HomeMy WebLinkAbout12-11-1984 PTRC Agenda - Minutes • Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills December 11 , 1984 Dave Sand Residence The meeting was called to order at 8:05 p.m. by Chair Sand. Since the meeting was primarily a Christmas party, standard meeting form was omitted; however, two items of business were discussed. Tax Forfeited Lots Buckley reported that he had toured the two lots in Janet Estates which had been tax forfeited; he found they could be buildable lots; does not seen any great need for additional park land in this area. It is his opinion that Village purposes would be better served by not acquiring the land in the hopes that it will be utilized as residences and returned to the tax rolls. Committee's recommendations to Council is to accept Buckley's recommendation that Village not takeover the lots from Janet Estates (Lot 7, Block I , Lot 6, Block 2. ) Committee Membership Committee members present were asked if they would like to cintinu&to serve in 1985. All stated they would like to; those not present will be called • by Buckley to determine their intentions. Mel Wild has resigned. Meeting Date Committee discussed moving the meeting date to the first Tuesday, rather than the second Tuesday, of each month, due to conflicts that some members have. Buckley will discuss this with the various committee members also, with hopefully, a decision reached at the January meeting. Submitted by Shirley Marshall . Peterson Also Present : Councilman T . Mulcahy Parks Director J . T.. Buckley Approval of Minutes In noting the "Report from Subcommittee re Survey" in October minutes . Sand reiterated the committee 's request that a summary of the accomplishments of the Park Department, in construction and new facilities and in recreational programs , be included in the Town Crier, and a paragraph inviting citizen ' input as to what they would like in future park development . The minutes were approved as mailed . Council Report • Councilman Mulcahy reviewed election results with committee . He noted that issuance of industrial revenue bonds for construction of proposed veterinary clinic on County Road E , site of former gas station , had been approved by Council . He also noted that Council had held a work session devoted to establishing guidelines for approval of issuance of IRB ' s , and reviewing proposed amendments to the Zoning Ordinance . Fall Festival Report Buckley reported profits of $750 on the Festival , designated for use in the Crepeau Nature Preserve . Another is planned for 1985 . Committee expressed wish to meet with the planners of the Festival next year to explore areas in which they could assist , and to be able to have input as to designation for use of the profits . Buckley noted that addition of the Craft Fair helped keep a flow of attendees during the entire Fair; profits were lower than 1983 , mostly due to sale of fewer raffle tickets . Parkway Committee Report No additional meetings have been held ; committee will meet again when Planner Miller has more information to give them. Crepeau Park Program M . Gillies , reporting for Don Messerly , reported that the wild flowers have been planted . Approval was received from Rice Creek • for the earth dam, but with more excavation than had been planned , and installation of four culverts for spillway . Buckley will Parks and Recreation Committee Minutes • Page two meet with the Rice Creek engineer to design a dam which will meet Messerly 's and their requirements , and anticipates construction next spring . Arden Oaks Park Report Seeding has been completed . Buckley suggested meeting with area residents shortly to discuss with them what they would like to have in their park ( area could accommodate some play apparatus , benches , and possibly a back stop ) , and also to discuss permanent name for the park . (He noted that it Js being called "Arden Oaks " designating the area, can continue with this name or pick another. ) Winter Program Review Program changes were discussed : basketball is being handled by the parents ' organization and dropped by Arden Hills , as previ - ously discussed with the committee . "Sports Club " will be dropped ; Buckley explained that the favorite activity of the "Sports Club " was floor hockey , so a floor hockey program is scheduled for the winter . Men ' s 3 Man Basketball ( a low key bas- ketball program for "over the hill " types like park directors , etc . ) has been added ( played on half court) . Committee asked about the "Sports Injuries and Diet Control Clinic". Buckley • stated that two chiropractors lead this session , dealing with best ways to avoid strains and injuries , best ways to treat them, and important diet facts , and that when offered in spring session , it was well received . Committee would like the background of the instructors included in description of the program in flyer. Motion was made by Sather, seconded by Kostishack, that , with deletion of "Sport 's Club " and addition of identification of in- structors in "Sports Injuries and Diet Control Clinic", the winter program be recommended to Council for approval . Motion carried unanimously . Janet Estates , Tax Forfeited Land Two lots , adjoining the swamp area that the City now owns , have been forfeited for taxes ; Mulcahy asked if Committee had any interest in acquiring these for park land . Lots are somewhat low , no information was available as to whether Rice Creek would allow any fill on them. Buckley did not see any great need for addi - tional park land in the area ( lies across from Mounds View High School ) . Committee decided to defer decision for one month , and asked Buckley to walk over the lots and bring definite recom- mendation to next meeting . December MP_Pting , Christmas Party Chairman Sand and his wife June extended a hearty invitation to all members of the committee and their spouses to a Christmas . party at their home , 1989 Jerrold, on Tuesday , December II , 7 : 30 p .m. in lieu of a meeting at the Village Hall . You may bring snacks or cookies to share if