Adjourn ** Please Call Cindy or Megan if you are unable to attend. MINUTES • CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE SEPTEMBER 26, 1995 7:00 P.M. ARMY RESERVE CENTER (HWY 96 & LEXINGTON CLASSROOM) CALL TO ORDER Anita Larson called the meeting to order at 7:03 p.m. ROLL CALL Members present were: Lynette Kreidler, Maureen Bodene, Louis Speggen, Mary Robinson, Don Messerly, Council Liaison, Susan Keim, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. Also present : Peggy Lynch, Friends of Parks & Trails, Greg Mack, Mark Nolan, Ramsey County Parks & Recreation and Tami Moberg, Arden Hills resident. Members absent were: Chair, Megan Ricke APPROVE MINUTES Minutes from August 29, 1995 meeting were approved by Dorothy McClung and seconded by Lynette Kreidler. AGENDA ITEMS Ramsey County Tree Sale Peggy Lynch was present from the Friends of the Parks and Trails. She informed the Committee that Ramsey County has a tree program in which trees are available for sale. Ramsey County also has a program in which individuals, groups, etc. can donate trees to parks. Peggy asked that Arden Hills come up with a list of trees they would want in their parks. This will be included in a press release. Donors can then select a specific park in which they want their tree donated to. Peggy recommended that thank you letters be sent from the City to acknowledge that a tree has been planted in one of their parks. • 1 Tony Schmidt Park Discussion Greg Mack, Ramsey County Parks & Recreation Director, presented to the Committee a sketch of how Tony Schmidt Park would be redeveloped. The project would be done in three phases: 1. Shoreline 2. Picnic Areas 3. Northern Trails The Tony Schmidt Park project was rated the number four project within the Parks and Recreation Department. McCarron's Park was selected this year as the Parks number one priority based on a set of criteria. The criteria included: geographic/development, socioeconomic, accessibility by bus and the overall fact that McCarron's was physically in worse shape than Lake Johanna. Greg explained that they bid their Park& Recreation projects into the County's overall request system. Greg also noted that Lake Johanna is not a regional park and; therefore, is not eligible for regional park funding. Mark Nolan, Parks Chair of the Ramsey County Parks Commission indicated that Lake Johanna is still a very high priority with his Committee, but hasn't been a high enough priority to be funded. Members for the Committee asked Greg and Mark what Arden Hills needs to do so to • ensure that Tony Schmidt is a top priority for 1997. Greg Mack suggested that our Committee write a letter to our County Commissioner as well as attend some of the priority meetings for Ramsey County. Tami Moberg, a resident of Arden Hills who lives near Lake Johanna, voiced her concerns about the safety and general deterioration of the park. She indicated she would be willing to put together a petition within her neighborhood, if needed. Mark Nolan indicated that the public needs to get more involved by promoting positive behavior in the parks and creating some good publicity. Dorothy McClung questioned the County about its interest/involvement in TCAAP. She feels that the County has not been strong enough in expressing any of their desires for the TCAAP site. Mark Nolan indicated he would let his Committee be aware of this. COUNCIL COMMENTS Susan Keim indicated that the City Council accepted the EAW on the Ogren Development and that they felt that an EIS was not necessary. County Road F is completed, except for some sodding. Temporary striping has been put in until it can be striped in the spring. Retainage Fees for County Road F have been requested in lieu of insurance claims for Valentine Park. 2 Susan Keim indicated that for the most part, construction on Stowe Avenue is done. Susan also mentioned the Committee barbeque to be held on October 3 at City Hall at 6:00 p.m. in honor of Cities week. TCAAP UPDATE Dorothy indicated that the reutilization Committee has come up with their final plan, along with the Arden Hills Task Force. The Community will be able to comment on the plan before it is submitted to Vento's Office. TRAIL TIME LINES Cindy indicated she would like to bump up the time lines for the City Hall/McClung trail in order for construction to begin in April or May. She indicated she would like the Committees to meet with Engineer Stonehouse at 4:30 p.m. on October 24 to walk the trail. Parks and Recreation Committee meeting would follow at City Hall. A meeting with residents along the trail will be set up at this meeting as well. STAFF REPORT • Directors Report: Director Walsh gave an update on Perry Park. Perry Park is complete except for the lighting, a final lift on the parking lot and some minor finishing touches. She indicated that the parking lot will be paved in the spring and that additional fencing may be needed for the Little Lakes Little league field and the adult fields. Cindy indicated she would like to do a dedication for the park next June. Cindy informed the Committee of the repeated vandalism at Hazelnut Park with the warming house and satellite. Program Report: Tracy reported that the afterschool programs for fall are starting and are very successful. The pre-soccer program is going well. They also informed the Committee of the departments Pumpkin Hunt to be held on October 27 at Valentine Hills School. NEXT MEETING: Next meeting is set for Tuesday, October 24, 1995 at 4:30 p.m. at City Hall. ADJOURN Meeting was adjourned at 9:07 p.m. • 3 CITY OF ARDEN HILLS MEMORANDUM DATE: October 18, 1995 TO: Parks & Recreation Committee FROM: Cindy S. Walsh, Parks & Recreation Director SUBJECT: October Parks & Recreation Committee Trail Walk We will meet as a group at City Hall and car pool to Briarknoll Drive. With $40,000 that is budgeted, it may be possible to get the asphalt trail in as far north as McClung's 4th addition. Greg Stonehouse, the City Engineer and I walked the trail last week. The terrain of this first segment will be difficult. Extensive grading, clearing and grubbing of trees and one or two bridges will be needed in this area. After the walk, we will discuss the difficult areas, possible solutions, estimated costs and set timelines to meet with the residents. I have included a copy of some initial trail easements. Master Plan for Gateway Gardens One of the Committee's goals was to develop a master plan for expanding one of the City's gateway garden areas each year. Due to construction this summer, the Committee decided not to make any permanent improvements in 1995. The Committee should consider which sites to upgrade and then set a master plan. Review Five Year Plan Expenditures This was also one of the Committees goals for 1995. I will bring a copy with essential upgrades. The Committee can discuss other projects and funding timelines. It is necessary to begin scheduling the replacement of the playground structures at the parks. I have enclosed a copy of the playground structures that exist in our parks and the age of each. Council Worksession December 21 The Mayor and the City Council are meeting with each Committee to review their 1995 goals and set 1996 goals. They are requesting two or three members from each Committee to be present. I will let the Committee know when their designated times is to meet with Council.
