MINUTES • CITY OF ARDEN HILLS,MINNESOTA PARKS & RECREATION COMMITTEE TUESDAY, SEPTEMBER 24, 1996 5:00 P.M. -7:00 P.M. CITY OF ARDEN HILLS (TRAIL WALK) The Parks & Recreation Committee went on a trail walk at 5:00 p.m. CALL TO ORDER Chairperson, Megan Ricke called the meeting to order at 5:50 p.m. ROLL CALL Present were Chair Megan Ricke, Don Messerly, Lynette Kriedler, Dorothy McClung, Lou Speggen, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. Absent were Anita Larson, Mary Robinson, Council Liaison, Susan Keim. • APPROVE MINUTES Minutes recorded by Julie Tostenson. The June 25, 1996 Minutes were approved unanimously. Motion by Dorothy McClung and seconded by Don Messerly to approve the Minutes. COUNCIL REPORT Council Liaison, Susan Keim was absent. 1997 DAY IN THE PARK The Committee made some suggestions where to have the Day in the Park for next near. It was suggested to have it at a different park each year preferably one that has just been updated, so that the public can see the results. Some suggestions were Hazelnut Park, Cummings Park and City of Arden Hills in the back yard by the trail. Some of the activities that were suggested for the event were: face painting,petting zoo, setting up a supervised activity that goes along the trail and having little prizes for the kids, entertainment, setting up a table with trail guides and old photos of the parks, t-ball or soccer clinic and having most of the same activities as last year. It was suggested to set up tents in case of rain. Cindy will check with the City Administrator about budgeting money for the event. MISCELLANEOUS • The Perry Park Little Lakes Little League field needs some work. The infield is low and the irrigation system needs to be worked on. It was asked if the Parks and Recreation Department heard any comments on Perry Park. It was stated that the City has heard nothing but good things about the park. The Committee expressed the growing need to explore additional soccer field areas. P g g r TCAAP is an obvious possibility, but may not be available in the near future. Cindy will explore other areas of land that may be available. NEXT MEETING The next meetings will be held on Tuesday, October 22 and Tuesday, November 26. Walsh, Parks and Recreation Director SUBJECT: October Committee Meeting Agenda Report 1. Playstructure at Hazelnut Park The 1997 Proposed Park Fund Budget includes $30,000 for new playground equipment. Does the Committee want to follow a process similar to the one used for choosing the playground equipment at Charles Perry Park? We could also send out a survey to residents in the Hazelnut area or meet with them to get their ideas. 2. Trail Connections to the Hazelnut Trail Edgewater and Jerrold Avenue There are 10 foot wide access easements from Edgewater and Jerrold Avenue to the • Hazelnut Trail. The access off of Edgewater Avenue has stepping stones leading to the bituminous trail. The access off of Jerrold Avenue is not improved in any way. I have had requests from residents in the Jerrold Avenue area to pave the access path. I would like the Committee to consider adding both of these areas to the Park Fund Capital Plan. Katie Lane Barry O'Meara is currently in the process of developing homes in the Katie Lane and Katie Court area. As a part of his past development, he created a 10 foot wide Outlot area that extends from Katie Lane to the Hazelnut Trail. The City received a copy of a letter and petition to Mr. O'Meara from residents in this development asking him to improve/pave the outlot trail access. Mr. O'Meara responded to the residents by telling them that the City owned that property. In looking though our records, plat maps, and tax roles, it appears that Mr. O'Meara still owns the area. It is still listed as an Outlot rather than a walkway easement. The residents are now asking Mr. O'Meara to transfer the property to the City. City of Arden Hills Attorney, Jerry Filla, is reviewing the situation. The Committee should make a formal motion to the City Council to accept or not accept the trail access.
