Call to Order
The meeting was called to order at 7:39 p.m. by Chair Sand.
Roll Call
Present - D. Sand, M. Gillies, R. Klick, D. Messerly, J. Mishek,

Oaths of Office
The Oaths of Office were administered to those present by Mayor Woodburn.
Approval of Minutes
It was moved by J. Otto, seconded by D. Messerly, that the minutes of
December 11, 1984 be approved as mailed. Motion carried unanimously.
Council Report
Mavor Woodburn stated that Nancy Hansen would be Council Liaison to the Parks
and Recreation Committee in the 1985 year. She had a conflict for this meeting
and could not be present; D. Sand read a letter from her noting Council actions
during the past month.
Ten Year Park Improvement Review
Buckley noted that this is a "swing" year for the ten year plan; it is in it's
third year; has worked very well as a planning tool . At this point, he feels
Committee as a whole, or a Subcommittee of this Committee, should again review
development in all the parks, note continuing development needs, and assign
time priorities to these.
He also suggested a planning meeting with the residents of the Arden Oaks area
in January of February to see what they would like in development of that park.
His suggestions include play equipment, and possibly a neighborhood playing
field.
Buckley was asked to update the "Guidelines for Park Development"
(July 15, 1983) to include development already accomplished, plus any additional
needs, and bring to the next Committee meeting.
1984 Park Development Review
This review covered capital improvements to the City' s parks completed in 1984.
Planned for 1984 but not completed were: Color coat hardcourt at Sampson Park,
trees and shrubs at Freeway Park, west access to Ingerson Park, pathway and
grading at Crepeau Park, volleyball court at Perry Park, volleyball court at
Floral Park.

- City-Wide Arbor Day. Buckley suggested consideration of purchasing trees
for sale to persons to encourage planting; encouraging businesses or
community groups to assist in planting on boulevards and in parks. . . other
promotions of Arbor Day as they may seem appropriate. This will be on the
agenda for the next meeting.
- Cummings Park Dedication - Buckley suggested a formal dedication of Cummings
Park in 1985, possibly' combined with the Arbor Day event.
- Parkway Study. This subcommittee will continue to meet during the year and
bring its recommendations to this Committee.
Meetings Date for 1985
Committee concurred that the fourth Tuesday of each month would be most
convenient for most members.
Because of the number of items under consideration, an extra meeting will
be held January- 29th.

RE: Parkways Committee Meeting January 31, 1985
Dear Orlyn and Dave:
I find that I have an unavoidable conflict on the evening
of January 31st and will be unable to attend the meeting
of the Parkways Committee. I have been appointed to a
Task Force involving School District 621 and the first
meeting of that group is set for 7: 00 p.m. on the same
evening.
I hope that we are able to make the same kind of wonderful
progress that we have experienced in our recent meetings .
I am extremely pleased with the presentation and with the
tremendous amount of useful data that has been accumulated.
We certainly have some exciting possibilities in dealing
with the County, particularly in the Tony Schmidt Park
area.
We unfortunately had some significant absences from the
January loth meeting and I would like to suggest that Orlyn
simply go over the plan all over again for those persons
who missed. I would also suggest that John Buckley make
a special call to those members who were unable to attend
to try to assure their presence at the January 31st meeting
to review the materials that we saw at the last meeting.
I also feel that Nancy Hansen would be very interested in
the presentation and a special invitation to her would
probably be in order.

A metropolitan study group reporting to the
Metropolitan Council proposed substantial
realignment of road jurisdiction, moving
1,000 miles of roads to municipalities. The
metropolitan-area study details which roads
should be transferred to which unit of gov-
erment based on formulas taking road use
into account.

Minutes of Parkway Study Committee Meeting

Call to Order
The meeting was called to order by Acting Chair David Sand at 7:42 p.m.
Roll Call
Present - David Sand, Marlyn Damman, Tom Mulcahy, Mary Alice Slick.
Absent - Adele Anderson, Robert Curtis, Mary Gillies, Don Messerly.
Also Present - Mayor Woodburn, Councilmember Tom Sather, Planner Orlyn Miller,
Parks and Recreation Director John Buckley.
Planner Miller contacted Ramsey County Engineering and Minnesota Highway
Department regarding the feasibility of planning, construction and financing
a parkway system in the Village of Arden Hills. Planner Miller presented this
Preliminary Feasibility Report to the Committee. (please refer to report
attached to minutes)
Mr. Miller also presented a sketch concept of the image change at the intersection
of County Road D, Fairview Avenue, Lake Johanna Blvd. , and New Brighton Road.
During the discussion it was concluded that the possible transformation has
many difficult restraints, and any change would be very difficult, expensive
• with little potential of positive impact. The Committee requested that Miller
select another gateway area to review.
The next Parkway Study Committee Meeting is scheduled for Thursday, January 31,
at 7:30 p.m. at the Village Hall .

