Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills Tuesday , April 10 , 1984 - 7 : 30 p.m. Village Hall Call to Order The meeting was called to order by Chair Sand at 7 : 32 p.m. Roll Call Present - Sand , Kostishack , Messerly , Gillies , Otto , Dreyling , Sather , Wild , Enrooth Absent - Anderson , Tuggle , Klick Also Present - Councilman Mulcahy , Director Buckley Approval of Minutes Otto moved to approve the minutes of March 13 , 1984 as submitted . Motion was seconded by Dreyling and carried unanimously. Council Report Councilman Mulcahy reviewed the following items from Council : - approval of proposed tennis courts and advertising for bids with opening of bids scheduled for April 24 , - approval of basketball instructors for the parks program, - approval of Final Plat for Lametti Addition . Park dedication is pending approval of raw land value . Cummings Park Play Equipment Review Director Buckley reported he sent out requests to play equipment manufacturers for proposals . Eleven proposals were received . Buckley passed out a comparison of these proposals along with a drawing of each specific unit . Buckley reminded the Committee of the general philosophy of Parks and Recreation to provide a wide variety of play activities for both the preschool and elementary age children . Also , the equipment itself should blend into the wooded natural settings of Arden Hills Parks . The Committee reviewed the drawings and the comparison graph. Prices quoted include shipping , which takes four to six weeks . Railroad ties for framing , and sand for the base of the unit , costs approximately $350 . Parks Maintenance installs these units and this takes about 7 to 10 days . Buckley wants to install equipment at Cummings Park by mid to late July . Chair Sand moved to recommend to Council that the Committee suggests the Game-Tire structure with Director Buckley having discretion over the options on tvnes of activities . Motion was seconded by Otto and carried 8- 1 , Kostishack opposed . • Minutes of Regular Parks and Recreation Committee Meeting Tuesday , April 10 , 1984 Page Two Report of Tennis Court Construction Director Buckley reported the specifications have been drawn up and three companies have picked up the specs . Bids are due to be opened April 24 , at 2 : 30 p .m. This construction includes a double court at Cummings a single at Hazelnut and a single at Floral , completion by July 1 , 1984 . All courts have specifications for fences ten feet hiqh on all sides . Crepeau Park Development D . Messerly presented copies of his preliminary sketch of the Crepeau Park area . Messerly asked Committee for their thoughts for the next step in this development . After discussion , Committee suggested the annual Park Tour, scheduled for May 8 , on a walk through Crepeau Park by the full Committee . Messerly will contact his acquaintance at the Arboratum re : types of plantings , etc . Specialist M. Krotaska would recommend for the Crepeau soil , taking into account the type of natural vegetation present . Spring Program Report Director Buckley reported that a strong interest in softball continues . The Cummings Park facilities will be used two or three nights this season for Adult Leagues . In addition , co-rec will use Island Lake School facilities and the Hazelnut Park fields . The Perry Park parking problem will continue to exist until more space is found . Director Buckley has encouraged teams to carpool and start earlier in the evening . Parking will be allowed in the hockey rink area , but , discouraged on New Brighton Road . Speed limit changes have been referred to Ramsey County. Winter Program Report Participation was high . Some changes regarding hockey , by encouraging Lake Region to use Hazelnut for practice and some games and scheduling Bethel Broomball to play later in the night , Buckley is freeing up Perry hockey rink for more neighborhood use. Health Fair Volunteers Buckley reports there will be 30 different stations on the program from 1 : 00 to 8 : 00 p . m. , Monday , April 30 , at Edgewood Community Center. Anyone interested in helping in the general area of a specific station , call Buckley . Park Clean-up Committee will continue to motivate citizens to participate in the annual park clean-up activities . Sather suggests each ball league be requested to provide four people to help in clean-up of parks . Team managers could be given information that participation is part of the program. Committee agreed to use this same procedure in addition to announcing it in the Town Crier . Minutes of Regular Parks and Recreation Committee Meeting Tuesday , April 10 , 1984 Page Three Miscellaneous/New Business April 30 - the State Regional Parks meeting at Metro Council . Buckley has additional information . Committee members are encouraged to attend . Summer 1984 program was reviewed . Sather moved and Wild seconded a motion to approve the proposed program. Motion carried unanimously. Kostishack and Gillies requested a backboard at the edge of the paved area in Valentine Park . Buckley agreed that this could be done by the parks maintenance crew. Committee agreed that Valentine Park area needs the addition of this facility. Committee requested the current plan for tree plantings . Buckley reported the Park Department has 500 seedlings to be planted . Sand suggested community involvement and will provide manpower. This committee will go out and get community organized into hole digging units and the parks maintenance crew will put the seedlings in the holes . Dreyling announced that the D & R will give trees to any group if you plant them on public land . Buckley said policy has changed - no more free seedlings . Adjournment Sather moved and Wild seconded a motion to adjourn at 9 : 32 p.m. Motion carried unanimously . Submitted by Helen Schmidt . Hwy. 96 Arden Hills, 1111 55112 Dear Mr. Buckley: This letter is in response to your request to use the two softball fields at Island Lake School on Monday, Wednesday and Thursday evenings from April 9 - August 17, 1984. Our department will allow you to schedule the usage of these fields on Monday, Wednesday, and Thursday evenings according to the above dates. Please do not schedule these fields prior to 5:00 p.m. at any time. We use the Island Lake School fields for our summer playground leagues (starting June 18) and will occasionally play on them until 5 :00 p.m. The school track program at Island Lake.-ado uses them on Monday-Thurs- -� day evenings in April and May until t/5":30 p.m., We wish to advise you that using the Island Lake fields this year in no way guarantees your usage of these fields in 1985 or thereafter. Our adult softball leagues now have 70 teams playing and we expect to keep growing in future years. We suggest your department and city consider adding additional softball fields to its park system. Softball is one of the most popular games in the United States and its popularity will only grow as our cities grow. As part of our agreement this year, we will expect your department to be responsible for the field maintenance for the Island Lake infields throughout the summer.
