The first meeting of 1993 of the Arden Hills Parks and Recreation Ccu fission was
called to order at 7:35 P.M. by Chair Dave Sand.
RC1LL CALL:
Present: Chair Sand, Bill Guelker, Lynette Kreidler, Mark Labine, Mark Literski,
Mark Magers and Megan RLcke.
Absent: Mary Gillies, Don Messerly, Alan Montgcuery and Dave Moberg.
Also Present: Councilmember Beverly Aplikowski, Cynthia Severtson, Program
Sq:)ervisor; and John Buckley, Park Director.

Councilmember Beverly Aplikowski gave the oath of office to Park Ccmittee members.

Chair Sand welcc ned members to the cmmittee.
APPROVAL OF MINUTES
November 24, 1992, Minutes were approved as mailed. Motion carried.
• CCUNCIL REPORT:
Councilmember Aplikowski reported:
- Debate on reopening the Snelling/T.H. 51 intersection.
- Disca_ssed Plowing Sidewalks. Lexington will be done this year pursuant to
contract w/Shoreview.
Next year discussion on expanding trails and other sidewalks.
- Early discussions are ongoing re: Round Lake.
- Council is still considering what to do about a new City Hall.
- Council is still exploring Arsenal prospects.
MISSION S ATEMERr
The Mission Statement is printed in each issue of the Park & Recreation brochure.
Chair Sand disuses the formation of the statement and some of the things we're
doing to accanplish our mission. N rs believed the banners are beneficial.
PROGRAM RE CRT
Kate Huebsch will be soliciting feedback on the Recreation brochure. Severtson
reported that expenditures as of 11/30/92 for the year 1992 were $49,489 which was
$9,099 less than budgeted. The revenues were $80,988 which were $6,398 over
estimated.
Severtson advised that she hopes to keep program fees at current levels in 1993 to
• ensure they are affordable.
Severtson expressed a desire that any new facility could include a community room
that some of her programs can use the room during the day and on weekends.

• Ricke asked that information be broadcast somehow to parents of Island Lake students
so that they are aware that non-resident user fees should be waived by Shoreview
Park & Rec for programs held at Island Lake.
D33UDCIM REPORT.
Buckley passed out 1983-1997 Capital Development budgets. It was recognized that
scan budgeted matters have been deferred or modified. Buckley asked members to
review these items to discuss in future months. Goal is to keep annual expenditures
to $60,000.
New maps have been prepared with the help of Kate Huebsch.
Chair Sand suggested that the Player's second fences for Perry and Hazelnut be moved
to 1993 from the 1994 budget. Members were in general agreement. Safety at the
Hamlin crossing was discussed. We want to explore changing the curb and installing
signs.
There was a discussion concerning the non-development at Crepeau park.
Buckley reported as of 11/30/92 balance in fund was $556,325, dedication receipts
were $23,300, interest was $27,592, contributions were $19,000 and charitable
gambling contributions were $4,496 for total receipts of $74,438 which were over the
estimate of $57,186.
• Members of the Park & Recreation Committee have strongly rimed that the map
be distributed with the brochure!
Fishing contest celebration was discussed.
The meeting adjourned at 9:35 pm.

WIl= FROLICS ICE FISHING CONTEST
The Arden Hills Sportsman Club Fishing Contest was expanded to two days
of events this year. Saturday, February 13 - Pancake Breakfast,
Medallion Hunt, Family Sleigh Rides, Ice Skating, chili Feed, and
Bonfire/Storyt.elling were scheduled. 40th Annual Kids Free Ice Fishing
was scheduled for Sunday, February 14. On both days the weather was
mild for winter and the sun was warm and bright.
The activities for both days were planned for families. Many families
with young and older children, accompanied by parents and grandparents,
participated.
Estimated participation:
Pancake Breakfast - 80 - 100 people
Medallion Hunt - 300 - 350 people
Family Sleigh Rides - 150 - 200 people
Chili Feed - 380 - 400 people
Ice Skating on Lake - 25 - 40 people
Bonfire/Storytelling - 40 - 50 people
Ice Fishing Contest - 950 - 1,200 people
The most common feedback from many participants was: "This is so much
fun. I hope this is scheduled every year."

Family Hay Rides $200.00
Bonfire/Storytelling 175.00
Straw Bails for Event 47.93
Film/Miscellaneous Expense 11.57
Total: $434.50
Income -
Family Hay Rides $ 98.00
Balance -
(-$336.50) will come from the Park 1993 Budget.
