthia Severtson;
Park Director, John Buckley; and resident, David Cathcart.

Counci]member Hicks lead new CaTmlission member, Mark Literski in the Oath of Office.
COUNCIL REPCRT:
Councilman Hicks Reported:
Council is working with the regional transit board to establish a circular
bus route through the City of Arden Hills. The proposed bus route would
service Presbyterian Homes, Northwestern and Bethel Colleges, Arden Hills
Townhouses and the Arden Hills business district.
The Council agreed to contract BRW Architects to proceed with Phase I of the
new City Hall and Maintenance facilities.
C.ouncilmembers and Staff met with officials from the Army Reserve Training
Center and toured the center's Administrative building. The Army Reserve
stated that the center could be used by comY mty groups, when usage does not
conflict with the Army's schedule.

Cynthia Severtson reported on new programs:
Acting Workshop (K-2 and 3-5)
Youth Racquet Ball lessons
Safety Camp (with Shoreview, North Oaks and Ramsey County Sheriff)
Fastpitch girls softball (10 & under, 14 & under, 16 & under)
Boys slowpitch (grades 6-8)
Expanded Swimming (to include Beginners)
Expanded Tennis

Tuesday, April 21, to prepare a Mission Statement for the Parks and Recreation

• To serve the people of Arden Hills by providing a comprehensive, well maintained
system of parks, trails, facilities and open space, and a balanced, well organized
program of recreational activities.
After considerable discussion, the commission added the word affordable before the
words recreational activities.
Ricke moved/seconded by Guelker that the Arden Hills Park and Recreation Commission
recomT end to the Council that the revised Mission Statement be incorporated with the
goals and objectives stated in the City's Park Comprehensive Park Plan. Motion
carried unanimously.
MISC.INEW BUSINESS:
Buckley reported:
Park Dept. sponsored Arbor Day Celebrations on Friday, April 24, and Saturday, April
25. Eight youth groups participated by:
Cleaning up parks and trails
° Planting twelve 1 1/2 inch potted Ash trees
Planted over 450 seedlings
Activities took place in Cunnings Park and Trail, Floral Park, Perry Park, Crepeau
Park and Chatham Open Area.
Flower Gardens are scheduled to be planted on Saturday, May 16. The schedules are:
8:00 AM Breakfast for volunteers at McGuires.
9:00 AM Planting Instructions.
9:30 AM Planting of County Road E gardens and Gateway gardens.
More volunteers are needed to plant and care for Gateway beds.
Commission reviewed the street banner designs and was divided in selection of banner
design.
Rotary Clubs of Roseville, Arden Hills/Shoreview and New Brighton will be sponsoring
a Bike-aJlhon to raise money for the DARE Drug Program.
The 1992 Bike-a�Ihon for DARE is a 17 mile ride for Roseville and Mounds View area
students (3rd through 8th grades) and their parents. The bike route will go through
Roseville, Shoreview, Arden Hills, and New Brighton. Several thousand youths and
adults are expected to participate.
chair David sand introduced David Cathcart to the coamission.
Mr. Cathcart stated that he is a landscape architectural student at the University
of Minnesota. He is working on a design for "Future Floral Park" as part of his
requirement for graduation. The Commission invited Mr. Cathcart to review his
design at their next meeting.
NEXT NEETIM:
The next meeting will be May 19, 1992, at 7:30 PM at the City Hall.
• Memorial Day is May 25 and will cause Council to move their meeting to Tuesday, May
26.

III GOALS AND OBJECTIVES
Prior to the preparation of the Park and Open Space
Plan , the Parks and Recreation Study Committee de-
veloped a series of goals and objectives to provide
direction for an area-wide program for providing
park and recreation facilities . These goals and
objectives also guided the development of the Park
and Open Space Plan ; a summary follows .
1 . Maintain a system of parks and programs
developed in harmony with our natural
resources to perpetuate--an environment
acceptable for both life and living .
2 . Develop parks and facilities that would
provide a wide range of individual choices
of both active and passive recreational
outlets - for the young and old , for both
sexes , for the handi -capped and for the
gifted , and for all economic levels .
3 . Develop parks and facilities in harmony
• with the natural beauty and physiography
of the land reflecting full concern for
the humane and aesthetic values of the
envi ronment .
4 . Promote and aid in the preservation of
natural scenic areas , areas of historical
significance and resource-wildlife con-
servation areas .
5 . Encourage the utilization of joint or com-
bined sites to maximize the use of all
public lands , i . e . school -park sites , pub-
lic water retention basins-park sites .
6 . Utilize all available methods and programs
for reserving and conserving open spaces .

required to provide the necessary open space
reservation approaches .
7 . Establish a continuing planning program of
reviewing the open space plan from time
to time and updating the plan as required
to reflect trends and changes .