Investigation of the Ramsey County's plans and requirements for reconstruc-
tion of candidate parkway routes revealed the following information:
1. No major improvement or reconstruction of County roads in Arden
Hills is included in the current 5-year Captial Improvement Program
of Ramsey County. Future improvements will be considered when
updating the CIP if the City makes a specific request.
2. Ramsey County has no specific cross-sectional standards for County
roads. However, since all County roads in Arden Hills are financed
with the County-State Aid funds, these roads must meet Minnesota
Department of Transportation standards.
If the projected traffic volumes on a route are less than 8,000
trips per day, the following standards apply:
44 feet if parking is provided on both sides of street
36 feet if parking is provided on only one side of street
32 feet if no on-street parking is provided
If projected volumes on a route exceed 8,000 trips per day, the
standards increase to a range of 48 feet to 52 feet in width.
(See Page 2 for right-of-way widths and traffic volumes on candidate
• routes.)
3. If the preceeding standards are satisfied, some design flexibility
may be permitted. However, if significant design modifications
increase the cost of construction, the City would be responsible
for additional costs.
4. The Ramsey County Department of Public Works definitely restricts
landscaping within the rights-of-way of County roads. Landscaping
(berms , trees , shrubs) which encroaches upon the rights-of-way must
be reviewed and may be approved by the County. However, it is a
general policy that no landscaping be provided within the right-of-
way; it must be installed behind the right-of-way line.
5. No funding sources for financing landscaping along County-State Aid
Highways are available to either the County or the City. Land-
scaping costs, except those associated with restoration after
construction, are not included as a project cost for County road
construction. If additional landscaping is to be accomplished, it
will be the City's responsibility.
6. The County will construct, when funding is available,
bike paths along designated routes. These paths may
be contiguous to the driving lanes or separated if r
right-of-way width

ALTERNATIVE PARKWAY CROSS-SECTIONS
The following sketches of roadway cross-sections graphically depict the
CSAH standards identified on page 1, paragraph 2. These cross-sections
are shown related to the varying right-of-way widths of candidate routes.
All alternatives assume separated bike/pedestrian paths to reduce the
width of paved roadway and to improve safety.

CONCLUSIONS
1. The development of a true parkway system, (that is scenic roadways
with limited access and for non-commercial traffic only) is not
feasible in Arden Hills because the system must follow existing
routes which cannot be restricted in that manner.
2. If the City wishes to pursue the development of a parkway system,
its efforts should concentract on:
a. Separation of bike/pedestrian paths from the roadway to
reduce pavement widths, and
b. Beautification of roadways through more intense and/or
uniform landscaping.
3. The County's present restrictions on landscaping within the rights-
of-way of County roads present a major barrier to the development
of streets with parkway character. If significant landscaping is
to be accomplished, it will have to be located behind the right-of-
way line.
4. Development of a parkway cross-section within segments of candidate
parkway routes with right-of-way widths of less than 80 feet is not
considered feasible.
5. Establishment of a parkway system in Arden Hills can only be
accomplished through a long-term improvement plan. Implementation
of such a plan would require:
• a. Co-ordination with Ramsey County in the design of future
County road reconstruction projects in order to achieve
separated bike/pedestrian paths and reduce pavement
widths.
b. Working with the County to achieve the relaxation of the
present landscaping restrictions.
C. Co-ordination with individual property owners to en-
courage private planting, or permit publicly financed
planting on private property, to enhance the parkway
character.
d. Co-ordinate with NSP for the burial of overhead power
lines when replacement of various segments is required.
6. Based upon the right-of-way widths, traffic volume, availability of
landscaping space, beyond right-of-way lines, and exposure to
natural amenities, the following routes have the greatest potential
for parkway development:
a. Lake Johanna Boulevard from Stowe Avenue to Snelling
b. Snelling Avenue from T.H. 51 to I-694

The meeting was called to order at 7:35 p.m. by Chairman Sand.