you wish . • Minutes of Regular Parks and Recreation Committee Meeting Page three Miscellaneous Business/New Business Arbor Day - Mulcahy related to the committee Finance Committee interest in Arden Hills ' sponsorship of an Arbor Day program. He suggested Parks Committee develop some program, possibly buying trees for resale to property owners for planting on boulevards , recommendations for best types of trees , publicity . Gillies sug- gested possibility of tieing Arbor Day program in with Parkway program. Buckley suggested tree planting, and dedication of Cummings Park be tied into program . Buckley will contact adjoin- ing villages for information about how they have conducted their Arbor Day programs . Study of Arbor Day program will be included in future agendas . Perry Park - Sather noted that there are two wash-outs 1n black- top , near field #4, 1n Perry Park ; Buckley will have them repaired . Park Fires - Sand noted that a youngster had , either carelessly or deliberately , caused a grass fire in Hazelnut Park recently ; Committee would like article in Town Crier asking residents adjoining parks to be alert for, and promptly report any unusual activities in park areas . • Committee Membership - Sather asked that he be removed from membership on this committee as of December 31 . All Committee members were invited to return for the 1985 year . Commendation - Mulcahy commented on the excellence of the Com- mittee, commended Buckley for his ability to attract outstanding individuals for service on the committee . BRING YOUR SIGNIFICANT OTHER. • • MEMO TO FILE: Subject: Parks Committee Meeting of 11-13-84 - Arden Hills During the Finance Committee budget hearings in September there was a good indication of support for an Arbor Day Program. It was not given specific provision in the budget, but it would be worth the time of the Parks Committee to put together a proposal for consideration. As I recall, John Hall and Chuck Mertensotto spoke for the project. Our neighboring cities have received special awards for their Arbor Day programs and it seems natural for Arden Hills to have a program of this sort. I understand that our ordinance specifies certain kinds of trees that can be planted in boulevards and requires • a permit for such planting. This is probably a good idea so that standard selections are made but it simply underscores the interest of the City in the program. Perhaps a call to planner Orlyn Miller would give us the background on the ordinance provisions and some ideas for the development of a program. T. R. Otto , seconded by Anderson , that the minutes of September 18, 1984 be approved . The motion carried unanimously. Council Report T . Mulcahy briefly informed the Committee of the following : • - It is hoped that the designated Arden Oaks Park area can be graded by October 15th and dormant seeding completed in late November. Buckley reviewed Arden Oaks Park Development Schedule ( 10 year Guidelines for Park Development ) with Parks Committee - Arden Oaks Park received High Priority . Grading and landscaping was scheduled for 1984 . Playground equipment and additional landscaping schedule for 1985 . The delay in removing the excess dirt has delayed the development one year. If the site grading and seeding is completed this fall , play equipment could be installed in late summer of 1985 However , the play equipment was budgeted for 1986 . Roseville requested our support for a regional speed skating facility . The Council passed a resolution for their request . Arden Hills is having the leaf composting again this year. Arden Hills soccer team was honored with trophies . The Council approved the 1985 Budget . Offices to be filled in Arden Hills Election this year : Mayor for a two year term, two four-year councilmembers , seats currently held by T. Mulcahy and K. Rauenhorst ; and one two-year councilmember seat , currently held by N . Hansen who was appointed on August 20 . Mulcahy went on to say that incumbent Mayor Woodburn is the only one that filed for the office of Mayor. R. Parkway Study Arden Hills, Minnesota September 26, 1984 GOAL: Development of a City-wide parkway system in Arden Hills which, in addition to serving basic transportation needs, provides a pleasant environment for travel , offers exposure to natural amenities, and enhances the visual image of the Community. - OBJECTIVES: 1. Establish a parkway system which will connect the various neighborhoods and segments of the Community. 2. Improve the visual image of the parkway route by: a. improving the definition of roadways and park- ing areas; b. redesigning cross-section of roadway, if feasible; C. eliminating excess paved areas ; d. screening objectional facilities and views; e. eliminating overhead utilities; and f. intensely landscaping boulevard areas along the roadway. • 3. Maximize the exposure to the Community's natural amenities--lakes, woods, interesting topography, and parks. 4. Preserve and enhance desirable views and vistas . 5. Identify and enhance major entrances to the City. 6. Provide for the safe and efficient movement of automobile traffic. 7. Provide safe movement of bicycles and pedestrians in an attractive environment, preferably separated from automobiles. DEFINITION OF PARKWAY: An elongated or ribbon park featuring a roadway for non-commercial traffic, which. connects parks , monuments, and major recreation areas and provides an apportunity for a safe and pleasant driving experience. Access and roadside developments are controlled, and facilities such as turnouts, picnic areas, and other recreational facilities are provided where room permits. Utilize existing streets. 2. Select routes with adequate right-of-way. 3. Select routes which have "inter-neighborhood" significance. 4. Select routes which provide access and exposure to existing natural amenities. ANTICIPATED PROBLEMS: 1. Restrictions of existing development. 2. Inadequate rights-of-way widths. 3. Conflicts between traffic engineering requirements and parkway design objectives. 4. County jurisdiction of key routes. 5.
