Village Hall Call to Order The meeting was called to order by Acting Chair A. Anderson at 7 : 40 p .m. Roll Call Present - A. Anderson , G. Dreyling, D. Messerly , T. Sather, J . Otto, K. Enrooth , D. Kostishack Absent - D. Sand , M. Gillies , T. Tuggle, D. Klick, M . Wild Also Present - Councilman Mulcahy, Director Buckley Approval of Minutes D. Messerly moved and G. Dreyling seconded the approval of the Minutes of the 2/ 14/84 Parks and Recreation Committee Meeting . Council Report Councilman Mulcahy reviewed the following items from Council : - Agreement was reached with Vaughan , settling the parks dedication requirement for the Radio Tower Development. Land dedication was agreed upon instead of Vaughan ' s • request for a cash settlement. Park site is located at the south end of Round Lake ; - Park dedication for new industrial development, between Round Lake and 35W , is pending negotiation ; will be resolved prior to building occupancy. - Council approved participation in Health Fair for April 30. New Brightor Gift Catalog Director Buckley reported the cost to New Brighton Parks and Recreation for the printing and mailing of the catalog was approximately $2 , 500 and the returns to date are about equal to the expenditures. Therefore, the New Brighton Director stated he would not reprint the gift catalog . An activity flier may be as effective. After discussion , the Committee recommended that Buckley start a list of needs for Arden Hills Parks and Recreation Department, to be used when a civic minded individual or group requests such information . The Committee will also discuss the possibility of developing a smaller, less expensive brochure to be used on a recurring mailing to publicize this donation/memorial concept to the community . • Subcommittee Appointments Acting Chair Anderson reviewed the appointments to Community Interest Survey Subcommittee. Continuing members are A . Anderson and T. Sather. K. Enrooth volunteered . This Subcommittee will evaluate current surveys from surrounding communities and the Minutes of Regular Parks and Recreation Committee Meeting Tuesday , March 13, 1984 Page Two Metro Council survey before making a recommendation for an Arden Hills survey . Director Buckley reviewed the activities of the proposed Park Improvement Subcommittee. After discussion , the committee felt It would act as a whole to evaluate park equipment bid proposals and make recommendations for purchase. Parkway Proposal Presentation Councilman Mulcahy presented a slide preview for a proposal to request a study by the Village Planner to design a system of parkways throughout the Village of Arden Hills . Committee agreed that when streets come in line for improvement, the "parkway" concept should be considered along with safety , drainage, durability , etc. No formal Committee recommendation was made. Health Fair Council has given approval for Arden Hills' participation in the area wide Health Fair scheduled for April 30 at Edgewood Community Center. Director Buckley will ask for volunteers in the Town Crier and at the next regularly scheduled Parks and Recreation Committee Meeting . • New Business D. Messerly requested the Committee' s consideration of a "Wild Flower project. Committee discussed the feasibility of such a project for Crepeau Park, and will consider revising the 10 year plan to include the Wild Flower project at the future meeting . Director Buckley asked the Committee to become a positive influence In promoting bird population in the community by encouraging , through publicity activites , the building of houses and planting of vegetation which attracts birds . D. Kostishack reminded Committee members that the spring clean-up activities would require the cooperation of the whole committee In the near future. Adjournment T . Sather moved and G. Dreyling seconded a motion to adjourn. Motion carried and the meeting adjourned at _9 : 15 p .m.
