MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE DECEMBER 12, 1995 7:00 P.M. ARMY RESERVE CENTER CALL TO ORDER Megan Ricke called the meeting to order at 6:30 p.m. ROLL CALL Members present were: Lynette Kreidler, Louis Speggen, Mary Robinson, Don Messerly, Dorothy McClung, Anita Larson, Megan Ricke, Tracy Petersen, Program Supervisor and Cindy Walsh, Parks & Recreation Director. Members absent were: Maureen Bodene APPROVE MINUTES The Minutes were recorded by Mary Robinson. The November 28, 1995 Minutes were approved by Dorothy McClung and Seconded by Lynette Kreidler. AGENDA ITEMS Trail Meeting Cindy gave the group an update on the information for the neighborhood meeting and outlined who was invited. She went through the presentation highlighting potential problem areas. COUNCIL REPORT The 1996 Budget has been approved. 1996 Road Construction projects have been discussed. There will be informational meetings in January with residents involved in 1996 street reconstruction. PARK FUND BALANCE UPDATE Cindy provided information on the Park Fund Balance. She will keep us updated on the account. Concern about future of Park Fund was discussed. Dorothy recommended and Lynette Seconded the proposed 5 Year Capital Spending Plan. 1 CITY OF ARDEN HILLS MEMORANDUM DATE: January 18, 1996 TO: Parks & Recreation Committee FROM: Cindy S. Walsh, Parks & Recreation Director SUBJECT: January Committee Meeting Agenda Information 1. Valentine Hills Elementary School Playstructure The City of Arden Hills has been approached by the PTA to donate $10,000 towards the proposed playstructure at the school. The City Council has referred this to the Committee for discussion and a recommendation. I will bring the plans of the proposal to the meeting for your review. While I agree that the school is in need of a new playstructure, I have a few concerns. 1. The structure seems elaborate. The final cost with installation will be approximately $54,000. 2. As you know, we are trying to raise funds for the playstructure at Perry Park and begin replacing our other structures on an annual basis. Would this take precedence over structures in our City Parks? 3. I assume, if Council agrees to participate, the money would come from the Park Fund, which could take the place of other items. 4. The school district is only planning to contribute $7,000 to be used towards the installation of the structure. On the other hand 1. Our T-ball and Softball programs use the ballfields during the summer. Families may use the structure during games. 2. It does serve a neighborhood park function for that neighborhood. I will be asking for your thoughts on this issue. 2. Tony Schmidt Park Update In summary, the Ramsey County Parks & Recreation Commission and Greg Mack, have ranked Tony Schmidt Park number two (2) for 1997. Their number one (1) recommendation is to finish McCarrens, which they started in 1996. Historically,the top two (2) projects have been funded. All funding requests now go to the County Manager and the Capital Improvement Advisory Committee for review. These two (2) groups make recommendations independently of each other to the County Commissioners. s TRAIL MEETING WITH RESIDENTS DECEMBER 12, 1996 7:30 - 8:30 P.M. ARMY RESERVE CENTER Meeting was called to order at 7:33 p.m. Overview of Trails Cindy Walsh discussed the trail segments that would be done in 1996 and beyond. Ms. Walsh reviewed with the residents the entire trail plan. She stated that the segment north of Arden Vista Court would be dependent on funds, but that it would eventually tie into a Highway 96 trail on the south side. Ms. Walsh also reviewed where Arden Hills has other paved trail segments in the City that would connect with the proposed trails. Funding Cindy Walsh indicated that funding for the trails would come out of the park fund which is based park dedication fees and contributions from charitable gambling. She indicated that there would be no tax assessment or tax dollars used on the project. Timeline Bids for the proposed trail would be done in January. Construction would help in May or June depending on weather. Questions & Answers Dave Buerkle - 4265 Norma Avenue - concerned what the 25 foot drop and kids coming down on bikes and skateboards. Greg Stonehouse - Cut notch out of hill/retaining wall 3 - 4 feet on east side of easement. Dave Buerkle - What about stop signs? Are speed bumps a possibility? Dorothy McClung -Needs to be ADA accessible & unsafe. Megan Ricke - Like to connect with main trailways. John McClung - Would you consider putting a rumble strip or turns on this area? Greg Stonehouse - Probably put signage in the top of the hill/possibly pedestrian crosswalk/will try to make the last 10 -20 feet flat. Frank Schuna- 1503 Briarknoll - What about retaining wall? I'm concerned about drainage into depressed area; where is drainage going to go? • Greg Stonehouse - Runoff to the street. Jim Dlugosch- 1482 Arden View Drive Why does the trail need to be 8 feet wide? What about an extended bridge?
