Lancaster, Executive Director, tibnnesom foundation, spoke to a joint meeting of the Finance Committee and the Park and Recreation Committee. The purpose of ttrisj yeti was to explore the opportunities for a foundation for Arden Hills to support the park°ses for The fund. �fr. Lancaster began his discussion by saying that there are three primary PuTP '_vnnesota Foundation. It is a vehicle to: 1) create charitable fuad�c)M��ta Foundation and charitable mares; and 3) provide opportunities for planned efts. • the St. Paul Foundation,which are related, provide smaller foundations investing and strative services. Mr. Lancaster explained that the cost to the foundations for the services of the N innes�thatpaul Foundation is approximately one perce-rt of each individual fund's capital investment• amount, approximately one-half percent is paid to the investtnem advisor, this a fixed fee, is paid to the amount vanes but it averages approximately one-half percent. The other one-half percent. Minnesota Foundation, for the administration of the fund. Apart from investing and admirustrativ e services, a major activity of The Minnesota Foundation is to help the foundations which are under its umbrella in marketing to identify donors. Approxinmely 90% of monies for foundations comes from individuals. The Minnesota Foundation is a resource. It does not actually do the job of fundralaing, but it helps foundations to implement a plan and discusses What°tom would foundations have done: In regard to the potential Arden Bills Foundation, the marketing emphasize that the foundation provides citizens with an opportunity to show affection and stewardship to their hometown. The project is over budgeted by approximately $500.00. The location of the new structure required some changes in electrical wiring which had to be done by NSP. The ball field has been moved and the backstop fence is in place. The infield will be flooded as the skating rink. The parking lot should be paved in the very near future. Already underway is Adult Fall Softball with 20 teams and Fall Youth Soccer with a record 14 teams and over 190 participants! • Minutes Arden Hills Parks and Recreation Committs_ June 28 , 1994 7 : 00 P.M. Public Works Building ------------------------------ 1 . Call to order by Megan Ricke. Members present: Lynette Kreidler, Mark Labine, Anita Larson, Mark Magers, Dorothy McClung, Megan Ricke. Others present: Cindy Severtson, Tracy Petersen, Fran Holmes (representing the Finance Committee) . 2 . May 24 , 1994 minutes were approved as written. 3 . Council report given by Mayor Dennis Probst- Mayor Sather resigned his office and Dennis Probst w-.s elected Mayor by • the Council at its June 27 meeting. This November, the positions of Mayor and two Council Members will be on the ballot. The McClurg addition has been approved and the park dedication will probably be accented as reported to the Committee earlier. The City' s budget process begins with the July work session. items not presented to the Counc� for consideration by July will have a tougher tires to be approved. 4 . Cindy presented the program report showing that the numbers for T-ball and youth softball are fairly consistent for 1.993 and 1994 . Three new summer_ programs are doing well. 5 . The Committee discussed budget issues involving the 1995 park budget, the five year park plan, and zhe Perry Park • redevelopment. d. Motions re budctat . Dorothy moved, Mark Labine • seconded, that any money not used from the 1994 budget allocation for trail development be used to hire a survey of the property dedicated to trails beginning at the City Hall going south along the townhouses through the new McClung dedication and then west under the NSP lines to Colleen, have the trail area marked and a topographical plan completed. Motion carried. The Committee could then begin to plan how to develop that trail area. Megan moved, Lynette seconded, to recommend to the Council that $24 , 800 be allocated to Perry Park redevelopment from the Storm Water Management Fund for 1995 . Motion carried. This money was originally in the 1994 budget to be used for solving some of the drainage • problems at Perry Park. When we decided to consider a broader redevelopment of the park, we suggested to the Council that this expenditure be postponed until a comprehensive park plan was in place. 6 . Cindy distributed a park checklist. Our "homework" for the summer is to visit each Arden Hills park and survey the area to determine if its adequate in our opinion, overbuilt, inadequate, comments, concerns. The completed checklists should be returned to Cindy at or before our September meeting. 