Development is being planned in three phases; at this time North Heights is proposing dddatcstion of the pchding trsas an the *its (1.44 Acres) •o dedication for Phase I development; park dedication for the remaining phases of development is to be negotiated at the time such development takes place. At its meeting of February 28, the Parks and Recreation Committee recommended to Council acceptance of the ponding areas for Phase I dedica- tion. N.H.L.C. proposed the development of trails, possibly sliding, skiing, and skating areas which Village residents would be welcome to use, as part of their future dedication (phases I and III); said they are contemplating possibly installing a ball diamond, gym, and swimming pool, which they anticipate would be open for residents and satisfy their park dedication requirement. Council consensus was that it is unlikely that Village resi- dents would use Church facilities extensively. Motion was made by Hicks, seconded by Hansen, that North Heights Lutheran Church submit a total park concept plan for all phases of development rather than accepting 1.44 acres as Phase I park dedication. In further discussion, Council determined it may be more appropriate to give N.H.L.C. the Village's recommendation. Hicks withdrew his motion. • Motion was made by Hicks, seconded by Hansen, that Council ask Parks Com- mittee to re-evaluate the need for a passive and/or active recreation park site in that general area of the city, and to consider what the needs are with the total development of the Church site for park versus cash dedication. Motion carried unanimously. (5 - 0). Gift Suggestion Booklet The Parks Committee has suggested distributing to Village residents and businesses a listing of items which would be useful donations to the Vil- lage. The suggestion is based on the premise that the Village does not tax for anything over and above necessities, and there may be persons who would like to contribute something, such as a park bench, to the Vil- lage. In discussion, Council expressed concern about some of the verbiage in the sample brochure (e.g. statement that Village will match any contribu- tions) and appropriateness of some of the items listed for donation. It was moved by Hicks, seconded by Peck, that the Parks Committee be encouraged to develop a Gift Suggestion Booklet for the Parks Department and to submit a rough draft, with updated prices of realistic items suggested. Motion carried unanimously. (5 - 0) Council concurred that inclusion of any items for Administration or Public Works Department would be inappropriate. r Minutes of Regular Parks and Recreation Committee Meeting • Village of Arden Hills February 26, 1985 Village Hall Call to Order The meeting was called to order at 7:35 p.m. by Chairman Sand. Roll Call Present: D. Sand, A. Anderson, K. Enrooth, M. Gillies, D. Klick, D. Messerly, J. Mishek, J. Otto, M. Peterson Absent: G. Dreyling, T. Mulcahy Also Present: Councilperson N. Buckley Junior Mustang Basketball Representatives Greg Bagan, Chuck Uhrhammer North Heights Lutheran Church Representatives Derek Young, Landscape Architect, Arlo Lien, Business Manager, Dennis Pederson, Pastor Oath of Office The Oath of Office was administered to Keith Enrooth by Councilperson Hansen. Approval of Minutes The minutes of January 29, 1985, were approved as mailed. . Junior Mustang Basketball Report This parents' organization, before Christmas, had an in-house and traveling program for girls, and now have in-house and traveling program for boys. 186 boys are participating in the program, and 128 girls participated. In addition, the boy's program has five traveling teams, with 50 boyS, and the girls' program had three traveling teams, (56 girls). They stated that they felt their program has successfully stressed development of skills and equal opportunity for all players, and was not overly competitive. They found a definite need for the separate girls' program, and expect greater participa- tion next year. They experienced some difficulty in recruiting coaches, particularly at Junior High level. In response to Committee questions, they stated there is not a formal avenue for parent's feedback, but there seemed to be a good rapport between coaches and parents on each team, so parent's wishes were made known. They do not plan to have a summer program, would expect those who wish a summer program to participate in Zig Kaul's basketball clinics. In response to further ques- tions, they stated traveling teams are more competitive, travel throughout the Twin Cities area, usually travelling times are coordinated with parents' wishes. Teams practice once each week, and play games once or twice each week. There is some play on Saturdays. Overall, they are pleased with the results of this year's operation, hope to continue. North Heights Lutheran Church Park Dedication Derek Young, Landscape Architect for NHLC, Arlo Lien and Dennis Pederson, Church staff, met with the Committee to present their proposal for park dedi- cation. Their organization owns 7 acres of land. They are proposing land dedication rather than monies. The property has a number of natural holding ponds that serve as a natural runoff for their property and adjacent a Minutes, Parks and Recreation Committee Minutes, February 26, 1985 Page three Gillies asked if there is information available for new residents about City parks, suggested all new residents be given this. (Clerk's note: Mayor sends "welcome" letter to new residents which includes list of parks and map showing location of parks and trails. ) Gift Suggestion Booklet Buckley suggested copies of this booklet, used in New Brighton, listing things the City is in need of, and giving those