After October 25, the Council meeting room will be under construction to accommodate staff offices. The City Council will meet at the New Brighton City Council Chambers. A reception for former and current Employees, Councilmembers, Mayors, and Committees/Commissions will commence between the hours of 11:30 am and 1:30 pm. This will be a time to reminisce and share memories of the greatest and worst moments you have experienced in the "Chamber". If you have pictures, mementos or other items to share, please bring them to City Hall. Coffee & dessert will be served �e p' 1 1� 1, , l i o a PARKS & RECREATION BOARD MEETING MINUTES September 28, 1993 CALL TO ORDER Meeting called to order at 7 : 35 p.m. ROLL CALL Present: Kreidler, Labine, Magers, Messerly, McClung Also Present: Cindy Severtson, Parks & Recreation Director Terry Post, City Accountant APPROVAL OF MINUTES Minutes of the May 25, 1993 meeting approved. PARK FUND STATUS UPDATE Terry Post, City Accountant, gave an update on the present Park Fund status. He gave possible spending scenarios realizing that dedication money is on the decline. Should the committee decide to only spend interest (approximately $20, 000) this would limit the amount of improvements to parks and trails. Future spending policies need to be established. 1993 PARK DEVELOPMENT UPDATE Severtson reviewed projects completed in 1993 . Spending will be approximately $43 , 025. This is the last year that any park maintenance salaries will be taken from this account. Projects and expenses are listed on the handout. TRAIL DEVELOPMENT PLAN Severtson informed the members that the trail south of Arden View Drive is currently located partially on townhouse property. The City has an easement that we are not using of 20 ft. in back of house #1479 and #1470 and an easement of 40 ft. in back of #1980. Messerly motioned, seconded by Kreidler, to make this trail a priority. Motion carried. Severtson will meet with John McClung to discuss obtaining an access when he develops the property needed to continue this trail. As the trail is developed, residents with adjoining property will be notified that the trail will be moved up to the easement area. Severtson asked for volunteers to form a task force to help develop a comprehensive trail plan for the City. Such a plan is necessary in applying for most grants. It is not necessary that all trails • be proposed to be paved. Magers, Kreidler, McClung showed an interest. Severtson will contact those volunteers about developing a plan as time allows, beginning of 1994 . 1993 PARR DEVELOPMENT Severtson distributed a sheet on possible 1994 expenditures. These are suggestions for improvements that need serious consideration for 1994 . She asked that all members review the list and add other ideas as they see fit. The committee needs to be prepared to discuss and possibly make decisions on spending for 1994 at the October and November meetings. PROGRAM REPORT The deadline for applications taken to fill the Program Supervisor position is October 20 . That position will hopefully be filled by early November. MISCELLANEOUS The County is in the process of a study of the speed limit on New Brighton Road. Residents have requested that the speed limit be lowered from 40 mph. Arden Hills has two parks along that road as well as a trail that crosses over it. Kreidler brought up Fall banners. Severtson will arrange a meeting • this winter with area businesses in an attempt to provide funding for Fall banners. The dimensions of the banners and the height they are hung at may need to be considered when purchasing new banners. The purpose of this meeting is to discuss roles of the commission with regards to staff and Council, makeup and representation of the committee and to identify goals for 1994. The Parks & Recreation Commission will meet with the Council from 5:45 - 6:30 p.m. in the Public Works lunchroom on November 18. Please put this date on your calendar. In the event you can't attend, please notify me. We will be discussing this at our October 26 monthly meeting. The following are outcomes of the 1993 Arden Hills Strategic Planning session by Council and staff: 1. Common themes in the City visioning: • Development of the Arsenal. • Parks & trails. • Economic Development, especially in the Round Lake and Lexington Avenue area. • Transportation. • Infrastructure improvements to include sidewalks, curbs, and streets. • New City Hall and Public Works facilities. • Expansion anion and maintenance of the quality of life (environment, recreation, etc.) . • Expanded retail development. 2. Points of Divergence or difference in the visions: • The degree of residential versus business development that will occur. • The effect that outside agencies and forces will have on the future of the City of Arden Hills. • The degree of proactive versus reactive development that will occur in the community. 3. Critical performance factors/issues: • Economic development opportunities. Maintaining control of the Arsenal property so that other agencies will not interfere/intervene in its development direction. • Ensuring significant utilities are available to support development of Arsenal property. • Establishing cooperative funding ventures to meet future needs. • Expanding the availability and use of grant monies. 4. Goals for the City of Arden Hills: 1993-95 High Priority Goals • Capture/acquire Arsenal property: Hamlin/Lexington Avenue, Highway 96 to I. • Locate a "key" occupant for GBD. • Foster a stable and effective staff culture. The City will have constructed a new City Hall facility and a Public Works facility. • The Council will have aggressively marketed economic . development to targeted investors and employers. . 5. Moderate to lower priority goals: • Develop an annual community event that will stress/establish a "sense of community". • The City will have identified alternative revenue sources and related impact on service levels and service delivery. • The City will have expanded its Parks/Trail recreational opportunities. • The City will have identified the utility system requirements necessary to support future Arsenal land use plan. • The City will have evaluated future transportation system needs on City existing roadway system.