Approval of Minutes_
Motion was made by Klick, seconded by Mulcahy, that tt•�e minutes of January 8 be
approved as mailed. Motion carried unanimously.
Junior Mustan Basketball Report
Decision had been made at the August meeting to relinquish the basketball pro-
gram to management by a parents' organization, with a review of the results of
the tall program at the January meeting of this cormnittee. Accordingly,
Buckley invited Rolf Oliver, Chairman of the Mounds View Basketball program, and
Greg Beggin to come to this meeting with a report. Mr. Oliver was unable to at-
tend, and Mr. Beggin had a last-minute family emergency, so this was rescheduled
for the February meeting. Buckley reported that approximately f20 girls had
• participated this fall , and 200 boys were involved this winter. (Committee in-
terest is in making sure that the philosophy of the program remained the same -
instructional , with maximum participation by players. )
1985 Park Improvement Proposal and Ten Year Development Plan
Buckley presented a 1985 Park Improvement Proposal incorporating suggestions
made by Committee members at a previous meeting, and a revised and updated long-
term "Guidelines for Park Development".
Arden Oaks - Committee noted that play equipment for this park had been moved

from a 1986 expenditure to 1985, asked why. . .Parks crew had succeeded in com^le -
ing grading and seeding in i9o4 ioriginally scheduled for t985) a^d rccidPntS
have indicated an immediate need.
West Access - Ingerson_Park - Committee questioned if this were a viable option,
instructed Buckley at January meeting to research this. Buckley reported he
had talked with the individuals owning the two lots which could provide this
access; one of the lots has not been built on, owners do not plan to build in the
near future, and do not wish to sell any footage to the Village at this time.
He then approached the other couple who had just purchased the Ray Moss house
about purchasing a 10' to 20' corridor; they felt they would like to wait a while
before making a decision, had noticed that the neighbors are presently using the
space Buckley indicated as access to the park. Mark Peterson stated he felt it
would be well for Buckley to pursue the matter persistently now; past experience
has shown persons more amenable to trails added early in their residency than to
• trails added later.

Cummings__Landscapi g - Anderson noted that $500 had been budgeted for landscap-
ing at Cummings Park, asked if a landscaping plan could be prepared by Miller.
Buckley stated that Miller's original plans for the park included suggested
planting areas, although not in detail . Peterson suggested the possibility of
local nurseries preparing landscaping plans if stock is bought from them
(probably not feasible since Arden Hills usually buys wholesale. ) Anderson
reiterated the need for planting plans for all parks to ensure spending landscape
money wisely and create maximum effect .with the amount of monies spent; noted
Freeway had some landscaping funds budgeted, suggested a plan from Miller for
this also. She suggested contacting Miller to see what the cost would be to get
a landscaping plan for all Village parks from him. Sand concurred with this sug-
gestion. Mulcahy suggested talking to Miller about an overall parks landscaping
plan, and making a separate budget entry for 1985 expenditures for this. He
also stated that it might be wise, at a later date, to have advice on landscap-
ing of trails as well .
Shelter at_Cumminn s,_1986 - Committee noted $50,000 for shelter at Cummings.
Buckley stated that shelters at present at other parks are pretty "bare bones",
stated his philosophy that any added shelters should be upgraded so appearance
blends nicely, and is a credit to the park. . .probably a garage-like structure;
Is not contemplating plumbing.
Crepeau - Mulcahy questioned how $6,000 expenditure at Crepeau would be used;
felt emphasis should be on natural part of park; asked if there was a need for a
• play area. Anderson asked If there was a park plan to look at. . .Messerly will
draw one up and bring to the next meeting. Monies budgeted would be used for
site preparation of possible future play area (this is not located in the
wooded area of the park) and for purchase of more flowers for natural area.
Motion was made by Klick, seconded by Anderson, that the 1985 Park Improvement
Proposal be recommended to Council for approval as amended (copies attached).
Motion carried unanimously.
Arsenal - Klick reported that he had checked with the various Congressional
representatives, who told him to talk to the Arsenal commander about the possi-
bility of obtaining Arsenal land for ball fields. He and Buckley plan to meet
with him shortly; feel this is going to be a lengthy process but not an
impossibility, and that they have made progress. Mulcahy suggested that the
$51 ,000 budgeted for possible Arsenal ball fields be moved from 1985 to 1986,
since any development in 1985 is clearly an impossibility. Committee concurred
with this suggestion.
Hockey and_Li tc s, Cummins Park ( 1986 in Long Range Plans) - Klick asked
whether, in neighborhood discussions during the planning of Cummings Park, this
had been discussed. (A quick check of minutes indicated it probably had not. )
He stated he would like to tell his neighbors about this possibility and get
their input before it becomes a reality.
Landscaping - In view of landscaping discussion and philosophy developed earlier