receiving the booklet the opportunity to contribute any of the items. Peterson thought it an excellent idea, said it is being done by other communities. It was moved by Otto, seconded by Klick, that Committee recommend to Council that such a booklet be developed for Arden Hills. Motion carried unanimously. Buckley would have it printed, sent out with the Town Crier, and would do a follow-up with local businesses. Spring Program Proposal Committee noted change in Adult Program, to "Jazzercise" from "Perpetual Motion" and "Thinning Your Thighs". Youth Softball programs are being changed from Co-Rec to separate boys and girls programs to encourage more girls to participate; sense an unwillingness of the girls to participate in Co-Rec programs. • Motion was made by Klick, seconded by Anderson, that the Spring Program as proposed be recommended to Council for approval. Motion carried unanimously. Report on Meeting with Arden Oaks Neighborhood Buckley reported a good attendance by residents at this meeting. At this 1.3 acre site, City crews have completed grading and seeding; Buckley is now proposing installation of 10 x 10 backstop, preparation of all-purpose playing field, a 50' diameter play area, with play structure, and some plant- ings. A hard surface area is planned in the next three to four years. He added that residents offered to provide labor for plantings, seemed pleased with the plans that have been developed. Reaction to Hockey Rink and Lights at Cummings While several members had spoken to neighborhood groups about this possibility, they did not get a definite "reading" from this, residents did want to know where they would be and how high they would be. Committee suggested that if lights were installed, they be equipped with turn-off at a definite time, such as 9:00 p.m. or 9:30 p.m. Committee also suggested visiting hockey rinks with lights to see how they are installed, and how they seem to affect sur- rounding areas; Buckley will arrange this. Both today and in the past, the Council has indicated a need for a new site for park purposes. The site would serve both the people of Arden Hills and surrounding communities, as well as the recreational needs of local businesses and their employees. It would be used for diverse park and recreation activities that would be wholly compatible with Arsenal opera- tions. ` The Council and the people of Arden Hills would appreciate your help in pursuing this objective. Yours truly, (Z6�� ARDEN HILLS VILLAGE COUNCIL Charlotte McNiesh, Clerk Administrator sm Minutes of Parkway Study ad hoc Committee Village of Arden Hills January 31 , 1985 Village Hall Call to Order The meeting was called to order at 7:30 p.m. by Chair Curtis. Roll Call Present: A. Anderson., R. Curtis, M. Gillies, D. Messerly, M. Slick, T. Mulcahy (8:45) Absent: M. Damman, D. Sand Also Present: Councilman T. Sather Planner Orlyn Miller Parks Director J. T. Buckley Planner Miller presented a preliminary review of his Parkway System Feasibility Study" to the Committee, reviewing all findings with them. As directed by the Committee, Miller brought specific Information on the following subjects: Commercial Vehicle Use of Lake Johanna Boulevard Committee had asked Miller to explore the possibility of prohibiting commercial vehicle use of this boulevard. He found that, even though this is a county road, it is theoretically possible to do this. However, doing so could be expensive, since lesser usage of the road would reduce - and possibly eliminate - the amount of state aid funds available for use on this road. Traffic counts by the County 19 do not indicate any abase or large amount of usage, by commercial vehicles. Regional Park Designation, Tony Schmidt Park Regional designation of Tony Schmidt Park would not change its use (in Miller's opinion) but would open up Metropolitan Council funds for development and improvement of park area, such as roads, parking, landscaping, thus enhancing the appearance of Lake Johanna Boulevard in that area. He stated that the Board of Commissioners of Ramsey County Parks has recommended to the Metropolitan Council that it be designated a regional park. Metropolitan Council is currently analyzing park needs on a metropolitan basis, and will prepare a recommendation, and have public hearing in March. Members of this committee are welcome to attend the hearing to give their input, or submit something in writing before that time. Letters can be sent to John McBride, Chairman of Open Space Commission, Metropolitan Council . Or phone calls can be made to District Representative Mary Hauser, 291-6359. Miller will follow up on this and inform this committee of hearing dates. Possible Gateway - Sketch and Plan Miller presented sketch of County Road E and Lexington with possible landscaping plan. . .plantings with some berming. This could be achieved if permission were granted for some planting in the right of way and if funding could be obtained (possibly from merchants -- possibly from Fall Festival proceeds). 