CITY OF ARDEN HILLS MEMORANDUM DATE: September 19, 1995 TO: Parks & Recreation Committee FROM: Cindy S. Walsh, Parks & Recreation Director SUBJECT: September Parks & Recreation Committee Ramsey County Tree Sale Peggy Lynch, from Friends of the Ramsey County Parks and Trails, has asked to talk to the area Parks & Recreation Committees. Her intent is to inform the Committee about their annual tree sale. There may be a way that the City of Arden Hills could publicize this program to help residents who want to plant trees on the boulevard, trails, etc. Her presentation will be 10 -15 minutes and informational in nature. She is not looking for any commitment from the City. Tony Schmidt Greg Mack will be present to talk to the Committee about future improvements to Tony Schmidt Park. It is imperative that the Committee speaks strongly about wanting the redevelopment of this area to be a priority. The concept has been presented to us several times. We need to know when it will happen. I encourage you to talk to your neighbors to get their ideas. Trail Timelines The Committee has previously discussed a meeting with these residents in February of 1996. I would like to suggest and discuss a more aggressive timeline. It would be in our best interest to solicit bids in February to ensure that we get competitive prices. I would suggest the following timelines: October - Meet with Engineer. November - Meet with residents. December - January - Additional meeting with residents, if necessary. - Council approval to solicit bids. February - Solicit Bids. March - Approve Bids. April - May - Begin Project. The TCAAP and Perry Park updates will be discussed at the meeting. Please contact me if you have any questions about the agenda items. CSW\jt MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE AUGUST 29, 1995 7:30 P.M. ARMY RESERVE CENTER (HWY 96 & LEXINGTON CLASSROOM) CALL TO ORDER Chair Megan Ricke called the meeting to order at 7:07 p.m. ROLL CALL Members present were: Chair Megan Ricke, Lynette Kreidler, Maureen Bodene, Mary Robinson, Don Messerly, Council Liaison, Susan Keim, Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor. APPROVE MINUTES Minutes recorded by Mary Robinson. Correction of the July 25 minutes, page 1 was amended to read, "Meeting was called to order at T25 p.m." Corrected July 25, 1995 minutes were approved by Mary Robinson. Megan Ricke arrived late. AGENDA ITEMS Tree Planting The City Council asked that the Parks &Recreation Committee review Mrs. Daub's request, regarding the planting of boulevard trees. The Committee reviewed the ordinance and decided that the City should not get involved in paying for the planting of boulevard trees. Members were concerned as to where you would draw the line if other neighborhoods requested the similar thing. The Committee also felt that it was not the City's responsibility to plant the boulevard trees as a noise barrier to Snelling Avenue, as Mrs. Daub's requested. Members felt that if residents wanted to plant their own trees that they should do so according to ordinance and be responsible for maintaining them as well. Cindy Walsh mentioned that the rotary would be planting trees in Arden Hills this year and that if they chose, they could put some trees in this area. The Committee decided to revisit this issue periodically. A possibility of a bulk tree sale was also discussed. • Tony Schmidt Park Greg Mack will be present at the September 26, 1995 meeting. The Committee needs to present a unified front and have an agenda ready to discuss. The Committee talked about opening up the area so that it would be easier to enforce. Members were interested in new playground equipment, possible ballfield, new shelter facility and general cleanup of the park. All members agreed that the main issue is to try and get Tony Schmidt to be number one (1) on Ramsey County's priority list. The Committee wants to ask Greg Mack how to get the project off the ground and show that the community is interested in the park. The idea of getting some community feedback was discussed. The Committee also discussed the issue if a local/county trail linkage. Trail Map Cindy questioned as to whether the small asphalt trail in the east side of Lake Johanna Boulevard was that of the homeowners or the County. Council Liaison, Susan Keim mentioned that the Cleveland Avenue Bridge was destroyed by arson. The Committee suggested that if it is rebuilt that it is reconstructed with a walkway. The Committee also recommended that we approach the County to run a bile trail through Tony Schmidt Park, that would connect to our existing trail. Also, discussed was the Old Highway 10/Round Lake area and the possibility of trails, if the gateway business is developed. Cindy mentioned that most cities along Highway 96 will have the trail along the south side, but that we need to remain flexible in light of TCAAP. The Highway 10 intersection will also be a discussion priority. The Committee also recommended that we set up a meeting with residents along the McClung trail. We also need to invite people who live along area streets, as well. County Road F has been set up so that in the future a trail could be added. Director, Cindy Walsh asked Committee members to be on the look out for places for future trails. The trail map will be discussed again at future meetings and ideas shared with the City Council. COUNCIL COMMENTS Susan Keim stated that County Road F is well under way. There have been a few drainage & sewage problems due to the rain, flooding, etc. The construction of Stowe Avenue is going well. The Arden Hills TCAAP Task Force introduced its sixth and final plan to the City Council. This plan included a town center, open space, recreational facilities, commercial etc. The City is trying to get on the Army's BRAC list, which would help with future funding of TCAAP planning. Mayor Probst congratulated the Arden Hills Little League team for their outstanding performance during the summer and at the Little League World Series. MISCELLANEOUS Cindy stated that a plaque for the Little Lakes Little League team will be put at Perry Park. Cindy is planning to do a grand re-opening in May/June at Perry Park and put up • the plaque at that time. The Committee also discussed the return of the Town Crier. The future of Ingerson Park was also talked about. Megan mentioned that the Council recognizes the work the Committee and staff had put into Perry Park. The rotary will help plant trees at Perry Park. STAFF REPORT Tracy mentioned that the Fall Soccer program will be underway September 9, 1995. Participant numbers are similar to last year. Fall programs will begin at the end of September/early October. NEXT MEETING: Tuesday, September 26, 1995 ADJOURN The meeting adjourned at 8:45 p.m. •