in these minutes, Committee recommended adding $500 in 1986 and $500 in 1987 for
planner's services, and $3,000 in "medium priority" for plans for North Snelling
area, and $3,000 in "Low Priority" for development of Round Lake park area.
Motion was made by Otto, seconded by Dreyling, that the "Guidelines for Park De-
velopment" be recommended to Council for approval , as amended. Motion carried
unanimously.
Committee then spent some time discussing total funds available for future park
development. Mulcahy suggested that at some time this committee should spend
time formulating whether some sort of endowment fund should be set up.
Eventually there will be no more park dedication funds coming in; at some future
point, should invest monies and keep improvements at the level of amount of
interest earned. He suggesteded that possibly some member of the Finance Com-
mittee could work out some plan. Committee concurred with this, and asked that
this be a future agenda item.
Oaths of Office
Oaths of Office were administered to Dreyling, Anderson and Peterson by Council-
person Hansen.
Council Report
Councilperson Hansen gave a Council report, including discussion of a meeting
• with Ramsey County Parks discussing the regional pr -ks system. Those in attendance
were given copies of a map showing all Ramsey County park land and open space,
suggested all Committee members get copies of this map. Only Ramsey County park
area within Arden Hills is Tony Schmidt Park; it was her understanding that
some expansion was planned there.
Arbor Day
Arbor Day is the last Friday in April . Buckley had checked into the "Tree City"
certification, discovered that it is too late for Arden Hills to participate
this year. He reviewed what needed to be done to qualify for 1986, if Committee
would like to do this. Motion was made by Mulcahy, seconded by Klick, that
Committee recommend to CnunciI that Council issue a proclamation stating that
Arden Hills will participate in Tree City, USA in 1986.
Buckley will continue making plans for an Arbor Day in Arden Hills in 1985, will
bring plans to the February and March meeting, suggested combining with the
Parks Clean Up Day in the spring.
Drafting of Cummunity Survey
Buckley stated that if a survey were done, there are two areas he would address:
( I ) is present park development meeting expectations and desires of the people,
and (2) programs: are they participating, are there others they want? He gave
Committee samples of surveys two other communities had used. Committee asked
that he try to find out from these two communities what kind of response they
had had, and how helpful the results had been. Buckley was asked to bring a

sample survey, designed similar to the New Brighton example, to the next Committee
meeting, and to research cost of doing the survey. Motion was made by Otto,
seconded by Mulcahy, that Committee recommend to Council that this survey be done
by the Parks Committee, with a maximum cost of $500. Motion carried unanimously.
Parkway Subcommittee Report
Miller presented his preilminary parkway system feasibility report at January
10 meeting of this committee; had found that very little coulp be done on the sug-
gested parkway roads since they are all county or state roads. Committee is
meeting again January 31 , Thursday, at which time Miller will again present his
report, and the Committee will hopefully formulate some recommendations for
Council .
Crepeau Park Report
Plesserly reported his subcommittee had met and toured the park; would like to
proceed with the clearing of some trees (mostly sumac) in the open or prairie
area; will meet again before the next Park Board meeting and will bring sketch
of the park's plan to that meeting. Qold was made by Anderson, seconded by
Sand, that Messerly be given go-ahead to remove these trees as he sees fit.
Motion carried unanimously. (Labor provided by Parks Committee members. )

At the last Parks Committee meeting, I volunteered to obtain some information about
postage costs in conducting this survey.
The Post Office tells me there are three ways to do this:
(a) Buying a permit for $50.00, plus a 23 o surcharge for each piece returned
(plus normal postage).
(b) Buying a permit for $210.00, plus a 7¢ surcharge for each piece returned
(plus normal postage).
In both of these cases, we would also have the expense of preprinting envelopes.
(c) Affixing normal postage to all 2,000 surveys mailed.
Assuming 1,000 of the surveys are returned, (a) costs would be $500.00,
(b) costs would be $500.00, and (c) cost $440.00.
These figures do not include stationery or envelope costs.

evaluate your application and forward it to the National Arbor Day Foundation. You will be advised before February 15 whether your
