We would like to make every effort to maintain this excellent reputation. Hennepin County Parks is using a Mystery Park Guest Visit Evaluation program to evaluate their parks and services and staff performance. I would like to implement this Mystery Guest Program for our warming shelters and ice rinks this skating season. Enclosed are some evaluation forms. Visit the skating sites on your travels around the comiminity and phone or return your forms to the Parks & Recreation office. Thank you. Chairman Sand welcomed Dale Hicks and introduced him to the Ccumittee. ROLL CALL Present: Chair Sand, Mark Cabin, Mark Magers, Don Messerly, David Moberg, Alan Montgomery, and Megan Ricke. Absent: Mary Gillies, Keith Durooth. APPROVAL CxF Minutes of the September 24, 1991, meeting. Minutes were MINUTES approved as mailed. REVIEW 1992 Parks Director Buckley welcomed the Wynridge residence. Buckley TRAIL reviewed the total present and future trail plans with the IMPROVEMENTS Ccnmittee and residents. Items covered were: Ramsey Cbunty present and future trails, Arden Hills trails, natural surface trails, asphalt trails, increase in trail usage due to paving, and reason for paving trail connecting Qmming and Floral. Citizen concerns are: Identify location of 50 foot trail easement in relation to Liver Snap and residential properties, identify where paved trail would be located on easement, reason for moving trail off Liver Snap property, loss of privacy and possible increase in trail usage, placement of natural barrier (trees/shrubs) along . the northern boundary dary separating trail easement frcan residential properties, haw will the trail improvement be financed, need for identifying trail aooess corridor off Wynridge Drive cul-de-sac - trail users are cutting through private property. Some of the residents could not be at this meeting because of Thanksgiving plans. Cm-nittee will invite residents to their January 28, 1992, meeting to continue the trail discussion. CHATHAM Ccrmittee members received letters dating, September 11, 1991, RESIDENT, frcan Dick Ciemi nski , Arden Hills Cogmi Zity Service Officer and JAMF'S AIICHOE5 October 2, 1991, from James Nichols with the November agenda to prepare to discuss Mr. Nichols' request to purchase public open space property. Mr. Nichols stated that he was misled by Ban Con Developers on the size of his lot used in 1978. Over the years, he has planted trees, sodded and seeded and placed utility sheds and garden on Chatham open space property. He would like to resolve this situation by purchasing property from the City. The Committee expressed their sympathy with Mr. Nichols' situation but would not recommend selling park property; it is the purchaser's responsibility to know the dimensions of property being purchased (buyer beware) , this pry purchase does not benefit the public, this prqosed purchase would set a precedence for other similar requests, and this proposed purchase would eliminate access to open space property from lot on Chatham Avenue. • Chairman Sand moved and seconded by Megan Ricke for the Ccamittee to recmm-�end Council deny Mr. Nichols' request to purchase open space property. Motion carried 6 yes, 1 no. These goals and objectives also guided the development of the Park and Open Space Plan ; a summary follows . 1 . Maintain a system of parks and programs developed in harmony with our natural resources to perpetuate an environment acceptable for both life and living . 2 . Develop parks and facilities that would provide a wide range of individual choices of both active and passive recreational outlets - for the young and old , for both sexes , for the handi -capped and for the gifted , and for all economic levels . • 3 . Develop parks and facilities in harmony with the natural beauty and physiography of the land reflecting full concern for the humane and aesthetic values of the environment . 4 . Promote and aid in the preservation of natural scenic areas , areas of historical significance and resource-wildlife con- servation areas . 5 . Encourage the utilization of joint or com- bined sites to maximize the use of all public lands , i . e . school -park sites , pub- lic water retention basins-park sites . 6 . Utilize all available methods and programs for reserving and conserving open spaces . additional enabling legislation may be required to provide the necessary open space reservation approaches . 7 . Establish a continuing planning program of reviewing the open space plan from time to time and updating the plan as required • to reflect trends and changes . MISSION STATEMENT The purpose of the mission statement is to describe, in a relatively short verse, the duty or function of the Inver Grove Heights Park System. In essence, it is, by definition, the focal point of the Park System by which all the goals, objectives, and policy statements are derived; Through careful analysis and discussion, the Park . Commission, City staff, and the Planning Team developed a mission statement which is indicative and reflective of the attitudes and perceptions of the community as brought out through the needs assessment survey neighborhood meetings. The mission statement is as follows: "The purpose of the Inver Grove Heights Park System is to provide, in as cost effective manner as possible, a comprehensive, balanced, well maintained systems of parks, open space, trails and leisure oriented activities/programs for all Inver Grove Heights residents to utilize and enjoy." C QUHS OF C MC E: Councilmember Hicks directed the Committee members in the 1992 Oath of Office. WELCOME OCHMIT 'EE MEMBERS: Chair Sand and Parks Director Buckley warmly welcomed new and old Committee members. CU NMENG4/FILL TRAIL IMPROVEMENT DISCUSSION: • Buckley discussed the Cummings/Floral 1992 Trail Improvement proposal with residents and Park Ctomunity. The discussion covered the following: Review the proposed Ramsey County Trail system, review Arden Hills Trail System, financing park and trail improvements with Park Dedication Funds, review concerns expressed by residents at the November 26, 1991, Parks and Recreation Ccalmlittee meeting, time schedule for 1992 trail improvements. Resident Bill Walton acuu ented that he is very much in favor of trail improvement. He enjoys the Oak Grove on the high