MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE TUESDAY,JANUARY 23, 1996 7:00 P.M. ARMY RESERVE CENTER CALL TO ORDER Megan Ricke called the meeting to order at 7:04 ROLL CALL Members present were: Lynette Kreidler, Louis Speggen, Mary Robinson, Don Messerly, Dorothy McClung, Anita Larson, Megan Ricke, Beverly Aplikowski, Council Liaison, Tracy Petersen, Program Supervisor and Cindy Walsh, Parks & Recreation Director. Members absent were: Maureen Bodene APPROVE MINUTES • The Minutes were recorded by Julie Tostenson. The December 12, 1995 Minutes were approved by Dorothy McClung and Seconded by Lynette Kreidler. AGENDA ITEMS Valentine Hills School Play Structure (PTA request for donation) There was a discussion on how much the Committee should recommend to the Council for donation. It was stated,that we should not recommend the full amount of the request, everyone agreed. Would the money come out of the Park Fund? It was stated that instead of donating money, to donate a service, for example, landscaping. There was a motion made to recommend donating $500.00 or a service ($500.00 or under), under the circumstances that we do not have a lot of money and the City is trying to complete their projects and all play structures in our parks need to be replaced. This motion was recommended by Dorothy McClung and seconded by Mary Robinson. Tony Schmidt Park Update McCarrons Park is the first priority for finishing, Tony Schmdit Park is the second priority. The Capital Improvement Advisory Committee takes a look at recommendations from all of the organizations in the County. There is also input from the County Manager and all of the Department Heads. With the two (2) recommendations,they take them to the County Commissioners. It was stated, that we have to keep the pressure on the County. The committee members decided to write a • letter to the Capital Improvements Advisory Committee. If they started on the project, 1 Phase I would consist of all site work to be done. Phase II would consist of beach, shelter, restrooms & outdoor water fountain etc... The next meeting we will review plans and setup a meeting with Greg Mack on his timeline. 1996 TRAIL UPDATE We will recommend to Council that they approve the plans, specifications & solicitation of bids. The bidding alternatives will be the west and south leg. There has been a lot of talk in the Legislation about Wetland laws changing. Most of the residents are in support of the trails. There are two alternatives for the Arden Vista cul-de-sac five foot easement area. One (1) is to put a straight path and two (2)put stepping stones in. We need to make the trails ADA accessible. There should be a 4' wide bituminous put in. Cindy will notify abutting property owners by letter. COUNCIL REPORT It is volunteer week in April. Darlene Scott, has left the City of Arden Hills. An update on the 1996 Trail and Highway was given. There are still concerns regarding the roads and Intersections. The City is considering developing an Economic Development Authority. On the TCAAP issue legislative work is still being continued. They are only taking • action on 14 houses on the west side. Alliant Tech is still operating on the site. There was a new Committee formed, RAB and their task is to monitor the clean-up. PARK FUND BALANCE UPDATE Ogren, Roundlake& Control Data may have park dedication fees, which contribute to the Park Fund in 1996. The balance of the Park Fund as of January 17, 1996 is $502,067 according to our City Accountant. STAFF REPORT Program Report: The 1995 participation numbers are good. Adult Softball league's were down, due to limited Fall Softball league's. The number of families participating in Arden Hills is about 1075 (about 1 in 3 families). We are planning to re-look at the adult trips for 1996, because the participation was low in 1995. The Girls Hockey and Snow Football programs are going well. Tracy sent survey's out for the vacation day events, and some of the responses coming in were to do more things at the parks, rather than taking trips. The Spring Recreation Guide is due out the week of February 19th. 2 Director's Report: Perry Park Pay estimate number four(4) is due, and we are paying for that. We are looking at transferring the Storm Water Fund to the Park Fund, since it has to due with Storm Water Drainage. A Change Order will be approved for Perry Park, we are still within the original number that was anticipated. We talked about putting up side line fencing, due to the fact that there may be tournaments held at Perry Park. At the next meeting it was recommended that we talk about the an opening ceremony for Perry Park, ribbon cutting ceremony and family activity events. MN Amateur Sports The City was approached by the MASC Blaine Soccer Facility to share with four(4) other Cities,the responsibility and use of the an ice arena. The four(4) Cities involved would be; Shoreview, Mounds View,New Brighton and Arden Hills. The question that was raised was, would the City make any profit off of sharing the ice? There is a joint City Council meeting proposed for this idea. There was good feedback on this plan. Walsh, Parks & Recreation Director SUBJECT: February Committee Meeting Agenda Information 1. Trail Development As you are aware, bids are currently being solicited for the trail development from Arden Vista Court south to Colleen Avenue. The bid includes two alternatives: 1. Colleen Avenue to North Snelling Avenue. 2. Colleen Avenue to Briarknoll Drive I anticipate being able to award bids at the City Council meeting on March 11. A. Prioritization of Segments The Committee should be prepared to prioritize the future trail segments previously identified. This will help me to apply for outside funds when possible • and appropriate. Prioritization will also aid in having trails developed along selected streets as they are reconstructed. Once prioritized, I plan to share the map with the City Council. It is my hope that the Council will approve the plan as the City's official trail plan. This will allow residents and potential funding sources to see our priorities. Please bring your updated trail map with future segments identified to the February 28th meeting. B. Cooperative Trails Grant Update I have been notified by Dan Collins, Supervisor of the DNR/Trails and Waterways Unit Recreation Services Section, that Arden Hills may be eligible to receive grant funds. I previously applied for this grant in April of 1995. Upon successful completion of additional project documentation and legislation authorizing the funding of the Cooperative Trails Program, the City of Arden Hills will be eligible to receive $45,191.50. This amount is 50% of the entire segment project cost of$90,383 from Highway 96 south to Briarknoll Drive and west to North Snelling Avenue. C. Future Funding Possibilities There will be an opportunity to apply for ISTEA Funds in 1997. The section of • old Highway 10 from Bethel College North to Highway 96 will probably be our most likely candidate. During this time, the ice rinks were closed nine days due to the extreme cold/warm weather or poor skating conditions.
