Roll Call Present : A. Anderson , M. Bergene, J . Dreyling , D. Halva , D. Kostishack, J . McTavish, D. Sand Absent : C . Grudnoske, P . Lippert, M. Olson, T. Sather , M. Wild Also Present : Councilman D. McAllister Parks Director J . T. Buckley Approximately 40 Cummings Park Area Residents Netahborhood Hearings Cummings_ Park Concept Plan Buckley opened the meeting with a welcome to visitors , and general discussion of the history and philosophy of development of Arden HI ➢ ls parks. Chair Anderson then reviewed the concept plans for Cummings Park which have been recommended to the Council for appro- va ➢ . The meeting was then opened to comments from residents : 1 . "You tell us this is to be a neighborhood park -- why Is there a league size ball field? What the neighborhood would need and use more is a tes:nis court" . Buckley noted that there are • presently 09 tennis courts available to Arden Hills residents, most available tc the public. 2. Many residents Indicated concern about poventtat packing problems in the cut de sac. . . feel it will be abused , will be a nuisance, do not want parking in the cul de sac. 3. Use of ControN Data parking lot by league teams wil@ make that parking lot become a neighborhood nuisance -- how will It be controlled? 4 . "Who 1s this park supposed to benefit? if it uses Control Data parking Got, It will be opened to Shoreview residents and organized teams, not the neighborhoods. " 5. What will it cost to maintain this park after it Is in? Will this be on tha tax rcl ➢ s? Question whether netghbcvhood kids r, t ➢ Q be able to use it . (Development costs come fr=cm dedicated funds , rrainTenance from General Fundl . 6. Parents w M have to drive their young ch ! ldren to the park. Where w110 they be able to park? eAt this point , it was noted by McTavish that the larger Industries have dedicated monies for park development, should be atle to ex- pect some park service In return, parks are for them as well as 40 Village residents . ) 7 . It was understood by residents that Karth Lake is a private lake; others shoui' d keep off the lake; the public should not • be allowed to use it . It should be posted . 8. How wilt the teams ( if league size field is put in) be policed? Are park closing hours closely policed? 9. Nursery Hilt lane and Nursery Hill Court alone have 32 pre- school children, would like to see play equipment the top priority, do not see need for league field at this time, would sucigest changing the time table to Install plzy equipment first. 10. Do we have a choice of whether we get a deg-eloped park or not? It is a very nice park the way it Is. If . Questioned location of warming house; feel it is too far from parking, looks like it would be an eyesore. 12. Would Barks Conmittee consider a neighborhood survey to see what the majority of the residents would like in the ;park? In general discussion, it would seem the neighborhood would like balance of trails, u.ndisturbed areas, play equipment for young children, family related activities (volleyball , etc . ) smi, iler field for 1 -bE! t P , unorc,an i red be- i i games -- and some assu`•ance of better access to the perk. The Committee was questioned about • trying to obtain acces_, through Mrs. Cummings ' property. Main objections are to teagUe size field , and potential parking problems and policing problems. They suggested a second meeting sc they can see what Parks Committee eventualiy decides to put in . After considerable discussion, it was moved by J . McTavish, seconded by J . Dreyling, that Committee again submit this proposal as a long range plar: , that we proceed with grading and seeding , but only development In imm3dIatO future wi I l be in the play area and In informal neighbo?hood field , contingent on being able to work out a parking agreement with Control Data . Notion carried, four In favor, Bergene , halva opposed. Pationale for opposition : I . Committee has spent 2- 1 /"2 years developing this plan, has considered It caref0lly, has submitted It twice to Covr;cJI already. 2. Only other possible location for another league field is Hazelnut Park; with closing of public schools, there will be a necessity for this field. 3. This should be an "Arden Hills" park, as well as a neighbor- hood park; should provide activities for entire Village as well as immediate neighborhood . 4 . Developmont as proposed on Concept Plan is Integral to the S carefully considered ten year pl &n . 5. D. (Committee was retrAnded that an earlier neighborhood meeting was held In 1979. No objections were voiced at that meeting . ) Committee wilt explore doing complete neighborhood survey on desires for park devolopment. Council Reoort Councilmen f<4cAllister reported that : - Because of heavy snOw removal , one of the trucks had an un- expected S916 maintenance bill . - Me`ers for Sights on tennis courts at Mounds view High School are being replaced to rake them more cost effective. • - Council has approved road through Floral Park, contingent on developer paying aft costs for construction of the road . Park dedication from this dovetoper has not been determined . Objection to this decision was voiced by the Tur,.gles -- felt it was very poor decision, wiiI be dangerous to neighborhood childron , and inhii)it access to the parka J .
