This was made possible by the community support of the School Bond Referendum for four courts. Four additional courts will be constructed with contributions of $92, 000 from the Light Brigade • and the Mounds View Tennis Boosters. The courts will be installed with fences, lighting, and adjacent parking under the current budget. The Tennis Boosters are still looking for contributions to assure completion of further needs. This list includes nets, wind screens, spectator bleachers on additional asphalt areas, trash enclosures, and signage. _ Mounds View School Policy #1330 assures community usage of School District facilities with priority usage by local park programs. The Arden Hills Park Department has an excellent history of coordinating summer usage of the school's facilities with Mounds View School District. The new tennis courts will enhance the City's ability to facilitate community programs. This memo is to solicit your contributions. My understanding from previous conversations is that the Arden Hills Park Department is looking to contribute $26 , 625 to complete this excellent tennis complex. Thank you for your consideration. Call to order at 7:35 2. Approved Minutes of 3/23/93 3. Council report: • Snelling interchange: decision to keep closed as is for now subject to future MnDOT development • Sign and zoning ordinance: approved and will become effective in May 1993 • City established first TIF project: 60 unit elderly housing off Cleveland near County Road E (developer is John Arkell) • Cindy officially appointed temporary Park & Rec Director and Dave Winkel as lead foreman for field staff. Dorothy Person still looking for impact from • Commission as to scope of job and description. • Motion passed at 4/12/93 City Council meeting affirming commitment to park and recreation development and enhancement of parks "program" and selection of person to replace John Buckley. Strategic Planning Commission meeting also held. • Information meeting held Saturday, 4/17, with Armory National Guard, TCAAP, County and interested cities regarding arsenal development. Denny Probst is City Council's representative in negotiations for TCAAP property. Asking for 500 acres. 4-6. Cindy summarized items on handouts: • Fred Bell will be in charge of checking play equipment. He reports to Cindy and Dave Winkel. • We get $1,000/month from pull-tab operations of Light Brigade. Also LLLL contribution to backstop roads and fencing. • Items left over from 1992 and to be done in 1993 were discussed: Perry Park grading, Valentine ditch (with public works) and grading and retaining walls along trail leading from City Hall to Colleen. • • Need to work on trail access behind homes in Keethson Addition Reiling property, and McClung. • • Committee needs to obtain legal description of currently dedicated trail easement running south from City Hall. Need to coordinate with Planning Commission. • Motion to formally notify Planning Commission of plan for trail development in City Hall area and in Round Lake area. • Council has previously approved the Park Development Plan for 1993. • Benches have already been purchased and will be located throughout the park/trail system this spring. • As to future revenues and spending, will need to discuss next meeting as interest rates drop and dedication fees dwindle. 7. Program update - Cindy reported on planning for the summer programs and summarized participation in spring programs. 8. Miscellaneous business • Flower planting-need volunteers for planting various gardens. Also need for help in weeding. • • Trails have been measured by Fred Bell. Signage to be discussed later. • May 15 is date for planting, but can plant at convenience after 5/15 - e.g., ninth grade civics class at MVHS - the lids need projects for civic service. • Banners are part way up. Had to reband and tighten connections. • For June meeting, meet at City Hall at 6:30 p.m. Shoreview Park & Rec: sharing of programs and nonuser fees to be explored further. • John's retirement party for April 29.
