Approval of Minutes
Klick , seconded by D . Messerly , that the
Motion was made by D .
minutes of August 14 , 1984 be approved . The motion carried
unanimously .
• Addition to Agenda
Sand added the concerns of the Arden Oaks residents to the agenda .
Concerns of the Arden Oaks Residents
our residents from Arden Oaks neighborhood expressed the following
concerns :
1 . The removal of the excess dirt on the proposed park site -
is way behind schedule .
2 . The residents were interested in the development
schedule for the park .
3 . Complaints were made regarding the problem created by
the clay washing down on their sod when it rains
4 . They are anxious about the trucks going in and out of
the neighborhood .
E . The large pile of dirt can be dangerous for children .
The Committee suggested that the residents should go to the Council
and express their grievance . Buckley said if the dirt is removed ,
and park site graded , seeding could be done late this fall .

Committee to attend because the proposed Budget is over and things
are going to be cut .
Tennis Courts
Parks Director Buckley stated that the tennis court at Hazelnut Park
is finished an it is now in use . The tennis courts at Cummings and
Floral Parks should be ready within about a week .
Village Pedestrian Trails and Corridors to Open Spaces
The Committee reviewed a detailed report passed out by Parks
Director Buckley . The report included the name and location of each
trail , the present status of each trail and each trail ' s future
improvement proposal .
Crepeau Park Report
The Committee reviewed material passed out by Messerly regarding the
update of progress and plans for Crepeau Park . Also , it was decided
that they recommend the name from Crepeau Nature Center to Crepeau
Nature Preserve . The Committee expressed appreciation for the work
Messerly has done .
Messerly requested volunteers to meet at Crepeau Park on September
29th , 8: 00 a .m . - 12 : 00 . They are planning to clear land for
planting areas .
Fall Festival
This was the third annual Arden Hills fall festival which was held
at County Road E between Lexington and Snelling . The proceeds will
go to the Crepeau Park Project . $1000 was donated for Cummings
Park back stop from proceeds from 1983 festival .
Summer Program Report_
The new tennis class instruction has in
the interest in
tennis in Arecen Hills . K. Enrooth mentioned how much his
daughters enjoyed the tennis lessons this summer. Buckley
scat-ed that Sharo'. Hughes h:.5 been an excellent tennis instructor.
Buckley shared letters of appreciation for the wonderful job the
Parks Committee has done with the Parks and Recreation this summer.
Parkway Joint Committee Report
ive members from the Parks Committee have volunteered to serve on
the newly formed Parkway Committee . They are Adele Anderson ,
Mary Gillies , Don Messerly , Tom Sather, and David Sand . Several
Planning Commission members will also serve . Councilmember
Mulcahy is having some preliminary meetings with Planning
Consultant Orlyn Miller. First meeting for the Committee will be
in October.
Adjournment

The next Parks and Recreation Committee Meeting will be on
October 9 , 1984 at 7 : 30 p .m.

NOTES ON PARK SURVEY SUB-COMMITTEE MEETING 10/4/84
PRESENT: John Buckley, Adele Anderson, David Sand, Mel Wild, Pat Wild
Reference was made to Biocentric proposal. The major goals identified for a survey
identified
were agreed upon as , with one addition:
1. To determine whether the neighborhood parks are being developed in a way
that meets the needs of Arden Hills residents.
2. To determine whether current programming efforts are meeting their needs.
add: 3. To determine whether or not the pathway system is designed and developed
in a way that meets the needs of the community.
EXISTING METHODS OF OBTAINING INFORMATION WERE DISCUSSED:
1. Parks and Recreation Committee feedback.
2. Level of Program participation as an indicator of program popularity.
3. Observation of park use.
4. Input by special interest groups, i.e. , softball leagues, soccer teams, etc.
5. Input T_ citizen groups:
a. citizens like Royal Oaks, those bordering trails, etc.
b. Citizens for programs for the handicapped, retarded, senior citizens.
6. Surveys by other communities.
General trends or fads for particular programs or facilities.
8. Direct comments to John Buckley from users.
ADDITIONAL METHODS OF OBTAINING INPUT WERE SUGGESTED (Other than survey)
1. Publicize Parks Committee park tour and invite residents to meet the
Committee at their park.
2. Have (when appropriate) items in the Town Crier regarding parks new
or activities. Could include program news, development news, etc.
and an invitation to comment on a particular issue could be included.
The feeling was that we are now getting a lot of good feedback and information
from the citizens. The question was:
WHO ARE WE NOT HEARING FROM OR WHAT KIND OF INFORMATION ARE WE NOW LACKING,
IF ANY?