7 . Meeting adjourned at 9 : 30 p.m. • 3 PROPOSED FOUNDATION FOR ARDEN HILLS ISSUES TO BE ADDRESSED AND ACTION STEPS • ISSUES TO BE ADDRESSED I. Purpose • Purpose of foundation needs to be clearly established. • For example: To provide funding for the Arden Hills Parks and Traits and to embers to contribute in order dtoa vehicle for nonprofits corporations, and community enhance the park program. II. Need for Foundation • The need for a foundation needs to be clearly set forth and quantified. • For example: The funding of the parks program from park dedication fees is being diminished. Need for matching funds for Perry Pa gran t. III. Detail Specific Programs to Be Established Possibility of renaming Perry Park if a large donor comes forth Purchase or fund a bench - name on bench or bleachers Adopt a trail program IV.Possible funding sources -Establish a proposed budget Nonprofits located in Arden Hills - Bethel, churches Corporations whose employees use parks Community at large Thought also needs to be given as to who will approach these possible funding sources - likely most effective would be community members, and methods of advertising the foundation V. Adjourn Enclosures R CITY OF ARDEN H= • MEM RANDUK DATE: June 20, 1994 TO: Parks and Recreation Camnittee FROK: Cindy Severtson, Parks and Recreation Director C 5 SUBJECT: Parks and Recreation Ccamittee Update Maintenance Report The park maintenance staff has been working with the public works staff to repair a storm sewer drainage area. This storm sewer nuns under our trail near Lexington Avenue from Cuummings Park. The area under our trail was eroding away due to the large an-cunt of water that nuns through on its way to Karth Lake. This was a potential safety hazard since someone walking or biking on the trail could have gone off the edge and fallen into the eroded area. The trail had to be closed temporarily to allow for the trucks and equipment to travel back and forth from Cummings Park. There was also an area of trail . that was breaking up because of tree roots growing up through the trail. The trail was repaired by our staff after the drainage area was filled in and new pipes were installed under the trail. The trail is back in working order and the previously eroded areas have been filled. The tennis court at Hazelnut Park has been resurfaced. Lines have also been painted on the basketball court at Hazelnut. Trees and shrubs have been planted at the new structure at County Road E and Lexington. Edging and wood chips will be added as time allows. The Cl-�nmings Park fencing project is complete. However, our crew will use timbers to build a retaining wall in back of the dug out areas. This will help to stop erosion and improve the appearance of that area. An eagle scout, Paul Straumann, has been working on projects at Cummings Park to fulfill his eagle scout requirements. The projects he is working on include; painting the hockey rink boards, planting trees and staining the warming house. It P&R Committee Update Page 2 06/20/94 New ag-lime has been added to both fields at Mounds View High School. I worked with the school district to purchase the ag-lime and had our maintenance crew spread it. New benches are in the process of being installed at Valentine Hills Elementary School. The benches at Mounds View High School will be repaired or replaced. All parks are mowed on a weekly basis The bridge from Chatham to Valentine Hills Elementary School is being paved this week. This section is also a storm sewer drainage area. The Committee repaired this last fall but were not able to asphalt before winter. Sod will be purchased to be placed along the newly asphalted trail area. Perry Park Redevelobrrient I am in the process of writing the grant in hopes of receiving partial funding for this project. The Committee also needs to discuss other possible sources of funding and identify who will approach these sources. Enclosed is a list of charitable gambling organizations who are licensed in Arden Hills as well as a list of companies who have • softball teams in our league. The committee needs to devise two or three options for Perry Park based on the amount of funding that is available. Options could include lights, sprinkler systems, dugout fencing, playground equipment, etc. Some of these improvements can be done in phases over 2-5 years. • PARKS AND RECREATION COMMITTEE MAY 24, 1994 7 : 00 P.M. Approval of Minutes: April 26 , 1994 minutes were approved as written. 3 . Park Dedication Ordinance The previous park dedication ordinance was explained. In 1991, the ordinance requirements were reduced. It was discussed whether or not the Committee wanted to recommend an increase before TCAAP development begins . Consensus was • to be as aggressive as legally permissible . The committee wants to review the City attorney' s basis for his earlier recommendations before stating our preference to the Council . 4 . Recap Of Worksession. The Committee talked about the role of this committee making recommendations . The Committee discussed Perry Park redevelopment and TCAAP and whether spending on one would preclude the other. Cindy Severtson will start a grant application for the funding of Perry Park. The Committee suggested a survey of attitudes in the Community toward funding for Parks & Recreation. 5 . County Rd D: Cleveland Gateway David Sand explained history of gateway concept . The commission should have input as to development of this property because of it ' s gateway importance . Cindy Severtson updated the Committee with the Lexington & County Road E gateway. The Committee discussed the need for and type of sign at that location. May Minutes Page 2 05/24/94 6 . Park Tour Survey Cindy Severtson suggested the Committee rate parks and trails and then in our June meeting discuss more of our finances . The Committee agreed with this plan. 7 . Council Liaison Report. Councilmember Probst thanked Lynette Kreidler and David Sand for attending the Council Worksession. He reported on City assessments . Consideration and planning T. C.A.A.