41 11 �/ i Minutes of Parkway Study ad hoc Committee, page two . January 31 , 1985 Tentative Conclusions Committee, after discussion, decided all candidate routes and potential gateways should be Included in recommendation to Council as "environmentally sensitive", and part of parkway route. Miller is to include definition of "parkway" or alternative wordage in his report. Mil ►er was also asked to draft an amendment to the City's Transportation Plan for review at its next meeting. Since all proposed parkway routes are county roads, City would then review any County plans for upgrading and attempt 'to include parkway amenities. Logical areas to begin seem to be Hamline Ave (upgrading planned hopefully in next few years), Tony Schmidt section of Lake Johanna Boulevard, and gateway at Lexington Ave. and County Road E. VILLAGE HALL • Minutes, Parks and Recreation Commmittee Meeting, February 26, 1985 Page two •properties, would like to use this as park dedication; would like to leave as much of the property in natural state as possible; in addition, they plan to eventually construct ball fields, trails, etc. which will be available for use by the public. Easement along the highway would be kept as a "green belt". The Church will be developing the property in several phases; final plan will include a 5,000 seat sanctuary. The first stage of development, for which they are seeking approval at this time, will use sixteen acres of the land for buildings, a roadway and parking. They propose to dedicate 1.44 acres of parkland and holding ponds at this time, and expand dedication as the property is developed. Committee asked Buckley need for park land in that area; he stated the need for parks would be decreased (with houses not going in the area). Mark Peterson pointed out that Parks Department needs "good" land for future develop- ment (play equipment, etc. ) not just low land. It was pointed out that the Ordinance asks for 10% of land (or monetary value of land) in either usable land or land needed to meet RCWD requirements for ponding areas. Anderson asked Church's plans for development of recreational facilities for its members at this time. Pastor Pederson stated that there would probably not be any at this time, have ball fields and a gym at their Rice St. facility, in later phases, will probably have a gym and swimming pool, which will be open to the public. Asked why they preferred land to a monetary contribution, they stated they felt use of land and facilities very compatible to Arden Hills' community needs. They would intend to develop trails to tie in with Arden Hills' trails, for Arden Hills' residents use, maintain natural green areas, possibly • grade for future ball field for community use, see good potential winter use for skiing, skating, and sledding. (They emphasized that this initial 1.4 acre of dedication of holding ponds would be extent of this type of dedica- tion. ) Architect Young will meet with Buckley to further define Arden Hills' needs for active as well as passive recreation areas. Church's impression had been that Village would prefer passive. Lien repeated that he would like to work out dedication for first 16 acres with Park Committee now, so they can proceed with development, and work out future dedication as they develop the land later. Motion was made by Anderson, seconded by Klick, that Parks Committee recom- mend to Council accepting ponding area of approximately 1.44 acres as dedica- tion for Phase I (16 acres), and that North Heights Lutheran Church coordinate with Parks on total concept to integrate their recreational needs with Arden Hills for remaining dedication. Motion carried unanimously. Council Report Councilman Hansen reported Council activities of interest to the Parks Com- mittee. Discussion, Drafting Community Survey Committee discussed costs and content of this survey, if it is decided to implement it. Anderson suggested survey contain questions such as: use of parks now, what services are used, what they would like in addition to those offered, would like respondents grouped by age of family, geographical area, participation in programs in Arden Hills and other communities, use of trails, how they would like them surfaced, etc. 1P Sand suggested that Buckley, for the next Parks meeting, develop a sample survey for consideration, along with suggestions for distributing it. Accompany- ing this growth has been a phenomenal increased interest in youth and adult softball, baseball and soccer activities. This season our community, with a population of 8,500, will have over 138 teams seeking fields to practice or play games. . . 25 Youth softball teams 92 Adult softball teams • 6 Youth baseball teams 10 Youth soccer teams 5 Adult soccer teams The community has a shortage of athletic fields to meet these demands. To compound this present shortage of fields, the local Mounds View School District 621 closed three schools in 1983-84, eliminating the use of additional badly needed athletic facilities. The Arden Hills Council and Parks and Recreation Committee was pleased to hear that 25 acres of Arsenal property adjacent to the military residential homes may be released as excess property. The Village of Arden Hills is very interested in securing this property for the purpose of developing an athletic complex of ball diamonds and soccer fields to meet the needs of area youth and adults. Roll Call Present: M. Gillies, D. Messerly, T. Mulcahy, D. Sand, M. Slick Absent: A. Anderson, R. Curtis, M. Damman Also Present: Councilman T. Sather Planner Orlyn Miller Parks Director J. T. Buckley Planner Miller presented and reviewed the Parkway Study with the Committee. During the review process, the Committee suggested some minor changes in Section 9, City and State Street Policy, and the section regarding proposed gateways. The Committee agreed that the study should be reviewed and approved by the Planning Commission and the Parks and Recreation Committee before presenta- tion to the Council. The Committee was very impressed with the thoroughness and quality of the study, and expressed appreciation to Mr. Miller for the excellent report. T. Mulcahy moved, seconded by Sand, that the Parkway Study be accepted with the suggested modifications, and placed on the agendas of the Planning Commission and Parks and Recreation Committee for review and recommenda- tions before presentation to the Council.
