Buckley , Coucilperson N. Hansen , Mary Blomquist (President of the Biocentric , Inc . ) , Residents from Arden Oaks Drive , and T . Mulcahy (about 9 : 15 p .m. ) Approval of Minutes Motion was made by D . Klick , seconded by D. Messerly , that the minutes of August 14 , 1984 be approved . The motion carried unanimously . . Addition to Agenda Sand added the concerns of the Arden Oaks residents to the agenda . Concerns of the Arden Oaks Residents our residents from Arden Oaks neighborhood expressed the following concerns : 1 . The removal of the excess dirt on the proposed park site - is way behind schedule . 2 . The residents were interested in the development schedule for the park . 3 . Complaints were made regarding the problem created by the clay washing down on their sod when it rains 4 . They are anxious about the trucks going in and out of the neighborhood . 5 . The large pile of dirt can be dangerous for children . The Committee suggested that the residents should go to the Council and express their grievance . Buckley said if the dirt is removed , and park site graded , seeding could be done late this fall . (At this time the Arden Oaks residents left) Report on Proposed Community Survey on Park and Pro ram Develo meat Ms . Blomquist mentioned that the foundation and gui a in-es for the development of the Arden Hills parks system has been based on the • Comprehensive Park Report published in 1973. The goals included in the recreation and open space planning were : 1 . Provisions of facilites to serve both the passive and active recreation needs of Arden Hills residents of all ages . This document stressed the provision of neighborhood parks joined by a trail system and attention to passive as well as active recreational opportunities . The recent Park Department Evaluation Report by Charles Tooker recommended that an updated survey be conducted to keep recreation facility development and programming responsive to the community. Ms . Blomquist stated that she could design a survey to identify the following goals : 1 . To determine whether the neighborhood parks are being developed in a way that meets the needs of Arden Hills ' residents . 2 . To determine whether current programming efforts are meeting their needs . • Ms . Blomquist reviewed a schedule of task and responsibilities and the cost of the consulting service , ($1355 ) . After a period of answering questions , Ms . Blomquist left the meeting . After considerable discussion , Klick moved, seconded by Otto , that the survey sub-committee should meet to : 1 . Write the purpose and goals for the proposed community survey . 2 . Determine the survey content, park usage , park develop- ment , programs , etc . This information should be available for Committee consideration at the October 9th meeting . Motion carried unanimously. Council Report - Nancy Hansen Tentative Plans on Hamline The Council voted to expand the roadway to 46 ' wide from Floral Drive North to Highway 96 . Hansen said the speed limit has been lowered from 45mph to 40mph . Update on North Heights Lutheran Church Proposal TVe--C-ouncil approved the Planned Unit Development Concept Plan , contingent upon response to the Planning Commission ' s concerns re traffic control , park dedication, and public use of facilities , use . intensity , site coverage and delineation of various uses . Finance Committee Meeting The Finance Committee is meeting Thursday night at 7 :00 p.m. (September 20th) . Ms . Hansen encouraged anyone on the Parks 0 Minutes of Regular Parks and Recreation Meeting Tuesday , September 18, 1984 • Page Three Committee to attend because the proposed Budget is over and things are going to be cut . Tennis Courts Parks Director Buckley stated that the tennis court at Hazelnut Park is finished an it is now in use. The tennis courts at Cummings and Floral Parks should be ready within about a week . Village Pedestrian Trails and Corridors to Open Spaces The Committee reviewed a detailed report passed out by Parks Director Buckley. The report included the name and location of each trail , the present status of each trail and each trail ' s future improvement proposal . Crepeau Park Report The Committee reviewed material passed out by Messerly regarding the update of progress and plans for Crepeau Park , Also , it was decided that they recommend the name from Crepeau Nature Center to Crepeau Nature Preserve . The Committee expressed appreciation for the work Messerly has done . Messerly requested