ROLL CALL: Present: Chair Dave Sand, Mark Labine, Bill Guelker, Don Messerly, Mark Literski, Megan Riche. Also Present: Dennis Probst, Council Liaison; Cynthia sevextson, Program Director; Jahn Buckley, Park Director and Guest Greg Mack, Ramsey County Park Director. APPROVAL CIF MINUTES Minutes of the January 26, 1993 Minutes were approved as mailed. INIRCCUCTICN CF GREG Mr. Mack discussed, in broad terms, the Ramsey C=-fty Park budget and planning. He talked about the develcgnent of Island Lake Park and Lake Johanna. He said Tony Schmidt park is in the budget for 1994. He spoke about plans for trail expansions. He updated us with the latest information he had on TCAP. Dennis Probst shared with the committee the City's Planning Commissions Concept Developuent Plan. It is expected that some analysis will be conplete and c=vanted on by the federal goverrnnent by March 1, 1993. • CATH CF CtE'FICE Zhe oath of office was administered to Don messerly. coUN= REPCRT: Council Liaison, Probst, further elaborated on the concept for the TCAP. The City Hall and Public Works building plans are currently on hold until TC'AP is crystallized. PROGRAM REPCRT: Cindy Severtson gave the program report explaining new programs offered this spring in our brochure. Maps will be included in next quarter's mailings. MISC. ITEMS: Ice fishing - John Buckley reported on the 40th sportsmen Club's celebration. It was an apparent suers with pancakes, a medallion hunt, chili feed, sleigh rides, bonfire and storytelling. Mounds View High School tennis courts - The Light Brigade, Mounds View School District and Arden Hills would fund. We would have control of scheduling the use of the courts during non-school use and sLm ner hours. CoL=ilman Probst asked this camittee to periodically review the proposed trail. We discussed whether we should invite a member from the Planning Ccomission to a future meeting. Person, City Administrator DATE: March 22, 1993 SUBJECT: Update As you know, John has left the euployment of Arden Hills. He asked first to take a leave of absence to address the health needs of his mother-in-law. In July, he is retiring from City employment. During the upcoming months, we will be evaluating the position of Park & Recreation Director. I would appreciate your thoughts and suggestions regarding: the goals, programs and projects that you see in this position. Where do you see the City going in Park & Recreation? I appreciate your input into this process and would be happy to add your thoughts for consideration. In order to do the best review, this process will take several months, with the formulation of the job description, recruitment • and hire to follow. Arden Hills finds these areas very important to the services provided to the citizens. We do not anticipate filling the position with anything less than a well thought out and considerate approach. The staff has done a great job of helping and working with priority items. DAP:rk • • DISTRIBUTION OF PARK & RECREATION DUTIES IN ABSENCE OF PARK DIRECTOR PLANT A TREE/ARBOR DAY Date: April 24 Time: 10:00 am - Noon Primary Contact: Dave Winkel Assistants: Fred Bell/Kevin Fuller Duties: Contact same local groups who assist with Flower Power, ie: local businesses, boy scouts, girl scouts and all previous volunteers. John has already ordered 800 seedlings. Dave will handle ordering any larger size trees, and he is aware of which groups normally request these trees. John has identified the areas to be planted by the specific groups for the large trees, and the staff knows the other areas. • SOFTBALL ADULT LEAGUES Primary Contact: Cindy will make a recommendation for hiring a part-time softball coordinator. John suggests Jeff Schlief or Joe Mauricio. The cost is $365/per team, $390/Co-Rec. Heavy work for setting up rosters takes place during March and April, including scheduling, ensuring fees are received, contacting the Umpire Association, ensuring ballfield maintenance, working with rainout scheduling and tournaments. AWAIR Dates: March and April thru July 1 as latest date. Contact Person: Dorothy will followup on this item. Employee training is needed during April. Committee is already set up. Update of City policies are needed. Long Term Items: Job Description updates, identify where City is most vulnerable, check air quality in enclosed spaces, provide back lifting for training. • FLOWER POWER Date: May 15, 1993 Contact Person: Cindy, Kevin and Renee' Duties: Send letter to all volunteers and local businesses interested and form a sub-committee to contact these parties. Normal list of volunteers are: Boy scouts, Girl scouts, previous volunteers. Marge from the release program thru the Sheriff's Office has already been contacted(Kevin). Maps and names are ready and in the file. Tom & Cathy Gosrud from Arden Hills Nursery are the flower providers who have been used in the past because of providing the flowers and providing the layout of the planting(Kevin). Business Owners pay for their own flowers (Cindy followup). These duties need to be started the first part of April with letters for contacts. Itinerary: Pancake Breakfast at Ramada Inn is normally . set up for that morning starting at 9:00 am for volunteers who participate(Cindy). SUMMER CREW Date: Mid April or early May. Primary Contact Person: Dave Winkel Hiring: 3 Seasonal employees have been identified with one possibly at $7/hour($14,000 budget), Jeff Schlief because of his background having been with the City for the past 10 years. The rest of the seasonal park employees are paid $5.50/per hour. Jeremy Masso out of Hamline has been used. Normally college students are used for summer employment. Recruitment efforts should be made thru the local colleges (Cindy), also Softball Coordinator. DISEASED TREES Contact Person: Dave Winkel will handle this program on site. The bids need to be distributed and last year's contract updated. Bids open April 8 with April 12 the decision made. • YOUTH GROUPS & COORDINATION OF FIELDS: Contact Person: Cindy Severtson Recreation programs and Adaptive recreation programs should be kept at a minimum. Coordinate the use of Bethel tennis courts, Cummings Park, and Mounds View School. PARK BOARD REPRESENTATIVE: Cindy Severtson Duties: Update City Administrator of their responses and activities. PROTECTS, BUDGET & PARKS RENTAL Projects: Crew to review anticipated projects and report timeliness to Dorothy. Cindy to review with Dorothy and Terry Post budget for projects. • Budget: Dorothy to receive and review purchase orders. Staff meeting on March 29, all staff to review with Terry Post the budget for maintenance items. Rental of Parks: Contact: Cindy until clerical starts on 4/5/93. • March 18, 1993 City of Arden Hills 1450 West Highway 96 Arden Hills, MN 55112-5794 I would like to suggest the Parks Committee dedicate some time to look at bikeways/walkways at three different locations: 1. The "sidewalk" located on the west end of Lake Johanna, going up the hill towards Fairview. I believe this would be the county's responsibility but has this subject ever been addressed by your committee or by the county? It starts and stops abruptly, is always covered with sand (dangerous for bikers) , is very uneven, narrow, and it lends itself to the users walking in the street onto a limited roadway. 2 . Old Snelling crossing over to Hamline Avenue. This is actually an ongoing problem currently being pursued by the city council. Regardless of the councils final action are there any plans to have walkers, joggers and cyclists cross there? 3 . County Road E bridge over Snelling Avenue. Again this is the county' s responsibility but is potentially dangerous. Any plans for a walkway leading up to and away from the bridge? Any plans for making it safer before someone does get injured? As a policy body for trails, paths and bike ways, I believe these three areas dictate that your committee at least have some discussion (pro and con) on what type of policy or action could be taken. I realize that all of these items are out of your hands in so far as creating immediate change but you do have the ability to impact the decision makers on the city council and the county government. I appreciate your efforts and accomplishments in providing Arden Hills with the trails and pathways that already exist. I enjoy everyone of them very much.
