The regular meeting of the Arden Hills Parks and Recreation Comission was called to order at 7:35 P.M. by Chairman David Sand. ROLL CALL: Present: Chair Sand, Mary Gillies, Bill Guelker, Lynette Kreidler, Mark Labine, Mark Magers, David Moberg, Alan Montgomery, and Megan Ricke. Absent: Mark Literski and Don Messerly. Also Present: County Road E residents Pauline Hass, 1420 W. County Road E; Janean Kajer, 1434 W. County Road E; Council Liaison, Dale Hicks; Cynthia Severtson, Program Supervisor; and John Buckley, Park Director. CA= C!F OFT IC E: Councilmember Hicks directed Bill Guelker in the 1992 Oath of Office. Chair Sand and Parks Director Buckley warmly welcomed new and old Committee members. APPROVAL CiF MINUTES January 28, 1992, Minutes were approved as mailed. COUNCIL REPCRT • Councilman Hicks Reported: - council approved the preparation of Specifications for the 1992 Park Improvements - Paving Trail from Ommtings to Hamlin - Improving drainage at Valentine Park - Improve drainage at Perry #3 & #4 - Council ok'd Park Comission Solicitation of Charitable gambling money from Charities - Council has narrowed the selection of architects for designing new City Hall to two firms - A large group of residents attended the public hearing regarding the closing of the left turning lanes on Hwy. 51. No decision has been made County Road E residents Hass and Kajer informed the Park Commission of the increases traffic on County Road E. Over 7700 cars are using County Road E daily. County Road E is used by bikers and joggers from Mounds View and Bethel. The increased traffic is creating a hazardous condition. County Road E is designated as a future Bike Route by Ramsey County. The resident's asked that County Road E's present fair lane road be repainted to leave two lanes for car traffic, center lane for turning, and a lane for bikers and joggers. Labine moved (seconded by Guelker) that Park Commission recommend the City support making County Road E (from Hwy. 51 to Lindey's corner) safer by reducing traffic lanes to two - make center lane a turning lane, and stripe part of E for safe Bike • Lane. The new newsletter will be published quarterly. It will have a section for city news, and separate section for Park and Recreation Programs Spring Program flier will be in the mail by mid-April - Additional program fliers will be distributed through the schools MRPA PARK CCHMSSIC K SEMINAR: Labim reported on the MRPA Park Commission Seminar held Saturday, February 15th at Crystal Ccmnunity Center. The Seminar provided the opportunity for Commission members to share mutual interest and concerns. ABAIMCNED RAIIMAD GRADES RESSa,itrIC N: Chairman Sand read a letter from Friends of the Parks and Trails President, Neil Franey. President Franey is asking that Park and Recreation Commissions and Councils support a resolution to keep abandoned railroad grades in public use as trails and corridors. Labine moved, seconded by Guelker, that the Park Commission participate in the resolution to preserve railroad grades in public use as right-away corridors. • BUSINESS Arbor Day - scheduled for Saturday, April 25th, 10:00 AM to Noon. Flower Garden - Breakfast and Planting, County Road E and Gateway Gardens, Saturday, May 16th, 8:00 AM to Noon. Street Banners - County Road E Businesses are very interested in placing street Banners along the street. They feel the banners will be decorative and identify 'Tcwntown." LMME LAKES LITTLE LEAGUE: E Little Lakes Little League is experiencing a strong registration this year. over 1200 players have registered to date. The League is encouraging all Park Departments to: - Keep the fields in playable condition (Arden Hills was wed for their good field maintenance) . - Install overhangs on backstops at Floral, Royal Hills, Perry #1, Perry #4. - Install break-away bases when possible. - Provide safety fences in front of player's benches. Little Lakes Little League stated that they would assist in financing some of these improvements. . Montgomery stated he would be willing to contact the St. Paul Turners for money. Would like a list of improvements to discuss with the Turners. Mission Sub-committee will meet on 'Tuesday, April 21st, 7:30 PM at the City Hall. NEXT MEETIIG Newt Park Commission meeting will be April 28, 1992. Meeting adjourned at 9:05 PM. These goals and objectives also guided the development of the Park 9 p h and Open Space Plan ; a summary fo llows . lows . 1 . Maintain a system of parks and programs developed in harmony with our natural resources to perpetuate—an environment acceptable for both life and living . 2 . Develop parks and facilities that would provide a wide range of individual choices of both active and passive recreational outlets - for the young and old , for both sexes , for the handi -capped and for the gifted , and for all economic levels . 3 . Develop parks and facilities in harmony • with the natural beauty and physiography of the land reflecting full concern for the humane and aesthetic values of the environment . 4 . Promote and aid in the preservation of natural scenic areas , areas of historical significance and resource-wildlife con- servation areas . 5 . Encourage the utilization of joint or com- bined sites to maximize the use of all public lands , i . e . school -park sites , pub- lic water retention basins-park sites . 6 . Utilize all available methods and programs for reserving and conserving open spaces . additional enabling legislation may be required to provide the necessary open space reservation approaches . 7 . In essence, it is, by definition, the focal point of the Park System by which all the goals, objectives, and policy statements are derived-. Through careful analysis and discussion, the Park Commission, City staff, and the Planning Team developed a mission statement which is indicative and reflective of the attitudes and perceptions of the community as brought out through the needs assessment survey/neighborhood meetings. } The mission statement is as follows: rn)SSW?
