Roll Call Present: D. Sand, G. Dreyling, M. Gillies, T. Mulcahy, J. Otto, M. Peterson Absent: A. Anderson, K. Enrooth, D. Klick, D. Messerly, J. Mishek, Also Present: Councilmember N. Hansen Parks Director J. T. Buckley Approval of Minutes It was moved by Mulcahy, seconded by Otto, that the minutes of July 23, 1985 be approved as mailed. Motion carried unanimously. Council Report Councilmember Hansen reported that the proposed 1986 budget for Parks and Recreation Committee had been approved by the Finance Committee, with one change -- playground fees were increased from $5.00 to $7.50. Budget now goes to the full Council for its approval. Finance Committee expressed concern about the high cost of operating skating rinks; requested that Buckley and the Parks Committee research methods of keeping these costs under con- trol, and of providing alternate types of winter activities for all citizens, • e.g. cross country skiing, sliding, etc. The Finance Committee discussed at length the possibility of charging for use of rinks; no action was taken nor recommendations made. Peterson asked if Finance Committee had discussed differential in salary between Public Works and Parks maintenance workers and Parks' recommendation that this be eliminated; Hansen stated that Council and Finance Committee are aware of the recommendation; that 1986 budget plans call for minimal salary increases in all areas; anticipates no action will be taken, if deemed desirable, until comparable worth studies have been completed. Hansen reported that Hamline Avenue surcharging should begin shortly. Committee, noting that Hamline Avenue is part of the future Parkway plans, recommends to Council that Hamline Avenue plans and specifications be re- ferred to the Planning Commission and the Ux-ark�-and -Recreation Committee for review when prepared, as required by amendment to the Transportation Element of the Comprehensive Development Plan. 1986 Park Development Program - Status of Park Fund Deputy Clerk Zehm prepared for the Committee a list of future available lands for development, with Assessor's estimated market values. This shows that the amount that can be anticipated for future park dedication funds could be conservatively estimated at $150,000. (Current fund balance is $257,700± with $35,000 outstanding dedicated funds). • Buckley noted that, with these funds, all land acquisitions desired could be completed, and initial development of all parks completed. It was noted that future expenditures would be more of a maintenance issue than capital outlay. f Minutes of Regular Parks and Recreation Committee Meeting, September 24 Page two Mulcahy suggested researching possibility of grant monies for future park development. Committee concurred with this suggestion; asked that Buckley and Mulcahy research grant possibility that might be available that Parks Department could apply for; noted that grant monies usually must be ear- marked for specific projects; development of Arsenal lands if they become available, would be excellent project, for use of grant monies. Committee discussed seeking donations from major area corporations for future park development as well. Committee concurred that 1986 Park Improvement Program recommendations would not be finalized until (a) results of the community survey have been tabulated, and (b) meetings have been held with the Cummings Park area residents to determine their reaction to construction of proposed hockey rink, shelter and lights. Fall Program Proposal Council has approved fall program proposal; flyers have been distributed. Response seems to be good to programs offered. Park and Program Survey Returns Thus far about 250 surveys have been returned (10% response thus far), are still coming in at a goodly rate. Buckley and Shirley will prepare a tabu- lation form, then call Committee members for assistance in tabulating results, probably in two to three weeks. • Preliminary results indicate desire for increased trail development (hard surfaces, benches, etc. ), better marking on trails, and for a good map of City parks and trails. Committee asked Buckley to investigate methods and costs of preparing map of City trails and parks. It's also been noted that many people do not know where many of the parks and trails are located; Committee discussed regular publicity in the Town Crier, etc. listing park and trail locations. Miscellaneous/New Business - Summer Program Report, prepared by Cheryl Fregeau, Program Supervisor, was reviewed. - Fall Festival - attendance was up this year, parade was very successful. It is anticipated that any profits will be donated to the Parks Department for capital improvements. - Tree City USA - all forms were completed, and sent to the State Depart- ment of Forestry, for certification of Arden Hills as a Tree City USA. We should be notified in November or December. Village Hall. ARDEN HILLS PARKS AND RECREATION DEPT. 1985 Summer Facility - Use Inventory • The requests for use of Athletic facilities has steadily been increasing each year. It is department policy to schedule the league games at the school fields and Perry Park, and leave the neighborhood facilities for the neighborhood. Facility demand is extremely heavy in late March, April and May. Some team practices have been scheduled on neighborhood fields in early Spring.