1. It was suggested that there seemed to be a lack of communication with
Senior Citizens. Reasons stated were:
a. Maybe they are very busy already
b. Their needs may be provided for by other organizations, such as
churches, community ed. ,
It was mentioned that at one time a flyer was mailed with the Town
Crier, to invite response to organize senior citizen group. The
response was very low.
2. No real involvement with the handicapped or retarded.
a. Comment: we have yet to respond to some known needs, i .e. , park
access with hard surfaced paths for wheelchairs, etc.
INFORMATION THAT WE MAY PRESENTLY BE LACKING:
I . How much more are citizens willing to pay to upgrade parks, programs
etc.
a. Feeling was that citizens are generally mot going to offer to spend
more than they have to in any area. A good example is the Dist. 621
referendum.
2. Are citizens happy with the condition of the upkeep of the parks. Are
they willing to pay more for better and more formal grooming.
QUESTIONS:
• 1 . Can we adapt or change significantly if information in the survey
indicated it?
a. What would we do with heavy demand for large city park, park shelters
and toilets, etc.
2. Are we already doing most everything possible to provide parks and
programs that are within the guidelines of the comprehensive plan of
Arden Hills, and responding to the information we now have regarding
citizens wishes.
COMMENTS:
It was felt that if we have AN EXTRA $1 ,300 to spend we should do it on
development or programs, since we already have well defined needs that have
not been met, or goals we wish to achieve.
It was recommended that we continue to invite citizen input, but a survey
is not recommended at this time.

The meeting was called to order by Acting Chair David Sand at 8 :45 p .m .

Planner Mi er distributed an outline for preliminary discussion for
the Committee to review. The written outline contained the proposed
goal :
Development of a City-wide parkway system in Arden Hills which ,
in addition to serving basic transportation needs , provides a
pleasant environment for travel , offers exposure to natural
. amenities and enhances the visual image of the Community .

During the discussion of preliminary goals and objectives , Planner
Miller also outlined Community gateways and potential parkway routes
with the Committee :

Miller agreed to :
- Contact Ramsey County Engineers regarding road improvement
programs and landscaping opportunities along County roads .
- Investigate potential funding sources with Metro Council ,
Ramsey County , and MN Dot .
Miller will also evaluate and begin proto-type design for gateway
at Johanna Blvd and County Road D and small section for Johanna Blvd
for the next Parkway Committee meeting .
Next Meeting
The Committee tentatively scheduled the next Parkway meeting for
Tuesday , November 20th . The meeting would immediately follow the
regularly scheduled Park and Recreation Committee meeting .

- Old Highway 10 from County Road E to 694
- County Road E-2 from 35W to Old Highway 10
Committee discussion also added the following Potential Parkway

- County Road F from Hamline Avenue to Lexington Avenue

Parkways Bike Problems used for Parks Connections
It was suggested that Arden Hills Parkways especially bike paths )
recognize nearby parks in adjacent communities and future regional
parks such as Ramsey County Long Lake Park and Ramsey County Grass
Lake Park .
Consensus
Through discussion the Committee did reach consensus to approve the
proposed goals , objectives and potential suggested routes .
Anticipated Problem
Anticipated Parkway restrictions were discussed . The Committee
quickly realized that development of a parkway system is a long term
commitment of planning , time for development and finances .
Short Term Goals
Immediate impact could be accomplished by planning and developing a
single gateway first , and also developing a small section of parkway.

2 . Preservation of open space to enhance the community
environment .
This document stressed the provision of neighborhood
parks joined by a trail system and attention to passive
as well as active recreational opportunities .
The recent Park Department Evaluation Report by Charles
Tooker recommended that an updated survey be conducted
to keep recreation facility development and programming
responsive to the community.
Ms . Blomquist stated that she could design a survey to identify
the following goals :
1 . To determine whether the neighborhood parks are being
developed in a way that meets the needs of Arden Hills '
residents .
2 . To determine whether current programming efforts are
meeting their needs .
Ms . Blomquist reviewed a schedule of task and responsibilities and
the cost of the consulting service , ($1355 ) . After a period of •
answering questions , Ms . Blomquist left the meeting .
After considerable discussion , Klick moved , seconded by Otto , that
the survey sub-committee should meet to :
1 . Write the purpose and goals for the proposed community
survey.
2 . Determine the survey content , park usage , park develop-
ment , programs , etc . This information should be available
for Committee consideration at the October 9th meeting .
Motion carried unaniffiously .
Council Report - Nancy Hansen
Tentative Plans on Hamline
The Council voted to expand the roadway to 46 ' wide from Floral
Drive North to Highway 96 . Hansen said the speed limit has been
lowered from 45mph to 40mph .
Update on North Heights Lutheran Church Proposal
e Council approved the Planned Unit Development Concept Plan ,
contingent upon response to the Planning Commission ' s concei'tis re
traffic control , park dedication , and public use of facilities , use
intensity , site coverage and delineation of various uses .
Finance Committee Meeting
The Finance Committee is meeting Thursday night at 7 : 00 P .M.
(September 20th ) . Ms . Hansen encouraged anyone on the Parks