volunteers to meet at Crepeau Park on September 29th , 8: 00 a .m. - 12 :00 . They are planning to clear land for planting areas . Fall Festival This was the third annual Arden Hills fall festival which was held at County Road E between Lexington and Snelling . The proceeds will go to the Crepeau Park Project. $1000 was donated for Cummings Park back stop from proceeds from 1983 festival . Summer Program Report he new tennis class instruction has increased the interest in tennis in Arden Hills . K. Enrooth mentioned how much his daughters enjoyed the tennis lessons this summer. Buckley stated that Sharon Hughes has been an excellent tennis instructor. Buckley shared letters of appreciation for the wonderful job the Parks Committee has done with the Parks and Recreation this summer. Parkway Joint Committee Report ive members from the Parks Committee have volunteered to serve on the newly formed Parkway Committee. They are Adele Anderson , Mary Gillies , Don Messerly, Tom Sather, and David Sand . Several Planning Commission members will also serve. Councilmember Mulcahy is having some preliminary meetings with Planning Consultant Orlyn Miller. First meeting for the Committee will be in October. • Adjournment e meeting was adjourned at 10:05 p.m. The next Parks and Recreation Committee Meeting will be on October 9 , 1984 at 7 : 30 p .m. Minutes of Regular Parks and Recreation Village of Arden Hills • Tuesday , August 14, 1984 - 7 :30 p.m. Village Hall Call to Order The meeting was called to order at 7 :35 p.m. Roll Call Present - C. Sand, D. Klick, D. Kostishack, M. Gillies , K. Enroth, J. Otto Absent - A. Anderson, G. Dreyling, D. Messerly, T. Sather, M. Wild Also Present - Mayor R. Woodburn, .Parks Director J. Buckley, North Heights Representative A. Lien, and Mounds View Basketball Assn. Representatives J. Janke and G. Bagan Approval of Minutes Motion was made by Jim Otto, seconded by D. Kostishack that the minutes of July 24th be approved as corrected. Corrections were made as follows : a. Page 1 - Under addition to the Tooker Report, the sentence should read: "Kostishack said the "Charles Tooker Report" should include Programs (instead of Progress) for People with Handicapping Conditions , in addition for Senior Citizens . " , • b. Bottom of Page 1 - Another sentence should be added to the last statement regarding North Heights as follows : "There was, however, concern expressed about sufficient acreage break-down for storm drainage and ponding complying to the acreage ordinance. C. Last part of last sentence under Fall Program Review and Approval on Page 2 should read: "After hearing from the :people who are putting on the program. d. The first sentence under Park Committee Member Resignation should read: "Sand announced that Tim Tuggle resigned because of his conflict of meetings on Tuesday evenings . Mounds View Basketball Presentation Mr. Janke and Mr. Bagan explained to the Committee what their goals in their program are. The following points were brought forth: - They felt the need for a stronger in-house and traveling program. The Mounds View Basketball Program would be patterned after the Irondale Basketball Program. Their program has been established for 15 years for grades 3 - 8 . - Want more participation for girls . A separate girls and boys program seem to encourage more girls ' participation. - The 7th and 8th grades have no school basketball pragram. The • Mounds View Basketball Program will provide an active program for this age group. Want more parent participaiton. Get basketball better known in the area. Minutes of Regular Parks and Recreation August 14, 1984 Page two • - They haven' t formally organized, but they have had meetings with about 25 parents volunteering their support. They envision a program much like Arden Hills' and Shoreview' s where instruc- tion is maximized at first. A program that permits a child to play for the good experience - not be eliminated because of lack of ability. Winning isn' t the goal but rather the positive experience or they can get discouraged. They felt they could handle 4 teams from grades 3 and 4; and 4 teams from grades 5 and 6 from each grade school. Grade schools in Mounds View areas are Island Lake, Snail Lake, Turtle Lake and Valentine Hills. It was further stated that the boys and girls would be separate. The girls would play in the fall until the last of December. Then the boys would start in January and play an equal amount of time . Their charge will ba $15.00 to