HomeMy WebLinkAbout11-22-1994 PRTC Meeting Minutes_2 Arden Hills Parks and Recreation Committee November 22, 1994 MINUTES Call to order: 7:05 p.m. Members Present: Dave Sand (Chair), Megan Ricke, Lynette Kreidler, Anita Larson. Also present were Council Liason, Dennis Probst, Parks & Recreation Director, Cindy Walsh & Program Supervisor, Tracy Petersen. Council Report: Mayor Probst talked about TCAAP and the reutilization committee. He also informed the committee that there would be a new council liason appointed to the Parks & Recreation Committee. Foundation Discussion: The committee discussed steps necessary to continue the process of setting up a foundation. After talking with Fran Holmes, the Parks and Recreation Committee is hoping that the Finance Committee will take this on as a project. Cindy will talk with Terry Post about relaying this message to the Finance Committee. Program Report: It was reported that the winter brochure would be out the week of November • 28. Tracy mentioned she is working with teachers and principals at Valentine Hills and at Island Lake in efforts to obtain more scheduling space. Arden Hills Parks & Recreation is also working in collaboration with the Mounds View School District Youth Coordinator on programs/ special events for middle school youth. Trail Survey: - ( City Hall south through McClung's new development) Parks & Recreation Director Walsh went over the trail report, which was sent out in our November packet. Most of the discussion centered around potential problem areas. She explained the maps provided by Maier Stewart as a result of their survey work. The map indicates an Option A and an Option B. Option B would follow our existing trail easement; however, the terrain is difficult in places and several trees would need to be removed. Option A provides a less expensive possibility since it is a flatter area and there is less vegetation. In order for the City to put a trail as indicated by Option B, additional easement would need to be acquired from the Pemtom Townhouse Association. Cindy will meet with the North and South townhouse associations to discuss the trail and inquire about obtaining an additional easement. An updated report by Cindy will be given at the January meeting. 1995 Committee Members: All current members who would like to serve on the committee in 1995 should let Cindy know by mid-December. Committee members are encouraged to join other Arden Hills committees. Director's Report: Rotary has contacted Cindy with an interest in planting trees in Arden Hills as • one of their community projects. Possible areas include-- Perry Park ( after the regrading), gateway flower gardens, lower Freeway, plantings along new trail areas. • Cindy , Dave Sand and Megan Ricke met with the Light Brigade to present the Perry Park project attempting to get them to contribute. The Light Brigade seemed interested and will let Cindy know when a decision has been made. Walsh, Parks & Recreation Director SUBJECT: January Agenda Items Appointments Since Dave Sand has taken a position on the Planning Commission,Megan Ricke has agreed to Chair the Committee for 1995. It is Mayor Dennis Probst wish that the Committee appoint a Vice Chair and a recording secretary. The office positions will rotate annually; therefore, the Vice Chair becomes the Chair and the recording secretary becomes the Vice Chair in 1996. Please consider serving in either of these positions. • Park Fund Status I have enclosed an updated status on the Park Fund. The estimated ending fund balance of 1994 is $639,719. This is only an estimate due to the interest from the fourth quarter not yet being allocated. An estimated interest allocation is included. I have enclosed a separate report on the Park Fund. Park Dedication Park dedication money received in 1994 was higher than anticipated. We expected to take in $5,150 and actually acquired a crucial trail link with the development of John McClungs's 4th development, as well as an additional $26,890 in dedication fees. The only anticipated park dedication in 1995 is from a developer who intends to build a townhouse complex on the corner of County Road E2 & Old Hwy. 10. Bethel College previously owned the property and recently sold it. The City currently maintains a trail on that property, which connects trails in Ramsey County Open Space to Old Hwy. '10. This trail also provides an outlet on County Road E2. One possibility would be to acquire an easement to continue having our trail on this property as the developer's park dedication. Another option would be to take cash in lieu of land. I will discuss these options and any others with the Committee on January 24. 1 2 Charles Perry Park Redevelopment I will bring an updated cost estimate of the redevelopment project to the meeting. The estimate will be from the City's engineering firm, Maier Stewart Engineering. We will then be able to discuss costs more accurately. For those of you who were on the Committee in 1994, please review the business list and add any contacts you may have. Be prepared to select a number of companies to contact regarding funding for Perry Park. Trail Discussion I have met with representatives from both the North and South Pemtom Townhouse Associations. The North Assoc. may have some problems with their sprinkler system having heads located on our easement. An investigation of the area will have to be done this Spring when the snow melts to determine the actual location of the sprinkler heads. Both associations have some concerns about the removal of trees and the proximity of the trail to their housing units. However, they are excited to have access to these paved areas. This trail will, no doubt, have a large amount of users from the townhomes. In conjunction with the cities located along Hwy 96, Ramsey County will be applying for ISTEA funds to be used for a trail along Hwy 96. The trail will be done in conjunction of the reconstruction of Hwy 96, which is anticipated to begin in 1996 or 1997. I will be working with Ramsey County to ensure that resolutions and letters of support come from the City of Arden Hills when necessary. I would like the Parks & Recreation Committee to work with me on developing a trail comprehensive plan in 1995. We can discuss it further during the next meetings. I will do some research with other cities on the appropriate steps to establish a Trail Comprehensive Plan. Please call me if you have any questions or concerns at 633-5676.
