CALL TO ORDER
Chair Megan Ricke called the meeting to order at 6:37 p.m.
ROLL CALL
Members present were: Chair Megan Ricke, Louis Speggen, Lynette Kreidler,
Dorothy McClung, Mary Robinson, Anita Larson, Maureen Bodene, Susan Keim, Council
Liaison; Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program
Supervisor.
• APPROVE MINUTES
Minutes recorded by Mary Robinson. The minutes were approved by Lynette Kreidler -
Second Anita Larson.
AGENDA ITEMS
TCAAP
Tour of the area - amazed at the number of buildings in the area and the beauty of some of
the areas. The planning and thinking for TCAAP property should be expanded - make a
true "wish list." The TCAAP Committee must have three Public Hearings before
September. Anita Larson discussed her"wish list" that she gave to the Commission.
Tony Schmidt Park Discussion - Louis suggested inviting Dick Wedell and Greg Mack to
discuss our concerns at proposed August or September meeting. It was mentioned that
Committee members should write to the Ramsey County Commissioners voicing their
concerns of Tony Schmidt Park.
Trail Walk
Don Messerly, Cindy Walsh, & Lynette Kreidler, both Townhome Associations and City
Engineer, Greg Stonehouse walked the proposed McClung Trail. The Townhouse
Association does not sound willing to give the city additional easement. It sounds as if we
will use our existing easement throughout the trail. Notices will be sent in August
• notifying the residents of the proposed trail. A September or October meeting will be
planned with those residents. The letter should be sent out soon to be sure they are aware
what is the proposed trail.
. Lynette feels we should proceed with this trail segment before all of McClung lots are
developed.
MISCELLANEOUS
Questions concerning weed control along the trail easement were brought up. There have
been complaints from the residents on this subject. Suggestion was to notify residents if
there is/will be spraying and post signs to warn pet owners. If the City does spray for
weeds, warning signs are posted. There are also several residents who don't want any
weed control.
Comprehensive Trail Plan - At the June meeting we need to look at all of the City's
easements, surrounding cities trail systems and the Ramsey County trails in further
developing of our trail plan.
COUNCIL REPORT
1. County Road F - No walkway per neighbors request on the south side of the road.
2. Public Hearing June 12 - On County Road F.
3. The City is close to developing 694 & 35W - Gateway area. The City is looking at
a plan for an office building and other buildings in that area.
4. Trying to confirm costs for EAW on Ogren project.
STAFF REPORT
Fundraising Update - A total of$122,000 has been obtained through outside sources.
The current estimate of the redevelopment of Charles Perry Park is $362,750 (excluding
the playground structure). If$200,000 could be used from the Park Fund, phase I may be
completed this year. Council approval will be sought to solicit bids for the project.
Additional funding opportunities are still being pursued.