participate in the in-house program . - They want the Parks and Recreation Committee support. • - John Buckley would serve on the Board of Directors and therefore , be able to monitor the program. Buckley also thinks it will inspire good community relations. The Committee was very concerned that the present emphasis on learning, having fun, and equal participation governing youth athletics continue to be stressed by the new parent sponsoring group. Kostishack ques- tioned the idea of the Parks and Recreation relinquishing this program to others . She said then she wondered why it wouldn' t happen to other sports also. After further discussion, Klick made a motion, seconded by Otto, that the Mounds View Basketball Program be accepted with the idea that after the girls ' program, a report should be made at the January meet- ing for evaluation. North Heights Luthern Church Park Dedication Lien, a representative ot North Heights Luthern Church, explained some of the tentative plans for walkways and trails. He said they realize they have to comply to the ordinance, but just how is not established as of yet. Sand expressed that there was some concern after the July meeting. The main concern was if the set aside of approximately 4.3 acres for storm drainage and ponding will meet the intent of the Park Dedication . Ordinance. Buckley passed out copies of the ordinance pertaining to Park Dedication. After additional discussion, the following conclusions were established: Minutes of Regular Parks and Recreation August 14, 1984 Page three - Mulcahy said there is a need for ball field and suggested this could be included in the North Heights Dedication Area. - It was also expressed that if the developer cannot set aside sufficient amount of acreage for Park Dedication. They must give a determined portion of money or a combination of so much money and land. - It was decided that the Architect should come back and give more information as to what their plans are before further action from Parks and Recreation. - Sand announced that the Planning Committee would meet on the following evening - Wednesday, August 15th at 7:30 p.m. . They would be meeting with the North Height Representatives and everyone interested was encouraged to attend. Council Report T. Mulcahy reported on the following: A. Cable T.V. boxes - Mulcahy said cable wires are put underground where other utilities are under the ground. But there will be Cable Boxes placed in every other yard where the wires are buried and many feel this will add to the visual pollution. • - The smaller boxes will be buried but the big ones will be buried only for a fee of $125.00 to the individual homeowners . - Sand wonders if there will be boxes in front of our parks . - Mulcahy said they' ll get the answers on a report at the next meeting on the Cable Commission. B. Roseville Bank Expansion - The Roseville Bank is planning to redesign into a two-story bank. With this expansion, there should be some recovery of Park Dedication area. - Sand appreciated Mulcahy' s bringing this to the Park Committee' s attention. - The berming will be removed in an effort to enhance the bank' s image. C. Approval of Fall Park Programs Tne Council reviewed the Fall Park Programs as recommended by the Parks Cor-nittee. They approved the 1984 Fall Program as presented and recommended that the Parks Committee review the need for a basketball program. • D. Management Goals for 1984 J. Buckley' s management goals as Park Director for 1984 were " received and approved by the Council. E. Karth Lake Pumping Mulcahy informed the Committee that the pumping at Karth Lake had been finished at no extra cost to the residents. Minutes of Regular Parks and Recreation August 14, 1984 ; Page four • F. Resignation of Parks Committee Member The Council accepted with regret the resignation of Tim Tuggle. Cre eau Park Progress Report J. Buckley and D. Messer y met with Rice Creek Watershed. It was recommended that they write a letter describing the project planned. Messerly was unable to attend tonight' s meeting but he has contacted �� �� i 'n Princeton. The will provide some options Prairie Restoration i i y p p for the plantings of the open areas at no cost to the Village Parkway Study Mulcahy asked for volunteers to be on a Parkway Study. Gilies and Sand volunteered to be on the Committee. Adjournment The meeting adjourned at 9:55 p.m. . • The next meeting will be Tuesday, September 18, 1984 in the Public Works Building at 7 :30 p.m. . •
