Re: State of the Parks Report
Dear Sue:
Having received the December Town Crier in the mail today, I
remembered my commitment to you to submit a report on park development
in Arden Hills during 1984. Because there are many residents who may
not know the history of the park development in the City, I have taken
the liberty to include a brief review of the last twenty years as
well as a more detailed report of the last twelve months. Feel free
to edit where appropriate!
"Twenty years have passed since the first park improvements were
made to Freeway Park, the first parcel of land purchased for park and
recreation use. Between 1965 and 1973, Floral , Perry, Ingerson and
Sampson Parks were acquired and developed.
• In 1973, the City Council approved a Park Dedication Ordinance
and a Comprehensive Park Report. The Report eventually developed into
a 10-Year Capital Improvement Plan, approved in 1979, that continues
to serve as the guide for park acquisition and development.
By the start of 1984, the City had acquired a total of 13 park
sites totalling over 150 acres and had spent approximately $400,000 in
park dedication fund monies for acquisition and development. In
addition, over 4 miles of trails had been established for park access,
hiking and biking.
During 1984, the Park and Recreation Committee, composed of 12
citizens from various parts of the City, recommended and the City
Council approved the following:
* Development, including installation of playground equipment,
at Cummings Park.
* Planting of numerous varieties of wild-flowers at the newly
designated Crepeau Nature Preserve.
* Installation of four tennis courts including tennis practice
and basketball backboards at Cummings, Floral and Hazelnut Parks.
* Grading and seeding of the City's newest park, Arden Oaks Park.
• * Establishment of a Parkway Study Committee to study and evaluate
a proposal for the creation of combined pedestrian/vehicular
parkways within the City.
• The Parks and Recreation Committee will have two vacancies
beginning January 1985. Individuals interested in issues relating to
park development and recreational programming who would like to serve
on the Committee should contact Park Director, John Buckley (633-5676) .
Meetings are held the second Tuesday of every month at 7:30 p.m. in the
City Hall . "

INTRODUCTION
in its 1?73 Comprehznsi ve Park: Rep.crt, the Arden Hills Parks
and Recreation: rUMMIctwe Outlined a pthiloscphy for the provision
of neighborhood parks and recreational opportunities for its
residents. The nature cf this philosophy was based, in part,
upon a recreational survey in which 369 residents participated.
This philosophy was refined as the Committee, the Parks and
Recreation Department and the Arden Hills Council engaged in the
business of providing recreational ,.Facilities and services to c?
rapidly growing community. When Arden Hills published its
Comprehemai°ve Flan. in 1980, two goals were included for
recreational and open space planning
1. Provision of facilities to serve bath the passive and
the active recreational veers of Arden Hills residents of all
ages and
?. Preservation of open space to enhance the community
environment.
This latter document stressed the provision of neighborhood parks
j of nad by a trail system and attention to passive as tall as
active recreational opportunities.
Recently the Arden Hills Co;Inc i 1 hired a consultant to
evaiu to the Parks and R`_''cre ation Frcgr m. in his report o-F
October- 31, 19S3, Charles Tooker commended the city fear- a we 1
developed long range plan for the provision o? recreational areas
and recommended that an updated survey of residents be conducted
to keep recreational faciiiiy development and programming
responsive to tha community.
In response to a request from John Buckley, the Arden Hills Parks
and Recreation Director, this letter proposal is submitted to the
City by Diocentric, Inc. , and is diracted toward designing a
program which will answer questions raised by Tuoker, by the .
Parks and Recreation Committee and its Director and by the
Council .
Biocentric is a local research firm, founded in 1968 by its
president glary Bl omqui st and located in Arden Plaza. The firm is
actively involved in numerous research studies, including survey
research for government at various levels. Current projects
include a 10 month survey of recreational boating activities
throughout the metropolitan area for the Department of Natural
Resources, and projects for the Metropolitan Council , one of
which is a survey research study concerning aviation-related
activity can the part of Twin Cities firms and one concerning the
location of a speed skating facility in the metropolitan area.
Our recreationally oriented survey research projects for public
agencies have ranged from large, multi-purpose federal-level
projects t a two-year, 1150,000 project relating to use cf the
Mississippi River) , to small single-issue surveys at the i

