Adjourn xx Please Call Cindy or Megan if you are unable to attend. r • MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE TUESDAY, OCTOBER 22, 1996 7:00 P.M. - 9:00 P.M. ARMY RESERVE CENTER LEXINGTON AVENUE AND HIGHWAY 96 CALL TO ORDER Chairperson, Megan Ricke called the meeting to order at 7:00 p.m. ROLL CALL Present were Chair Megan Ricke, Don Messerly, Anita Larson, Mary Robinson, Dorothy McClung, Council Liaison; Susan Keim, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. Absent were Louis Speggen and Lynette Kreidler. APPROVE MINUTES • Minutes recorded by Julie Tostenson. The September 24, 1996 Minutes were approved unanimously. Motion by Megan Ricke and seconded by Don Messerly to approve the Minutes. COUNCIL REPORT Susan Keim stated that the City Council is looking into revising the Committees in 1997. The City Council is considering making the Committees into a Task Force and give each Task Force a specific issue to work on. It was determined that the Parks and Recreation Committee and Planning Commission would stay. The City Council is contemplating building a commercial building to house City Hall on the same site as the current City Hall location, except further down on Highway 96 by Children's World. The Council is considering building a commercial building to get re- sale value, if they were to sell and re-build a City Hall on the Arsenal property. • 1 5. To continue to aggressively work with Ramsey County towards getting the • necessary improvements completed to Tony Schmidt Park. 6. To revise 5 Year Plan as necessary, including the Gateway Garden Plan. The Committee needs to continue to revise and think of new goals for 1997. They have worked on all of the above areas, but some will need to be revised for the 1997 goals. DEPARTMENT REPORTS Program Report Tracy stated that the Winter Parks and Recreation Brochure is due out at the end of November. There are a lot of school vacations for the kids in December and February. The City of Arden Hills Parks and Recreation has planned to have vacation day event trips on most of the appropriate school vacation days. The vacation day events are done in conjunction with Mounds View and Vadnais Heights. The week of MEA vacation there were two vacation day trips offered by the Parks and Recreation Department. There was a good turnout for both of the trips. The Halloween Pumpkin Hunt will be on Friday, October 25, 1996. • The Ice Rink season is g underway derwa for the 1996/1997 season. The Ice Rinks will be g Y closed on Christmas Day this year. It was asked if there are any skate at your own risk signs, rules, regulations posted. Tracy stated that there were rules and regulations posted. It was asked if the Parks and Recreation offers scholarship's for the programs. Tracy stated that there were scholarships offered. The 1996 softball season went well. Perry Park fields had a few minor problems that have been corrected for the 1997 softball season. DIRECTORS REPORT Trail Update The trail along Highway 96 overall is completed, except a few minor problem areas. The restoration needs to be finished. Ingerson Park There was an informal request from a resident to have access/easement to a small portion of Ingerson Park. The resident wants to put in a driveway through the access of Ingerson Park. Cindy will provide more information at the November meeting. • 3 CITY OF ARDEN HILLS • MEMORANDUM DATE: November 20, 1996 TO: Parks and Recreation Committee FROM: Cindy S. Walsh, Parks and Recreation Director SUBJECT: Agenda Report Public Works Superintendent-Dwayne Stafford Members of the Committee have asked to have the Public Works Superintendent attend a meeting to discuss the 5 year street reconstruction plan and the possibility of cleaning sidewalks and trails in the winter. Dwayne was directed to do some research regarding costs and options for plowing trails. He did not receive a lot of response from his newspaper article relating to snow plowing of the trails and walks. The City does not currently have the equipment to clear the trails. The Public Works and Safety Committee studied this situation as well. Dwayne can provide a summary of their findings, at the committee's request. The committee wanted to discuss various options for contracting the service or purchasing the equipment. The City is in the process of conducting a city-wide random survey through Decision Resources company. • There will be a question on the survey about snow plowing of the trails. If the trails and walks were cleared, it has not been decided if the Public Works crew or the Park Maintenance crew would be responsible for the work. The Public Works Crew obviously plows streets as their main winter priority and the Park Maintenance staff clean and flood rinks daily during the winter. This is your opportunity to talk to Dwayne about any Public Works concerns, suggestions, or compliments. 1997 Day in the Park The City Council has agreed to budget $1,000 for this year's event. The Perry Park Grand Opening cost was $971.96 last year. The committee needs to set a date for the event and decide on the location. The last discussion centered around the City Hall site with clinics and activities at Royal Hills and/or Floral Parks. If the committee would like a band, we should explore those possibilities soon. Several of the other details can wait until the January or February meeting. TCAAP Park Planning-Update Plan At this time, the large park in the TCAAP property is planned to be a 4 city complex. I have enclosed a copy of the proposed facilities for this area from 1988\1989. As the committee discussed at their October meeting, this plan should be revisited to see if any of the needs have changed. Under the current plan, which has been recommended by the TCAAP Task Force, this area is 70 acres. There is also a smaller area near Hwy 96 and Lexington Avenue for a City Park. It is my opinion that this area will service our needs in Arden Hills more than the 4 city complex will.
