Roll Call Present: A. Anderson„ M. Bergene, J. Dreyling, D. Halva, P. Lippert, J. McTavish, T. Sather M. Wild Absent: C. Grudnoske, D. Kostishack, M. Olson, D. Sand Also Present: Mayor R. Woodburn Councilman D. McAllister Parks Director J. T. Buckley Approximately 20 Floral Park Neighborhood Residents Approval of Minutes Motion was mado by M. Bergane, seconded by D. Halva, that the minutes of February 9, 1982 be approved as railed. Motion carried unanimously. Floral Park Nelahborhood Mr. Tuggle presented the: concerns of the neighborhood to the Parks and Recrea- tion Committee. Listed below are recommendations he will be making to the Arden Hills Viliage Council . • 1 . That the developer pay the total cost of the road. 2. That the developer be responsible for a full 10% park dedication In monies. 3. That the developer pay for the laud used for the road or donate additional land. 4. That the developer pay The cost of moving the play equipment and restoring the park, aad pay the cost of the losi` trees. 5. For safety of the children, they would like speed bumps on the road through the park, and a chain link fence along than north and east sides of the road. G. Restoration of park should be completed before ay construction is begun on any now home in the development. _ 7. If this road does go Ehnsugh the park, tha Parks Committee should beware: If the Council can see fit to do this to one park, it could happon to any park -- specific example,, the cul de sac can Wynridge Drive -- what would prevent a road being cut through there? Chair Anderson explained to the group that the Parks Committee Is an advisory committee to the: Council ; suggasted he present these concerns in a letter to the Council ; Parks Co;►I tree has already matte tha i r recommendations to Counc i l on the matter. His park dedication, K addition to lots, will be cash, half payable In January of 1983, the other half In January of 1984. • •- Royal Hills Development. Park dedication has not been resolved with this developer; Is presently being negotiated. - Cunnings Park Site Plan. Councilman McAllister and Parks Director J. T. Buckley have met with Control Data representative Curt Bostrum to discuss parking arrangements. Mr. Bostrum will negotiate these with other company officials and their attorney, there seemed to be good possibility for agreement on use of their parking lot. Any work on the park will be delayed until this agreement Is finalized. - Tree Inspector Dave Minkel will be attending Tree Inspectors School . Bids will be lot shortly for contract on removal of diseased shade trees in Arden Hills. - Janet Estates. Park dedication agreement calls for payment of dedication on sale of homes on lots. Sales are going very slowly; Council is exploring some other method of payment. 1982 Budget Cut Proposal Parks Director Buckley submitted for Committee consideration a list of possi- ble budget cuts that could be made, should this become necessary. Committee comments includodp - Finance Committee had suggested $10 charge for all participants in summer playground program. Buckley suggests charging a higher entry fee for soft- ball teams In lieu of this; fart this less objectionable. Committee held a lengthy discussion re flees for programs as a source of Income to balance budget cuts. General fee l.i ng was that this should be explored. M. Wild • asked if Parks had considered not dragging and lining fields before each game to save maintenance costs, and having 'reams supply their own bases and balls. J. Buckley will survey teams to see If they would prefer higher entry fees or less service. T. Sather queried whether entry fees In Arden Hills are equal to those In surrounding villages; Buckley does keep records on what other Villages are charging; Arden Hills Is equal to or above other villages. - Buckley is suggesting deferring purchase of Toro Grounds Muster to 1983; it appears, at this point, that Cummings- Park swill not be needing maintenance this summer. Unit will be needed In 1983. - Entire Committee felt strongly that the voluntary time off suggested ($1 ,014) should be deleted as a budget cut; would prefer to see increased fees for programs. Thoir rationale for this Is that Parks employees work more extra hours without pay to accommodate schedules of activities, have more flexi- bility In raising fees than Public Works Dapartmeni-, ewou l d rather ra l se these monies In this way. - Committee discussed effect of :chooi closings on budgot. Buckley stated that all four schools will maintain indoor facilities through July 1 , and out- door fact 1 i t ios through -the e.n t i ra summer, thare will be no budget effect this summer. Substantial program changes will occur this fall and continue through the next school year. Need for additional programs to replace school programs will be another consideration. Thore will deafinitmly be a shortage of ball fields, In another year (strong possibility that Johanna Fleld will not be available). It was moved by P-i. Bergene, seconded by T. Sa'thar, that the voluntary time off • be removed frohn budget cut considerations before this go-as to Council . Motion carried unanimously. Motion was nade by J. NcT.av i sh, seconded by M. Wild, that Coasi t tee recomirend these as possible budget cuts to Council (see attached list). Notion carried • unanimously. Program Survey Committee has been discussing for some time a survey of the Village to determine desires In park development. J. McTavish stated that she felt this a bad time for a survey; should probably watt about a year until "the dust has settled" with school closings, etc.; felt people probably are not aware of what needs they will have right now. T. Sather felt the plans should probably be laid now, however, so that a survey could be implemented later. J. Dreyling suggested possibly de- veloping a neighborhood survey form for any particular neighborhood where new park development is planned. R. Woodburn noted that statistics show a random sample of 5% of households usually provide a representative viewpoint of needs. Subcommittee of J. McTavish, Chair, Pat Wild, Tom Sather and Adele Anderson will meet March 30, 7:00 p.m., Mel Wilds home, 1235 Wynridge Drive, to begin work on program and needs survey. Notice of any subcommittee meetings will be sent to all members so they can attend if interested. Future Meeting Plans J. Buckley suggested that Committee tour Arden Hills parks in May, and include one or two highly developed Rosevill and New Brighton parks for comparison purposes. Town Crier Article • Chair Anderson stated that the Parks Department has been invited to submit an editorial to the Town Crier describing Parks Department activities. Subcommittee of Anderson, Bergene, and Buckley will develop this. Adjournment Motion was made by M. Bergene, seconded by M. Wild, that the meeting adjourn at 9:35 p.m. Motion carried unanimously.