ground adjacent to the trail and hopes the use can be included as part of the trail improvements. Mr. Walton also indicated that some old appliances have been dumped in the area years ago and should be removed. Resident Terry Schutten also cu mwnts that he enjoys walking the trails at Cummings and Flora Parks. He indicated that a paved trail connecting the two parks would be an asset to the neighborhood. Several concerns were raised regarding steep grades on the present trail. The grading will have to be adjusted for bike safety. Cleanup the old dumping site, safety crossing across Hamlin will have to be resolved, establish a natural barrier along the trail for privacy protection, and bridge crossing the wet area should be upgraded. Chairman Sand thanked the residents for their input and invited them to stay for the remainder of the meeting. • APPROVAL CJF MINUTES Messerly moved. Council will be selecting an Architect to design the new City Hall. There will be some limited space for program use. Sue Schroeder has resigned as Bditor of the City Town Crier. Consultants are being selected to design a new City Newsletter. St. Mary's Church and St. Paul Turner's Charitable Gambling license have been renewed for 1992. All charities are committed to contribute 50 percent of their net gambling profits to groups or projects in the Arden Hills Trade Area. St. Mary's Orthodox Church is scheduled to give $4,000 to Arden Hills Parks. St. Paul Tuner's m-ist contribute $20,000 to the Trade Area by March, 1992, to comply with their license renewal agreement. Committee asked that the list of licensed charitable agencies operating in Aden Hills be secured. The Parks committee would like to actively solicit these charitable groups for contributions for Park improvements and programs. 1992 PARR Buckley reviewed the Park improvement projects scheduled for 1992. Perry Park: $9,500 Budgeted. Regrading softball fields 3 and 4. Timing is very iuportant for this project. Removing these fields from use this sLmmker would greatly effect the Youth Softball, • Youth Baseball, and adult softball programs. This project will have to be scheduled in the fall. Valentine Park: $3,500 Budgeted. This park is also under water during west season. Storm water drains into Valentine Park. The open drainage ditch on the south and east border is scheduled to be regraded. Ccmittee suggested that installation of drainage culverts should be considered for resolving the drainage problem. Backstop Hoods: $2,800 Backstop hoods are scheduled for fields used by Little Lakes Little League teams. Fields are Cummings, Floral, Perry #1, and Perry #4. Gateway Flower Gardens: $1,200 Plants will be needed for the nine Gateway Flower Garden - committee suggested that perennials should be considered for scu e of the bids. Trails - c mmings/Floral Trail: $26,523 Grading, paving, new bridge is scheduled this summer; $8,000 is budgeted for smoothing and regarding some trails in the Briarknoll area. Labine moved and seconded by Ricke that Park Cmnittee recommend the Council instruct Maier Stewart and Associates (Engineers) to provide a feasibility report for: CCIrY`1II /FLDRAL TRAIL GRADING AND PAVING Motion carried. Trail grading for trails with grass surface in the tc4mhouLse area and Briarknoll area. Park Fund principal will not go below $500,000. Labine moved and seconded by Ricke that the Parks C=Tattee rend Council approval to proceed with Perry Park regarding, Valentine ditches, backstop hoods, and flawers. Motion carried. MISSICN S ATE4ENT: Committee decided to work on the Mission Statement at their February 25 meeting. RAMSEY COUNTY SERVICE SENFENCIM PROGRAM: Bill Guelker stated that he works for the Minnesota Department of Corrections in St. Paul. He is familiar with the Ramsey County Service Sentencing Program. Inmates are available at times to do free labor for municipalities. He will provide more information on this program. Another 800 Robert Nethercut to 1000 miles of railroad grades are projected to be abandoned in the next decade, but there is Joan O'Brien no coordinated effort by state and local governments to preserve them for public use. That a fund be established for the preservation of abandoned rail corridors if public use is deemed desirable. 3. Motion carried. COUNCIL REPORT Co uici]membex Dale Hicks reported. City's Truth in Taxation Hearing was held on November 18. 'There will be no increase in taxes in 1992. Therefore, a small groom of citizens attended the meeting. The citizens expressed no major concerns relating to 1992 taxes. The Mayor and Council are discussing potential City use of the new Training Center with Army Reserve officials. Little progress has been made regarding use of the Center. pR OGRm REPORT Cynthia severtson reported she is continuing efforts to develop programs for Chippewa Middle school. The school is scmnewhat reluctant but great strides have been made. She will continue her efforts in obtaining programs at Chippewa Middle School. Ice skating lessons start in January. Session have been added due to the increase in numbers last season. A number of ski trips and various other trips have been planned for children during vacation days frcan school. See the brochure for details. The Winter Brochure is out and will be delivered this week. • I am running a few programs at St. odelia this winter. The principal is very pleased we are offering after school programs for their students. Please feel free to call Cindy if you have cmukents or questions on any programs. MISCELLANEOUS Omnittee members expressed interest in developing a Parks and NEW BLISII4ESS Recreation Department Mission Statement. Buckley presented Mission Statements from.the Plymouth, Roseville, Maplewood, Inver Grove Heights, and New Brighton Parks and Recreation Departments. Arden Hills Parks and Recreation Department goals and objectives were also presented to the Ccarnni_ttee. Ccmittee members are asked to review the statements and be prepared to write a Mission Statement at their January meeting. Buckley stated there will be no Committee meeting in December. He thanks the members for serving on the Ccuinittee in 1991 and urged them to continue serving on the Ccmrnnittee in 1992. C=Rittee members will be contacted by phone to poll their interest in 1992.
