Roll Call Present - Sand, Klick, Kostishack, Gillies, hesserly, Otto, Sather, Mulcahy Absent - Anderson, Dreyling, Enrooth, Wild, Tuggle also Present - I,Vor R. Woodburn, Parks Director J. Buckley, North Heights Representatives - Dick Brownlee, Walt Roberts, W. Dennis Peterson Approval of Minutes motion was made by Klick, secon:-led by Otto, that the .minutes of June 12, 1984 be approved. The motion was czrried unanimously. Addition to the Tooker Report Kostishack said the "Charles Tooker Report" should include progress for Handicapp- ing Comiitions, not just for Senior Citizens. North Heights Lutheran Church Development Presentation Dick Brownlee, Station 19 Architect, used an overhead projector to present a ' proposal consistin" of four stages: - seating 3,OOC Stage 1 - Will include a Worship Sanctuary people, area for Christian education, kitchen, support facilities, offices, parking, etc. - Stage 2 - Will build an additiomal Worship Facility seating 2,000. - Stage 3 - Co.,umunity aai Recreation Center and Christian hostel - atage 4 - A Prayer Retreat house In the discussion some of the following information was included. - They would b.: very sensitive to the preservation of natural trees and existing pond areas. - They would accomrr�adate a large amount of water "rue off". - Their immediate need is to establish Stage 1. - They would be in agreement to serve the Community if it xou:al be in accordance to their goals. - They felt their plans are quite compatible with the Arden hills Village Code. - The break-down for the grourd useage was as follows: 45.7 Total Acres 4.3 Acres will be used for Storm Drainage and Ponciing 21.6y' Acres of Green Acreage Sather concluded by pointing out how well the North Heights Committee had laid out their plans. Park Dedication Discussion Buckley distributed maps to point out to the Committee the areas that remain un- platted in the area. 4 2.4 acres Park Site could be acquired through Park Dedication. f Minutes of Park and Recreation Committee Leeting July 24, 1984 Page Three • Miscellaneous Business Tennis Court Progress- Buckley brought the Committee urn to date on the Tennis Court. The sites have been established, grading done, base and asphalt will be completed within the next two weeks. Walkways- The walkways in Karth Lake. Circle were discussed. It was suggested that Buckley and Klick should go and talk to the residents. The walkway will be patio blocks and marked with trail markers. It was thought that some residents will not like it but there is an easement an3 it will make it a safer way to go to the Park. It was also stated that the longer they wait for the walkway, the more difficult. Buckley and Klick will decide haw to proceed on the issue. Park Complaint Kostishack explained that her son played a make-up baseball game for North Sub- urban Little League at Floral Park on July 16th. She was disappointed in the condition of the ball field. The outfield grass was long and grass was growing in the infield area. There were no benches for the team„ Buckley stated that Floral Field has not been scheduled for youth and adult league play. Therefore, players' benches have not been installed. Our parks are scheduled for grass cutting weekly„ During the dry spell in mid July the grass in some parks have started to turn brown. So some of the parks were ii,owed every nine to ten days. The grass in the infield area will be mowed this week. • Ara.journment The meeting was adjourned at 10:45 p.m- The next Parks and Recreation Committee 1�&etinr will be on August 14, 1984 7:30 P. m- Minutes of Parks and Recreation Committee kkeeting Page Two Council_ Report • The Ton; T,ulcahy Aiewo - * Sand was personally pleased and happy that the Council approved funding the Crepeau Park and Parkway feasibility study. Sand thinks it is a good change in direction. * Sara expressed his appreciation to Lesserly for, work he personally did. Also, he thanked hip, for the presentation given to the Council. * Messerly reported that he had worked out a wholesale plan with Bailey's Nursery and passed out a brochure for the Committee to re- view, resserly also mentioned that there has been some interest expressed for the organization of a Bird watching Club. 1' anagement Goal_Study After the 1°,anagement Goal Study had been reviewed by the Committee, a motion was ;ade by Otto, seconded by Kostishack, that the Committee accept the the Manage- ment Goals for 1984. Kotion carried unanimously. Nall Program Review arrj Approval +chile reviewing. the fall program tl,e following ideas were expressed: - Several members of the Committee expressed the need for a non-highly competitive basketball program. Buckley explained that it was poss- ible t'.iat they could still have it. - it was decide-- that they would invite a representative of the newly organized Youth Basketball Association to explain their program at the August meeting. . - A motion was m.wi.' by Otto, seconded by Klick, that the Committee would approve the fall program subject to reinstatement of the basketball pro-ran, after hearing from t ,e parents concerning the Mounds View Program. 1985 Budget During the reviewing of the budget some of the following items were brought up: - Sand wondered wry there was such a detailed break-down for the skatin . costs. Buckley said because it's easily defineable. - Kostishhaek questioned items 1'130 and #438 both dealing with Health Insurance ani yet the;,, are listed separately. Sand sri:? it looks like the pair: savings is that we won't have tc spend -rioney for a truck and. step, J; 1 should go down; because of t`e new e.,uipmento _ The Committee requester', a bigger bread:-down to inform then of the exact fees so they will know if they're meeting their expenses. Buckle; agreed that he'll Ave it ready at the next meetinng. The Committee corrrr:ended Buckley for keeping the costs so close to th:; budget of previous years. (The numbers referred to above are found in the Annual Budget.) Park Committee :ember Resignation T. Saul announced that Tim Tuggle resigned because of. his schedule.at work. The Collnittee would like to express their thanks for his time and talents spent on the Committee. it was decried that in the next Town Crier they will publicize the vacancy on the Park and Recreation Co,;s:ittee.