served as Chair of tl--- Ardefi Hills and Recreation Committee
in the 19702su and as a member o+ the Planning Commission. Kathy
Novak, an-other �iocentric has bLen extensively in-volve�
in survey research at the state level and at the University of
Minnesota as well at Biocentric.
PROPOSAL
As mentioned in the Introduo-ti ,1V r-current plans o
+-Dciliti2s arid prog-am-_ Ere aev-_lcj;:_ad goals and quidelinz?s
found in the Coni-PreitertSive Plan published in 1980. Underlying
the Department's efforts are basic philusophies concerrin.-I
emphasis on passive ;-:ks well as active recreational areas, and on
previ'sloil of -, hE- Basic Standard- for
recreational area needs and the Guidelines for Park 1)2velopmtent
in the Comprehensive Plan are founded on these philosophies.
Commi ttee, Department and Council activities in three basic:
areas, land i-.cquisition, park develop::tent and recreational pro--
gramming are planned accordinq to and measured against these
standards and gui del ine=. The three planning functionE represent,
quite different planning horizon-_ and reciource committments; land

The survey which we are proposing can be designed to address
any or 31l of thEae three levels, depending on the desires of th.e
Director, the Co firm tt72 anal theCouncil . Questions addressing
the relative concern for and enjoyment of passive vs more active
recreati oral areas, and of a small neighborhood park system vs
perceived need for developing community-wide facilities could be
explored to determine if recreational needs of the residents are
being met or wrill be met under existing philosophies and guide-
lines. The adequacy of existing or planned development patterns
for specific parks and groups of parks also can be explored.
Finally, determining if recent programs have been adequate and
,t e+L."1 could be a part of the survey. These three 1evais of
progra.nmi rig direc-ti:-n need to be reexamined with differe-it
frequency, depending on the permanency of the decisions invoived.
For ex amp 1 e, the passive vs active and neighborhood part: vs
community facilities philosophies involve long-term decisions
which do not need nor can utilize frequent reexamination. Park
development or r-7-developmeq+ issues can and should be reexamined
with more frequency, particularly as areas develop, change or as
equipment and facilities wear and need replacement. P r o g -a t i c
• decisions, while somewhat tied to facilities, are nevertheles-,
quite flexible and need updating to meet population changes,
recreationai trends and competing program availability through

Two major goals f t: - the survey have been identified:
L i. To determine whether the neighborhood parks are being
developed in a way that meets the needs of Arden Hills residents,
2. To determine whether- current programming efforts are
meeting their needs.
In designing to achieve the -First goal , the survey can focus
on determining who (in terms of their characteristics) actually
!uses the active park facilities, who uses or oth2rwi=e enjoys tie
more passive foatur`3sr who reels more facilities are needed for
their own fam l y's use, and who feels that their neighborhood
park Facilities are adequate as they currently exist. Questions
relating to park devil opment will i r.cl ude those relating to
actual use of existing Arden Hills facilities as well as desired
use. Use Or non-use of existing facilities provid s much
infor-,cation concerning desirability os including specific
features in a park. Those groyps (groups may rel at- to
geographic locations, age, sex, interests or abilities, etc. )
which appear to be un'derserved should be identified and also
their size determined so that rational judgements can be made vs
to the relative feasibility of providing them with recreational
facilities. The emphasis should be on how the program can best
serve the residents, keeping in mind that there are budg&t
restrictions which preclude "being all things ngs to all people" .
The survey will be developed in such a way that the Parks and
Recreation Committee ttee and the Council can obtain citizen input
into the process of establishing priorities for the use of the
Ci ty' s limited recreational funds. o '_tl ons concerning
relative value of various programs and facilities should be
explored, both in terms of value as compared to other pos_ibl
developments or programs and in terms of effect on the buignt: and
taxes.
In working toward achieving the goals listed above,

Recreation Committee and the Parrs Director to develop and
analyze a questionnaire relating to whether the park system as it
exists or as it is planned greets the needs oV Arden Hills.
residents. We are proposing to provide the professional service_
while utilizing Arden Hill, volunteers where passible in order- to
limit the costs to the city. The table below lists those
services to be provided by Bi ocentr i c and those where volunteer
• services can be utilized. The purvey instrument will be a
written questionnaire, mailed with either the utility tills or
with the Town Crier. If any controversial issues are raised
where voluntary mail-backs cannot be expected to result in a.
