CITY OF ARDEN HILLS MEMORANDUM DATE: November 22, 1995 TO: Parks & Recreation Committee FROM: Cindy S. Walsh, Parks & Recreation Director SUBJECT: Director comments regarding the November agenda 5 Year Capital Plan and Gateway Gardens I have enclosed a copy of the dates that each of the playstructures were built in the parks. I have chosen the oldest structures and inserted them in the Capital Plan. We should continue a replacement program for the playground structures on a 10 -12 year schedule. The capital plan also reflects the Committees past discussion to recommend spending $20,000 per year on trails. We may want to combine two years worth of money like we are doing in 1996 ($40,000) to develop a larger section at one time. Keep in mind that the "west leg" segment, which connects with the proposed 1996 trail, is estimated to cost $10,500. If we receive competitive bids, Mayor Probst recommends developing that section in 1996 too. If not in 1996, it would be an inexpensive piece to do in 1997. The final thing I have included in the 5 Year Capital Plan is money to upgrade a Community Flower Garden location each year. The Committee needs to prioritize the upgrade locations. The Capital Plan does not include items; such as, seal coating trails, resurfacing tennis and basketball courts, replacing of basketball backboards and other maintenance items that have been funded by the Park Fund in past years. The City Council has agreed with my recommendation to include all maintenance items in the Park Maintenance General Fund budget. 1996 Goals Representatives from the Parks and Recreation Committee will meet with the City Council on December 21 to review 1995 goals and set 1996 goals. Please formulate a few possible goals for the Committee next year. Trail Segment Priorities Included in your packet is a map highlighting the priority trail segments, which were discussed at the October meeting. The City Council was supportive of this proposal. They did suggest including residents along the west segment for the December 12 meeting. We could then meet all the residents at one time to discuss the entire plan. If bids are low, we may consider developing additional segments in 1996. • MINUTES CITY OF ARDEN HILLS,MINNESOTA PARKS & RECREATION COMMITTEE OCTOBER 24, 1995 4:30 P.M. CITY HALL (1450 WEST HIGHWAY 96) CALL TO ORDER Megan Ricke called the meeting to order at 5:55 p.m. A trail tour proceeded the agenda discussion. ROLL CALL Members present were: Lynette Kreidler, Louis Speggen, Mary Robinson, Don Messerly, Dorothy McClung, Anita Larson, Megan Ricke and Cindy Walsh, Parks & Recreation Director. Members absent were: Maureen Bodene, Council Liaison, Susan Keim and Tracy • Petersen, Program Supervisor. APPROVE MINUTES Minutes from September 26, 1995 meeting were approved by Dorothy McClung and seconded by Lynette Kreidler. AGENDA ITEMS Trail Discussion The Committee took a tour of the trail from Briarknoll Drive to Arden View Drive. This is the area which is the next priority for trail development. The Committee recommended an expenditure of$40,000 from the park fund in 1996 for the development of a segment of this trail area. After walking the trail, it is obvious that the area to the east of McClung's new development will require a bridge over the wetland area. Staff would recommend developing the area of McClung's new development before the homes are built. The other priority area for paving in 1996 is the segment north of this area where property owners have planted trees, shrubs and a putting green on the City trail easement. The Parks & Recreation Committee will recommend that the above described area be the priority for trail development in 1996. • 1 Representatives from the Committee and Cindy will meet with the North Townhome Association in November to talk about possibly using an area of the grass trail that currently exists on their property. The area of the City easement, north of Arden Vista Court and south of Arden View Drive is very difficult terrain, which is predominately wetland. It may not be feasible to build a trail on this section of the City easement. The North Townhome Association has sprinkler heads on our easement on the section south of City Hall, which should be removed at their expense. The Committee will plan a meeting with the residents on the first priority trail area on December 12, 1995 from 7:30 - 8:30 p.m. The monthly meeting will be from 6:30 - 7:30 p.m. Staff will work with Greg Stonehouse to prepare cost estimates for the trail segment. MSA will also prepare logistical plans for the trail before the meeting with the residents. COUNCIL REPORT Council liaison was not present. TCAAP UPDATE Vento's Committee gave final approval to the plan on Saturday, September 30, 1995. Two public hearings were held prior to the final approval. The first was on October 14, 1995 at Mounds View High School. Less then 50 people attended the meeting. The second public hearing was Monday, October 23. Approximately 200 people attended this meeting at the Shoreview Community Center. Dorothy McClung reported that the people who spoke seemed in favor of making the entire area open space. Several Parks & Recreation Committee members commented that they were in favor of the plan which was developed and proposed by a committee made up of Arden Hills residents. A lot of time, effort & consideration went into the plan.The proposed development includes the areas which are already developed with buildings. Dorothy indicated that those in favor of all open space don't seem to understand that the area along Highway 10 is already developed. It would be difficult to make that area into open space. The Committee members stated that the City needs a Community Park for the residents where active recreation can occur. If the entire area was open space, who would pay for it's maintenance? Areas should be accessible to people with disabilities so obviously some costs would be incurred. GATEWAY GARDENS AND 5 YEAR PLAN The committee discussed a few priorities. This topic was deferred to the November meeting because of a lack of time. • 2 STAFF REPORT Program Report: Tracy Petersen was ill and not able to attend. Directors Report: The park dedication for the Townhomes of Lake Valentine is currently based on the purchase price and is $8,012.52. Perry Update Things are going well at Perry Park. The contractor has yet to finish the lights this fall. A second, lift of asphalt will be put on the parking lot next spring. NEXT MEETING: Next meeting is set for Tuesday, November 28, 1995 at 7:00 p.m. at the Army Reserve Center. ADJOURN Meeting was adjourned at 7:20 p.m. 3 Director's Report Megan Ricke, Dorothy McClung and I met with the North Association Board to discuss obtaining additional easement south of Arden View Drive. The board seemed receptive to the idea if the City would incur the cost of changing legal descriptions and moving their sprinkler system (on the easement north of Arden View drive). The board will discuss it further and consult their attorney. I will not be able to meet on Tuesday evening at 7:00 p.m. in February, March or April, because of a conflict with a graduate class. Would the Committee consider meeting earlier those months similar to what we did in October or on another night? I would like to discuss the options at our next meeting.
