Adjournment PLEASE CALL THE VILLAGE HALL, 633-5676, IF YOU CANNOT ATTEND THIS MEETING OF THE PARKS AND RECREATION COMMITTEE. • Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills March 26, 1985 Village Hall Call to Order The meeting was called to order at 7:31 p.m. by Chairman Sand. Roll Call Present: D. Sand, K. Enrooth, D. Klick, D. Messerly, J. Mishek, T. Mulcahy, J. Otto, M. Peterson Absent: A. Anderson, G. Dreyling, M. Gillies Also Present: Councilperson N. Hansen, Parks Director J. T. Buckley North Heights Lutheran Church Representatives Dennis Pederson, Derrick Young Pat Minogue (interested resident) Approval of Minutes Motion was made by Otto, seconded by Messerly, that the minutes of February 26 be approved as mailed. Motion carried unanimously. North Heights Lutheran Church Park Dedication At its March 11 meeting, the Council asked Parks Committee to. . ."re-evaluate its need for a passive and/or active recreation park site in that general area of the city, and to consider what the needs are with the total development of the Church site for park versus cash dedication. . .". Buckley noted that • Comprehensive Development Plan (1982) calls for neighborhood park in this area; recommends acquisition of land and development into neighborhood park area with playground equipment, hard court area, and neighborhood playing field (large enough for youth and women's teams, not regulation size, parking area would not be sufficient for adult league play. ) Area suggested is in south tip of plat, borders Snelling Avenue and Highway 10. After discussion, motion was made by Klick, seconded by Mulcahy, that Committee recommend to Council acceptance of 4.57 acres of land, as shown in sketch attached. Motion carried unanimously. N.H.L.C. representatives present stated that they are willing to agree to this dedication; however, would have preferred their original suggestion, feel they will probably develop recreational areas for their members' use and their prior experience indicates that there will be a great deal of community use as well; feel they are giving doubly in this way. Council Report Gift Booklet - Hansen reported that Council suggested the Parks Department develop this booklet and submit a rough draft to them, with updated prices of realistic items. Council determined that inclusion of any items for Public Works or Administration wuld be inappropriate. Northpark Corporate Center Park Dedication - Negotiations are proceeding with this group for park dedication; Council is suggesting a cash dedication. Right Turn Lane, Hamline Avenue and Highway 96 will be constructed shortly • by Public Works personnel. Chamber of Commerce - Arden Hills is now a dues-paying member of the North Suburban Chamber of Commerce; suggestion has been made that the Parks De- partment may wish to have a booth at one of their trade shows (held at Minutes of Regular Parks and Recreation Committee Meeting, March 26 • Page two local shopping center periodically) to publicize some of the activities available through the Parks Department. Parkway Subcommittee Final Report Report designates routes having the greatest potential for future parkway development, and areas that could be considered "gateways"; calls for an amendment to the Transportation Element of the Comprehensive Plan which designates these future parkway routes and community gateways. The primary benefit from adoption of this subcommittee report will be that, at any time in the future when these are considered for reconstruction, the plans will be referred to the Parks Committee and the Planning Commission for review and adherence to this Parkway design concept. Motion was made by Mulcahy, seconded by Klick, that the Parks Committee recommend approval of the Parkway Feasibility Study, including the proposed amendment to the Transportation Element of the Comprehensive Development Plan. Motion carried unanimously. Community Survey Committee reviewed and revised proposed survey prepared by Buckley. Com- mittee concurred that they would like this prepared, in leaflet form, and included in September issue of Town Crier. (Costs of this survey are estimated at approximately $500.00, including postage and paper supplies. ) • Arbor Day Celebration Buckley recommended this be planned for April 27, rain or shine. About 24 trees will be planted at Cummings, 24 at Hazelnut, and about 12 at Arden Oaks. Park clean-ups would be scheduled for the same day at Floral, Valentine, Hazelnut and Crepeau Nature Preserve. Buckley also suggested a very informal front yard flower garden contest, to begin then and continue through the summer. Committee concurred with these recommendations. They suggested Council members be asked to participate, suggested name tags for Council and Park Committee members, asked that neighborhood people, local Scouts, and other community organizations be urged to participate. Publicity will be arranged in Town Crier and local newspapers. Buckley plans to have the holes (for the trees) prepared, and trees delivered to the sites that morning. Committee suggested contest be announced at this time; outstanding flower gardens would be selected informally by touring the neighborhoods, possibly be awarded ribbons or plaque, also suggested map be prepared showing location of winning flower gardens. 1985 Proposed Summer Program It was moved by Otto, seconded by Enrooth, that the 1985 Summer Program be approved as proposed. Motion carried unanimously. Crepeau Nature Preserve • Messerly asked for, and received permission to, spend $150 for some prairie grasses and flowers which his committee will plant in the cleared portion of the park. They expect last year's plantings to be blooming this year, and Minutes of Regular Parks and Recreation Committee Meeting, March 26 Page three have asked Town Crier to publicize best dates for observing them. He stated one resident bordering the park at Cannon and Dunlap seems to have been cutting trees illegally in the park; another resident has his camper on park property; Buckley will follow through on these problems. Arsenal Ball Field Letter has been sent to the Commander of the Arsenal by the Council stating Village's interest in acquiring this property. Arsenal now requests a state- ment of need from the Park and Recreation Committee; Buckley will prepare and mail this information. Klick also suggested Committee members write individual letters listing reasons for Arden Hills' need for this park land. These letters may be addressed to: Mr. Theodore E. Schulte, Commander's Representative, Twin City Army Ammunition Facility, Federal Cartridge Corpora- tion, New Brighton, MN 55112. Arsenal apparently has a June 1 deadline to take action on this; it seems there is a high possibility of Arden Hills' acquisition of this land.
