Director 7. Adjourn • • MINUTES • CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE TUESDAY, JUNE 25, 1996 7:00 P.M. - 9:00 P.M. ARMY RESERVE CENTER (HWY 96 & LEXINGTON CLASSROOM) CALL TO ORDER Chairperson, Megan Ricke called the meeting to order at 7:02 p.m. ROLL CALL Present were Chair Megan Ricke, Don Messerly, Mary Robinson, Dorothy McClung, Council Liaison, Susan Keim, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. Absent were Maureen Bodene & Lynette Kriedler. Others present: Jeff Smyser, Bill Frank & Lois Rem. APPROVE MINUTES Minutes recorded by Julie Tostenson. The May 21, 1996 Minutes were approved unanimously. Motion by Mary Robinson and seconded by Don Messerly to approve the Minutes. COUNCIL REPORT Susan Keim stated that the County Road E bridge was closed for construction. County Road D & Cleveland would have stop lights put in this summer. The road construction on Oak Avenue will be starting soon. • PERRY PARK . Grand Opening Update For next year's day in the park there was some discussion of having it at Hazelnut park. The City should schedule the day in the park for the first week in June in the future. This was the first year for the day in the park, the Committee knows what works and what changes to make for the following years. Playground Proposals The playstructure for Perry Park may be put at the end of the parking lot. Cindy is going to be looking into putting up some netting. The netting should be taken down seasonally. Protective netting would be necessary to stop foul balls. TRAIL UPDATE Cooperative Trails Grant Update The Council approved the trail grant from the DNR. Construction on everything south of the Arden Vista Court cul-de-sac should begin around the second week in July. The estimate for the trail project was $66,000. There should be $20,000 left over from the grant and $20,000 from the park fund to use towards next year's trail project. Cindy met with the North Townhouse Association to discuss moving their irrigation system in exchange for allowing the City to construct a portion of the trail on their • easement. Part of the trail segment may be developed in late 1996 or early 1997. Highway 96 trail will not be developed until 1998 or 1999, so the trail segment will be ready to be connected to Highway 96 when they complete their part of the construction. Trail around Round Lake The trail easement should be close to the lake. Try to get the access moved over to the east so it would tie into the trail easement on Highway 96. Dorothy McClung stated that the trail/sidewalks should not be in lieu of park dedication. Winter Maintenance of Trails and Sidewalks Dwayne Stafford wanted to get some input regarding plowing of the trails and sidewalks. There was some discussion as to whether only some of the trails and sidewalks should be done. Dorothy McClung made a motion to recommending to the City Council that the consensus of the Parks and Recreation Committee that the paved trails should be available year around. Possible options should be discussed with the Public Works Superintendent. There may obviously be some cost alternatives. Some of the trails would not be feasible to clear. The Committee needs more information on the sidewalks. Also, recommend to the Council that the money for the plowing does not come out of the park fund. Motion was seconded by Don Messerly. Walsh, Parks and Recreation Directo,�� SUBJECT: September Committee Meeting Agenda Report 1. 1997 Day in the Park Discussion The committee has previously discussed having a"Day in the Park" celebration every year. There has been some discussion about highlighting a different park every year. The City Council is agreeable to this type of an annual event. The 1997 budget includes $1000 from the community service fund to be used for this purpose. The committee should begin to brainstorm ideas, locations, and dates for next year's event. 2. Perry Park Playstructure Installation Update The installation of the playstructure is scheduled for the week of October 7. Land O' Lakes has offered to provide a few volunteers to help our maintenance staff with the installation of the equipment. There will be an installation supervisor on-site to aid in the installation. It is our intent to finish the project by the end of the week (October 11). 3. Department Reports A. Program 1. The Halloween Pumkin Hunt will be held on Friday, October 25, from 6:30p.m.- 7:30p.m. at Valentine Hills Elementary. Volunteers are needed to help with games and activities if you know of youth in need of service hours. 2. New Fall Class- Parent/Child Mini Sports--The class currently has 12 participants. It is an introductory class for 3-5 yr. olds and their parents. 3. Fall Soccer- Arden Hills has 210 kids grades 1-8 in the program.
