ARMY RESERVE CENTER (HWY 96 & LEXINGTON CLASSROOM) CALL TO ORDER Chairperson, Megan Ricke called the meeting to order at 7:05 p.m. ROLL CALL Present were Chair Megan Ricke, Anita Larson, Mary Robinson, Dorothy McClung, Louis Speggen, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. Absent were Maureen Bodene, Lynette Kreidler, Don Messerly and Beverly Aplikowski, Council Liaison. • APPROVE MINUTES Minutes recorded by Julie Tostenson. There was one change to the February 28, 1996 Minutes, Dorothy McClung stated that in the Council Report, referring to Highway 96, there should be a sentence in there stating there was a discussion regarding connecting the Arden Manor Trailer Park residents to the rest of the City by way of a trail along Highway 96. That change was noted and the February 28, 1996 Minutes were approved unanimously. Motion by Dorothy McClung and seconded by Mary Robinson to approve the Minutes. COUNCIL REPORT Council Liaison, Beverly Aplikowski was absent. PERRY PARK Grand Opening Cindy has informed the City Council, at their March Worksession, that the Committee is planning a Grand Opening Ceremony for Perry Park on June 1, 1996. Since there is not currently a budget, we will do what we can for free and find other possible revenue sources. TRAIL UPDATE On Monday, March 25, 1996, Cindy will ask the Council to approve the bids for the 1996 Trail Improvements. The main segment is from Colleen Avenue north to Arden Vista Court cul-de-sac. The two alternates are: Alternate A extends from Colleen Avenue south to Briarknoll Drive and Alternate B begins at Colleen Avenue and extends west to North Snelling Avenue. The low bidder was Thor Construction, Inc. The main segment bid was for$37,385, Alternate A was $15,159 and Alternate B is $14,375 for a total of$66,920. There is $40,000 budgeted from the Park Fund for trail development in 1996. The City of Arden Hills applied for a Cooperative Trails Grant and could receive $45,000 for the 1996 trail segments. With the grant the project would have to be completed by the end of 1997. If the grant is not received it could take up to several years to complete the project. The Wetland law is looking favorable in the legislature to change from 400 to 2,000 square feet of wetland. This would allow the trail to be constructed without any mitigation. DEPARTMENT REPORTS Program Report • The Adult Softball league registrations are going well. The other Cities seem to be down in their registrations this year. Track will be starting in mid-April and the Summer Brochure will be out mid-end of April. Directors Report Little Lakes Little League will pay to install a fence in the outfield of Perry Park. This would be in addition to their previously committed money for 1995 and 1996. NEXT MEETING The date of the next Park& Recreation Committee meeting will be Wednesday, April 24, 1996, at 4:30 to 5:00 Trail Walk, and 5:00-7:00 regular meeting at the Army Reserve Center. Walsh, Parks and Recreation Director S SUBJECT: May Committee Meeting Agenda Information The April Parks and Recreation Committee Meeting was cancelled because there were only three members who could attend. As a result of that cancellation, the May agenda will cover the items from April. The trail walk can be rescheduled for a future committee meeting if the committee still wants to view the future segment. I will repeat some of the information from the April report in the event that you have misplaced it. I have included an additional $584 that Land O' Lakes has contributed to the play structure. 1. Perry Park Update A. The committee should review the 5 year capital plan expenditures for 1997. The items in the plan now for 1997 are a new playground structure for Hazelnut Park for $30,000-$35,000 and $20,000 for trails. I feel that both items are appropriate to recommend to the City Council. If we are awarded and accept the grant, the City will need to spend approximately $40,000 in 1996 and $20,000 in 1997 to complete the entire priority trail segment. The plan also shows $3,200 for flower gardens, which includes an upgrade of the garden at Old Hwy 10 and Cty Rd E2. 5.
