Adjourn. * We will meet with the residents around Perry Park from 7:30-8:30 p.m. * Please bring your calenders ** Please Call Cindy or Megan if you are unable to attend. • MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS & RECREATION COMMITTEE TUESDAY, APRIL 25, 1995 7:00 P.M. - 9:00 P.M. ARMY RESERVE CENTER (HWY 96 & LEXINGTON CLASSROOM) CALL TO ORDER Chair Megan Ricke called the meeting to order at T23 p.m. ROLL CALL Members present were: Chair Megan Ricke, Louis Speggen, Lynette Kreidler, Dorothy McClung, Mary Robinson, Susan Keim, Council Liaison; Cindy Walsh, Parks & Recreation Director; and Tracy Petersen, Program Supervisor . Also present Don Messerly. Absent was Maureen Bodene and Anita Larson. APPROVE MINUTES • Minutes recorded by Mary Robinson. The minutes were approved, unanimously. AGENDA ITEMS Minutes TCAAP Dorothy McClung reported on the TCAAP property and recent meetings that have taken place. The plans and discussions won't come to the forefront for many years. Alliance Tech has a long term contract with the Defense Department which also limits the actual property available for reclaiming. Alliant Tech has plans to remain on the TCAAP site. The group will continue to meet once a month to develop a long-range plan to Bruce Vento's office by October. Perry Park Discussion Reviewed neighbors concerns regarding the proposed improvements. Megan recapped a number of discussions that she has had regarding Perry Park. If a field were to be designated for Little League use at Perry Park, then they would be more willing to invest money into the development of the project. Discussion followed on what we as a committee need to do over a long-range period. The residents are in favor of seeing changes at the park. The poor drainage erosion, lack of parking, and small overlapping ballfields are of concern to them. They would like more enforcement by Ramsey County • Sheriff. Cindy has contacted the Commander to be present May 23, 1995 to meet with the Perry Park residents. Cindy will communicate with Greg Stonehouse, City Engineer, about the following changes we discussed; making one field a Little League field and making the size and location changes on the other (3) three fields. Meeting with Greg Stonehouse at 6:15 p.m. on May 8, at New Brighton City Hall. The neighborhood meeting is Tuesday, May 23 from 7:30-8:30 p.m., our meeting is from 6:30-7:30 p.m. Anita submitted the following wish list for use of TCAAP property 25 to 30 acres; 4 (four) adult fields, 2-3 soccer, Little League baseball field, concessions, parking, picnic pavilion, ice rink (2 sheets of ice), tennis courts, football fields, volleyball, horseshoes, playground, roller hockey, trails etc. These are Arden Hills needs. May 30 - 7:30 Council meeting to request the solicitation of bids for Perry Park. Trails Sub-committee for trails, discussion on trails - current, projected and long- range needs. Don suggested we discuss trails as a whole vs. a sub-committee. Cindy stated we need to develop a long-range Comprehensive Trail Plan. A walking meeting for June or July will be set at the next meeting. COUNCIL REPORT 1. The City has hired Camiros Consultants to work on a Comprehensive Plan for the • TCAAP area. 2. CDC and Dynamark are splitting the land, but Dynamark is building at the site. 3. Council is getting questions about the media reports on the Indians interest for the arsenal property. It is too early to form any conclusions on the issues. A discussion of TCAAP followed. 4. EAW on E2 & Old Hwy. 10, it will cost $8000 - $10,000. The builders may not be willing to foot the cost. TRACY PETERSEN'S REPORT The adult softball program is under way this week, there are 63 teams in the league this year. The track program is underway, there are 200 + participants. There is Saturday registration coming up this week. STAFF REPORT Flower planting on Saturday, May 20. There has been fewer and fewer volunteers. There is a need to have more volunteers participating in the flower planting. NEXT MEETING: Tuesday, May 23, at 6:15 p.m. at Army Reserve Center. Members please bring your calenders to set the summer meeting dates. a P MISCELLANEOUS: Discussion about developing a program for youth to serve on Park Committee as an extra curricular activity and to learn about their community. Arden Manor Park Cindy gave us an update to the park owners interest in having something done to pool and park. Committee would like a letter sent to them telling them that drainage is a problem and that there needs to be discussions between the (2) two groups. No improvements in park facilities can be made until the drainage is corrected. The drainage has been determined to be the trailer park owners responsibility. ADJOURN 9:10 P.M.
